(NASDAQ: ROAD) announced on February 2, 2026, that it acquired GMJ Paving Company, LLC, a Houston-area asphalt paving contractor. GMJ brings a hot-mix asphalt plant in Baytown; CPI said the facility became its 12th plant in the Houston metro area and gives the company an opportunity for additional throughput at a nearby liquid asphalt terminal.
What Construction Partners acquired
GMJ Paving Company serves public infrastructure projects across the Houston metro area. Its Baytown hot-mix asphalt plant is the specific production asset highlighted in CPI’s announcement. The company said GMJ’s operations would join Durwood Greene Construction Co., its Houston-area operating business. CPI’s February 2, 2026 announcement describes the acquisition and its operational rationale.
President and CEO Fred J. (Jule) Smith, III, described the deal as part of CPI’s market-entry strategy, saying, “A core component of our growth strategy is to enter the right markets with the right partners.” That is management’s rationale, not confirmation of future financial results.
What the Baytown plant adds to CPI’s Houston operations
CPI said the Baytown facility brought its Houston-area hot-mix asphalt plant count to 12. The company also cited an opportunity for additional throughput at a nearby liquid asphalt terminal. The announcement does not quantify how much additional material the plant or terminal can handle, or how much production the acquisition will generate.

The plant count provides a measure of CPI’s local production footprint, but it does not establish realized output, utilization, cost savings, or earnings. Those outcomes depend on operations and demand, and were not quantified in the announcement.
How the acquisition fits CPI’s Houston expansion
CPI entered the Houston market with Durwood Greene in August 2025, according to the company. In October 2025, it expanded through a transaction involving certain Vulcan affiliates’ Houston-area construction assets. CPI said that acquisition included eight hot-mix asphalt plants, along with related crews and equipment, and that the operations would be part of Durwood Greene. The October transaction announcement describes those assets.

GMJ adds another local contractor and a Baytown production site to that buildout. The company’s releases emphasize market reach, asphalt production, crews, equipment, and customer relationships as elements of its Houston presence; they do not provide comparable measures of capacity or customer overlap across the acquisitions. Plant counts indicate assets acquired, not proof that production has increased.
What the announcement says—and does not say—about deal economics
The February 2 release does not disclose GMJ’s purchase price, financing structure, revenue, or quantified earnings contribution. It also does not estimate the value of the potential terminal-throughput opportunity. Those figures should not be inferred from CPI’s description of the plant or its growth strategy.

CPI characterizes itself as a vertically integrated civil infrastructure company operating in Alabama, Florida, Georgia, North Carolina, Oklahoma, South Carolina, Tennessee, and Texas. The company says the majority of its work is publicly funded, including roads, highways, airport runways, and bridges; its private-sector work includes paving and sitework for commercial, industrial, and residential developments. GMJ’s description as a public-infrastructure contractor aligns with part of that business mix, but CPI did not disclose the acquired company’s customer or project breakdown.
