COP31, the 31st Conference of the Parties to the UN Framework Convention on Climate Change, will be held from 9–20 November 2026 at the Antalya EXPO Center in Aksu, Antalya, Türkiye. Rather than building an entirely new campus, SP Architects is adapting the former EXPO 2016 horticultural-exhibition grounds into a secured negotiations venue and a public events district. Türkiye will host and hold the COP presidency, while Australia will chair the formal negotiations. The layout separates accredited diplomatic work in a UNFCCC-managed Blue Zone from exhibitions, public dialogue and cultural programming in a Green Zone.
Where and when is COP31 being held?
The conference is scheduled for 9–20 November 2026 at the Antalya EXPO Center in Aksu, Antalya. The venue is the former EXPO 2016 Antalya site, a horticultural-exhibition campus being adapted for a large international meeting rather than replaced by a wholly new construction.

Its program is expected to address energy and transport, food and agriculture, climate finance, the circular economy, oceans and terrestrial ecosystems, zero waste, resilient cities, buildings, mobility, infrastructure and sustainable waste systems.
Who hosts COP31 and who leads the negotiations?
Türkiye is the host country and holds the COP presidency. Australia chairs the formal negotiations, creating a shared leadership arrangement: the host country is responsible for the summit setting and presidency, while Australia leads the negotiating process. Türkiye’s Ministry of Environment, Urbanisation and Climate Change is among the public bodies coordinating the venue work with the UNFCCC, local authorities and contractors.

How is the former Expo 2016 site being reused?
SP Architects’ approach combines adaptive reuse with new permanent and temporary construction. Existing halls, gardens and visitor facilities are being brought back into service, while modular components provide the additional capacity, security separation and technical control required for a COP. The architects describe the grounds as a walkable campus in which circulation, boundaries, shared facilities, water and landscape operate as one system.
Existing buildings form the starting point
The project brings 65,000 m² of existing buildings back into use, according to SP Architects’ 2026 project figures. In the public Green Zone, the reused Expo buildings account for 46,859 m². The retained facilities include the Convention Center, Children’s Science and Technology Museum, indoor gardens, Turkish Houses and open-air amphitheatres.

Modular elements limit one-off construction
New blocks and temporary structures supplement the retained buildings. SP Architects says components are designed so they can be dismantled, reused or retained where appropriate. That strategy addresses a central construction problem for a two-week summit: providing high-capacity, controlled accommodation without leaving an oversized, single-purpose complex.
What are the Blue Zone and Green Zone?
The site has two linked but operationally distinct environments. The UNFCCC manages the Blue Zone for formal negotiations and meetings involving accredited participants. The Green Zone is organized for public events, exhibitions, dialogue and cultural programming. Security boundaries, access control and circulation are therefore part of the campus design, not separate afterthoughts.
| Zone | Primary function | Reported site area | Reported usable area |
|---|---|---|---|
| Blue Zone | Accredited negotiations, meetings and delegation operations | 393,461 m² | 170,394 m² |
| Green Zone | Public events, exhibitions, dialogue and cultural programming | 481,656 m² | 94,435 m² |
These areas are reported by SP Architects for the 2026 project. They describe the site and usable floor areas respectively, so they should not be read as two alternative measurements of the same floor space.
What facilities are planned inside the Blue Zone?
The negotiations environment is programmed for simultaneous diplomatic, media and protocol functions:

This mix requires controlled movement between rooms, secure servicing and reliable environmental conditions. The campus plan therefore treats halls, support spaces and pedestrian routes as a connected operating system rather than isolated event rooms.
What will visitors find in the Green Zone?
The Green Zone combines the retained Expo attractions with new thematic blocks. The new program is arranged around Energy Transition; Culture and Civilisation; Our Common Home Earth; Technology and Innovation; and Green Transformation and Finance. Existing indoor and outdoor venues provide settings for public discussions, exhibitions and cultural events, while the landscape and water features remain part of the visitor experience.
That public-facing arrangement gives the conference a civic layer alongside the closed negotiations. It also allows the former exhibition grounds to function as more than a security-controlled meeting site during the summit period.
How large is the adapted COP31 campus?
SP Architects reports the following 2026 project figures:
| Measure | Reported figure |
|---|---|
| Total site area | 875,117 m² |
| Total usable area | 264,829 m² |
| Approximate overall extent | 88 hectares |
| Existing buildings returned to use | 65,000 m² |
| Green Zone existing Expo buildings | 46,859 m² |
The hectare figure is an approximation supplied with the project data; the square-metre totals are the more precise reported measurements.
Why reuse an exhibition site instead of building a new conference city?
Reusing the Expo grounds preserves usable structures and established landscape while reducing the amount of new construction needed for a short event. It also provides a ready-made campus pattern of halls, gardens, roads and utilities that can be reorganized around COP security and access requirements.

The trade-off is greater coordination. Existing buildings must be surveyed, upgraded and connected to temporary facilities without compromising fire safety, accessibility, security screening, translation services, media operations or climate control. SP Architects identifies operational efficiency, modular construction, reusability and environmental control as core design concerns.
The approach also gives Antalya a post-event asset. Instead of treating the conference as a temporary installation on an empty site, the project keeps a functioning exhibition and events landscape in use.

SP Architects says the grounds are intended to continue hosting fairs, concerts and other events after the summit. Some COP-specific components can be dismantled and reused; others can remain where they serve future programs. The stated objective is an events campus with continuing civic and commercial utility, not a convention compound abandoned when delegates leave.
Founding partner Sabri Paşayiğit summarizes the operating brief as: “A climate conference is, in the end, a place where people meet. Our task was to make that place work for two weeks, and for the years that follow.” He has also said that “A climate conference venue should itself reflect the principles discussed inside it.”
How will participants reach the site?
The official participant information identifies Antalya Airport as the access point and says dedicated COP31 shuttle services will be arranged. Attendees should check the official schedule and accreditation information for routes, operating hours and eligibility because transport details can change as the summit approaches.

For construction teams, the Antalya scheme illustrates how adaptive reuse can handle a very high-intensity event without defaulting to a greenfield megaproject. The critical work is not simply adding floor area: it is integrating retained structures with modular additions, separating public and accredited flows, protecting security lines, and controlling heat, shade, water and air movement across a large landscaped campus.

Frequently Asked Questions
Will the entire former Expo site be rebuilt for COP31?
No. The scheme is based on selective adaptation. Existing halls and visitor facilities are being reused, while modular and temporary elements are added where the summit requires extra capacity or tighter operational separation.
Can a person attend events without entering the negotiations area?
Yes. Public exhibitions, dialogue and cultural programming are assigned to the Green Zone, while the Blue Zone is reserved for accredited participants and formal meetings. Access rules for individual events will depend on the published COP31 program.
Is the 88-hectare figure an exact surveyed area?
It is described by SP Architects as approximately 88 hectares. The same project information gives a more precise total site figure of 875,117 m², so the hectare number should be treated as a rounded description.
