How to Inspect a Newly Allotted House for Construction Defects

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect the house before you sign acceptance or final handover whenever the process allows. Walk through it with the builder or developer, compare visible work with the contract, approved plans and specifications, and test supplied fixtures and systems after electricity and water are connected. Record every incomplete, damaged or malfunctioning item by room and precise location, photograph it, send a dated written defect notice through the contract’s required channel, and recheck each repair. An independent building consultant, architect or engineer is worthwhile for structural, water-ingress, electrical-safety or other technical concerns that a visual walkthrough cannot establish.

“Newly allotted” can describe a private developer handover, a newly constructed house or a public-housing flat. Inspection rights, certificates, warranty periods and complaint deadlines depend on the contract and jurisdiction. The official examples below come from Miami-Dade County, Florida; Victoria, Australia; Singapore public housing; and Philippine construction-contract guidance. Use them to understand a sound process, then confirm the rules in your signed documents and with your local housing or building regulator.

Arrange the inspection before acceptance

Ask for a pre-handover or pre-closing walkthrough while the builder or developer’s representative can attend. Miami-Dade County Department of Regulatory and Economic Resources states: “It is recommended that you walk through and inspect the house with the developer/builder or their designee prior to signing the closing documents.” A builder representative can explain controls and note items for its punch list, but the buyer should still keep an independent written record.

Choose who should attend

  • You and a second observer: One person can operate fixtures while the other takes notes and photographs.
  • The builder or developer representative: Request someone who can identify unfinished work, authorize access and record corrective actions.
  • An independent professional: Miami-Dade guidance suggests bringing a knowledgeable building-trade representative such as a licensed engineer or architect. Consumer Affairs Victoria says, “You may wish to pay an independent building consultant to check for defects or unfinished work to give you peace of mind.” A suitable professional may be a building consultant, architect, engineer or inspector with relevant local qualifications and experience.

A paid inspection is not a guarantee that every concealed or future defect will be found. Before engaging anyone, confirm the person’s local registration or licensing where applicable, the inspection scope, report format, areas they can access and exclusions.

Have utilities and documents ready

Arrange the visit when electricity and water are available. Many functional checks are impossible in a disconnected house. Bring the signed contract, approved plans if supplied, specifications, variation orders, a room-by-room checklist, a phone or camera, a notebook or digital form, and a charger or spare battery. A clipboard is optional; a phone or notebook works equally well.

Set safety limits

  • Do not climb onto a roof, enter an unsafe attic or crawl space, or access a restricted construction area.
  • Do not remove electrical covers, open service panels, disturb gas equipment or attempt repairs.
  • Do not operate unfamiliar machinery merely to complete a checklist.
  • Record an inaccessible area and ask the builder or a qualified professional to inspect it.

A consumer walkthrough records observable conditions and ordinary user operation. It is not a building-code, engineering, electrical, plumbing, pest or formal occupancy inspection.

Use the contract and plans as your measuring stick

Before looking at paint or tiles, read the contract, specifications, approved plans and signed variations. Note the promised room layout, dimensions where stated, finishes, fittings, appliances, landscaping, drainage and included equipment. Mark omissions or substitutions instead of relying on memory. Miami-Dade advises obtaining approved plans; Consumer Affairs Victoria describes completion as the contract work being finished to the agreed standard and major defects being rectified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare only what you can reasonably observe. A different tile colour, missing light fitting or relocated door may be a defect, an approved variation or an item excluded from the contract. Ask the representative to identify the document authorizing a change and retain that explanation in writing.

Walk the exterior and site first

Ground, drainage and landscaping

  • Look for standing water, ponding beside walls, blocked or incomplete drains and surfaces that appear to direct water toward the house.
  • Check visible grading, paths, steps, retaining elements and required landscaping against the plans or specification.
  • Photograph unfinished ground works, damaged paving, broken kerbs or debris left in areas promised for completion.

Roof and visible envelope

  • From safe ground level, look for loose or damaged roof tiles, missing visible flashings and signs of water entry at eaves or ceilings.
  • Inspect accessible external walls, windows, doors and sealant for visible damage, gaps or incomplete finishes.
  • Do not access the roof or diagnose the cause of a stain; describe exactly what is visible and request qualified assessment.

External services and boundaries

Check the visible location of meters, external taps, lights, air-conditioning units, fences and gates against the approved layout where available. Operate gates and locks normally, and note damage or unsafe movement. Do not open service equipment.

Inspect every room from finish to function

Use the same sequence in each room: look at surfaces, operate openings and fittings, run water where permitted, test supplied equipment, then photograph and record anything abnormal.

Walls, ceilings, trim and paint

  • Record cracks, chips, staining, dents, uneven surfaces, visible patching, peeling paint and areas left unfinished.
  • Note the exact wall, corner, ceiling or trim location and include a wide photograph showing the room plus a close photograph of the condition.
  • Describe the observation rather than assigning a hidden cause. For example, write “brown stain at the ceiling beside the window,” not “roof leak,” unless a qualified report establishes the cause.

Floors, tiles and counters

  • Look for chipped, cracked, loose-looking or hollow-sounding tiles, damaged laminate, scratched timber, uneven transitions and incomplete grout or sealant.
  • Check counters, splashbacks, sinks and thresholds for chips, gaps, stains and damage.
  • Do not lift installed flooring or dismantle finishes. Request a professional assessment if movement, dampness or a possible substrate problem is suspected.

Doors and windows

  • Open, close and latch each door and window normally. Note sticking, rubbing, failed latches, damaged glass, missing handles and restricted opening.
  • Look at visible seals and caulking around frames for gaps or incomplete work.
  • Check that keys, screens, shutters and insect meshes supplied under the specification are present and operate.

Cabinets, wardrobes and vanities

  • Open every door and drawer; check alignment, hinges, runners, handles and visible damage.
  • Look inside cabinets for moisture, unfinished edges, missing shelves and pipe penetrations that are not sealed.
  • Record a cabinet number or location so the contractor can find the item without guessing.

Plumbing and drainage

  • Run each tap briefly, check hot and cold operation where supplied, and look under sinks for water appearing after use.
  • Flush toilets and observe leaks, refill behaviour, movement, unusual noise and whether water drains normally.
  • Run showers and basins where permitted; note slow or clogged drainage, poor flow, missing seals and water escaping outside the intended wet area.
  • Record unusual water-line noise or visible dampness without claiming a concealed pipe failure.

Electrical outlets, lights and supplied appliances

  • Switch each accessible light and test ordinary user-facing controls.
  • Test accessible outlets with a simple device or tester if permitted by local practice; do not remove covers or perform electrical work.
  • Operate appliances supplied with the house according to their manuals. Note missing manuals, damage, failure to start, abnormal noise or error messages.
  • Check that smoke alarms, intercoms and other included equipment respond to their normal test or user controls when safe.

Heating, cooling and ventilation

  • Operate the heating or cooling system as instructed and allow enough time to observe whether it starts and responds to controls.
  • Record failure to run, unusual noise, visible condensation, water discharge in an unexpected place or damaged grilles.
  • Do not open refrigerant, electrical or combustion components. A qualified technician should investigate safety or performance concerns.

Attic and other accessible areas

Only from a safe, authorized position, look for obvious missing insulation, visible damage, standing water or unfinished work. Do not enter restricted or unstable spaces. Note that an area was not inspected and why; arrange specialist access if it matters to acceptance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep a defect record that can be acted on

A useful defect list lets a contractor locate the issue, understand the requested outcome and prove when notice was given. Number each item and use one row or entry per defect.

Observation Neutral description of what you saw, heard or operated; do not guess at a concealed cause.
Evidence Photo or short video with a contextual image and a close view; note the file name or number.
Requested action Ask for rectification, replacement, testing or written confirmation, without prescribing a technical repair you cannot assess.
Status Date reported, recipient, delivery channel, response, promised completion date, completion date and date rechecked.

For example: “Item 12 — kitchen, under-sink cabinet. Water visible on the cabinet base after the cold tap ran for two minutes. Photos K12-wide and K12-close attached. Please investigate and rectify the leak, then confirm when it is ready for reinspection.” This is more useful than “bad plumbing.”

Report defects promptly and in writing

  1. Review the required channel. Find the notice address, online portal, form, warranty provider and any required reference number in the contract or handover pack.
  2. Send the numbered list and evidence. Use a dated email, portal submission or other permitted method. Keep the complete message, attachments and delivery or receipt evidence.
  3. Ask for a response schedule. Request confirmation that each item was logged, the proposed rectification date and any reason an item is disputed or treated as a variation.
  4. Attend the repair or provide access safely. Do not sign that an item is complete merely because someone says it was addressed.
  5. Recheck every item. Operate the repaired fixture, inspect the finish and photograph the result. Mark the item closed only when the observable problem is resolved or a qualified report explains the result.
  6. Escalate unresolved items. Follow the contract’s warranty route, insurer process or local regulator complaint procedure, preserving the original list and all later correspondence.

Consumer Affairs Victoria recommends making a list, discussing concerns promptly and sending a written rectification request. Miami-Dade County likewise advises that defect complaints should be written. Their procedures are examples of good documentation, not a universal legal form.

Collect the handover documents

Ask for copies before you leave or through the handover portal, and store them with your defect log.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Signed contract, specifications, approved plans where available and all signed variations.
  • Builder or developer contact details and the contacts for relevant contractors or warranty administrators.
  • Final inspection, completion or occupancy documents required in your jurisdiction.
  • Applicable certificates, permits, inspection records and insurance information.
  • Appliance and system manuals, serial numbers and manufacturer warranties.
  • The defect-reporting process, warranty terms, emergency contact route and any handover checklist.
  • Survey and, where applicable or available, roof, energy, soil, termite or radon records identified by local guidance.

Do not assume every certificate on a generic list is required for every house. Consumer Affairs Victoria identifies an Occupancy Permit for new homes in its context; other jurisdictions use different documents. Ask the issuing authority or contract administrator what applies to your property.

Decide whether to hire independent help

A builder walkthrough is useful for access and immediate explanations. Independent help adds a buyer-retained opinion and may identify patterns that are easy to miss, but its value depends on scope and qualifications.

Question Builder or developer walkthrough Independent professional
Independence Representative works for the project party and can coordinate its repairs. Retained by the buyer; no project-party reporting line.
Typical scope Visible, user-facing checks and the project punch list. Agreed visual survey or specialist assessment; scope varies by discipline.
Best timing Before acceptance or final handover while the team and utilities are present. Before acceptance when access is available, or after a problem appears.
Documentation Project checklist and repair commitments. Report should state findings, photographs, limitations and follow-up options.
Local fit Knows project details and contract finishes. Should understand local standards, contract terms and warranty channels.

Pay particular attention to suspected structural movement, active water ingress, unsafe wiring, gas concerns, significant drainage failure, inaccessible areas and repeated defects. Ask the professional to state what was not inspected. A report is evidence for a repair request, not a promise that the property is defect-free.

Understand deadlines by jurisdiction

There is no single worldwide defect-reporting deadline. The periods below are official examples with narrow geographic or contractual scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Jurisdiction and source Period or process Qualification
Singapore public housing — Housing & Development Board One-year Defects Liability Period for new flats; rectification requests can be submitted online or at the Building Service Centre. Applies to HDB new flats and its DLP process, not every new home in Singapore or elsewhere. The HDB page was current when accessed in 2026.
Miami-Dade County, Florida — Department of Regulatory and Economic Resources County guidance recommends notifying the developer in writing within one year after closing about noticed construction defects. Local guidance and a recommendation; it is not a universal statutory limitation period.
Philippines — Construction Industry Authority of the Philippines A one-year default for certain hidden-defect notices when cited contract provisions do not specify another warranty period. Describes particular construction-contract provisions and cited jurisprudence, not a blanket homebuyer deadline.
Victoria, Australia — Consumer Affairs Victoria Provides local completion, rectification, payment, document and insurance guidance; its completion checklist was last updated 1 July 2025. Use current Victorian guidance and the terms of the individual domestic building contract.

These examples show why you should calendar the shortest applicable notice period immediately after handover and still report defects as soon as you notice them. A contract, warranty document or local law may provide a different period, procedure or remedy.

Handle final payment and acceptance carefully

Read the signed contract and local rules before withholding money, refusing acceptance or signing a statement that work is complete. Consumer Affairs Victoria advises checking that contract work is delivered and in working order before final payment and notes, in its jurisdiction, that completion includes rectification of major defects and the relevant permit or certificate. That advice cannot be generalized into a right for every buyer everywhere to withhold payment or reject handover.

If an item remains unresolved, identify it in writing, ask what contractual mechanism applies and obtain local legal or consumer advice where the amount or risk is significant. Keep the property accessible for lawful rectification while preserving your evidence.

Escalate safety and technical concerns

Stop using an affected area or system when continued use could create danger. For suspected live electrical parts, gas leaks, severe water entry, unstable structure or other immediate hazards, leave the area as appropriate and contact the relevant emergency or qualified service. Do not improvise a repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For non-emergency disputes, escalate in this order unless your contract specifies another route: written notice to the builder or developer, warranty provider or insurer, then the local building regulator, consumer agency or dispute-resolution body. Submit the contract, specifications, photographs, inspection report, defect log, notices, receipts and responses. A professional report should distinguish observed facts from opinions and identify limitations.

Common inspection mistakes to avoid

  • Inspecting only appearance: A wall can look finished while a drain, latch, outlet or appliance fails. Operate ordinary controls and use utilities safely.
  • Relying on verbal promises: Put the item, location, requested action and date in a written record.
  • Using vague descriptions: “Crack in downstairs bedroom, north wall, 1.2 metres above floor” is actionable; “poor room” is not.
  • Diagnosing hidden causes: Record staining, movement or noise and request qualified investigation rather than asserting a structural or plumbing cause.
  • Signing too quickly: Read acceptance, completion and release wording before signing, and note open items on the document or attached schedule if permitted.
  • Missing inaccessible areas: State what could not be inspected and arrange safe access or specialist review.
  • Ignoring the contract’s notice route: An email to an individual site worker may not count if the contract requires a portal, registered address or warranty administrator.
  • Failing to recheck repairs: A painted-over stain, tightened hinge or restarted appliance still needs verification under normal use.

A practical handover sequence

  1. Read the contract, plans, specifications, variations and warranty instructions.
  2. Book the walkthrough before acceptance, with the builder present and utilities connected.
  3. Photograph the house before moving furniture or belongings into it.
  4. Inspect the site and exterior, then proceed room by room using the same sequence.
  5. Test plumbing, electrical items, appliances, HVAC, alarms and intercoms only through safe user controls.
  6. Number each defect and attach location-specific photographs or video.
  7. Send the written list through the required channel and save proof of delivery.
  8. Collect completion, occupancy, certificate, warranty and manual documents that apply locally.
  9. Obtain an independent technical opinion for serious, concealed or safety-related concerns.
  10. Reinspect repairs and escalate unresolved items before any applicable contractual or local deadline.
