What is being built on Main Street in Burlington?
Main Street Family Housing was planned as permanent, service-enriched apartments for 16 families then living in emergency shelters or motels. COTS—the Committee on Temporary Shelter—and Evernorth announced the construction start on Dec. 9, 2022. COTS and Evernorth were named as the project’s co-owners and development partners. The announcement described housing paired with continued access to COTS support. The Burlington Housing Authority awarded 16 project-based vouchers. Evernorth said the vouchers made it possible for all units to be deeply subsidized. A project-based voucher is tied to a unit in the development rather than being a portable voucher for an individual household.

Has Main Street Family Housing opened?
The construction-start announcement said the work was expected to take 12 months; that was a forecast made in December 2022, not a verified completion date. The project’s current completion and occupancy status cannot be established from the sources available here. Burlington’s housing pipeline update dated Sept. 30, 2026, does not list Main Street Family Housing among its named projects, but that omission does not prove whether it was completed, remains open, or changed name or ownership.

It is also distinct from The Post Apartments, another downtown Burlington development. Vermont Public reported on Sept. 4, 2026, that The Post had 38 units and was fully occupied after construction finished earlier that year. Those details do not describe Main Street Family Housing.
