Arnolds Park’s new civic complex remains targeted for completion on December 31, 2026. The 22,560-square-foot municipal building is being built west to east to replace aging civic-campus facilities and bring the library, city council, police and fire services into one location. A December 2025 update from Hausmann Construction said the work was about on schedule and on budget; public records from August 2026 show construction payments and a modest contingency adjustment, but do not publish a total project cost or a revised completion date.
What is being built
The Arnolds Park Civic Complex is a new 22,560-square-foot municipal facility designed as a replacement for older buildings on the existing civic campus. Hausmann Construction’s project portfolio describes four principal functions in the complex:

- A public library
- Arnolds Park city council chambers
- A police station
- A fire station
Centralizing these services should give residents one civic destination rather than requiring city operations to remain distributed among aging facilities. The available project material does not provide a quantified comparison of construction cost, operating savings or post-occupancy performance, so those outcomes should not be assumed before the building opens.

Completion target
The sourced completion date is December 31, 2026. Korry Hansen of Hausmann Construction gave that target in a report published by Explore Okoboji on December 22, 2025. It is a scheduled date, not a guarantee; no later public record identified a replacement date.

Construction progress and sequencing
By December 22, 2025, steel framing was visible and crews were continuing footings and foundations. Hansen said the contractor was trying to finish foundations before frost penetrated too deeply, which could have created additional cost for the city.
The building is being constructed from west to east in this order:

- Library: Area A at the west end, planned to be completed first.
- City council chambers: The next section moving east.
- Police station: Following the council area.
- Fire station: The easternmost section and final part of the stated sequence.
The project had been running slightly ahead of schedule before cold and snowy weather in December 2025. Hansen subsequently characterized it as “about right on schedule and on budget.” That is the contractor representative’s status assessment at that time, rather than an independently published schedule audit.
What the 2026 records show about cost control
| Record | Amount | What it establishes |
|---|---|---|
| Pay Application No. 14, indexed August 12, 2026 | $660,631.38 | A payment application to Hausmann Construction appears in the city minutes indexed by Civic IQ. |
| Change Order No. 6, architectural record dated August 12, 2026 | $9,677.83 contingency increase | Cannon Moss Brygger & Associates Architects recommended increasing the contingency sum by this amount. |
These figures document a project payment and a contingency change; they do not reveal the contract’s full value, the amount spent to date, or the remaining balance. A contingency increase of $9,677.83 is also not, by itself, evidence that the project has exceeded its overall budget. The most specific budget statement located remains Hansen’s December 2025 comment that the work was about on budget.

What happened with furniture?
A June 23, 2026 city-council agenda included “Arnolds Park Civic Complex – Furniture – Discussion and Possible Action.” The agenda signal indicates that interior furniture planning or authorization was being considered. The indexed record does not identify a furniture vendor, a final scope, a selected product list or a furniture budget, so no supplier or final cost can be reported.

For residents asking whether construction is still on schedule, the best-supported answer is yes, with the December 31, 2026 target still the cited date. The evidence shows active structural work in late 2025 and continued administrative activity, including a fourteenth pay application and a sixth change order, in August 2026. However, the available records do not constitute a current percentage-complete report or a formal guarantee that the target cannot move.

For the budget question, the answer is more qualified. The contractor reported the job as about on budget in December 2025, while the August 2026 documents show a $9,677.83 increase to contingency and a $660,631.38 payment application. Without a published total budget, approved contract value and cumulative spending statement, those records cannot support a precise “under” or “over” calculation.
Quick Recap
What residents should expect next
- Work to continue through the library, council, police and fire portions in the stated west-to-east sequence.
- Further city records to clarify furniture procurement and interior fit-out decisions.
- Additional pay applications and change-order documentation as construction advances.
- A final completion confirmation after inspections, commissioning and move-in activities, rather than relying solely on the scheduled date.
