Construction apprenticeships: how SME builders can build the skilled workforce they need

Taking on a construction apprentice starts with a real skills gap, suitable work and supervision. Learn how to choose a provider, budget the commitment and check funding and CITB support.

A construction apprenticeship can help a small or medium-sized builder develop skills it struggles to recruit, but it is a commitment to provide suitable work, supervision and training—not simply a way to access a grant. Start by matching a real skills gap to a steady work pipeline, then agree the role and training plan with a provider. Check funding for the apprentice’s nation, start date, age and your levy status before you commit.

How do I take on a construction apprentice?

Work through these decisions before advertising a role. Each one affects whether the apprenticeship is viable for both the business and the apprentice.

  1. Identify the work and skill gap. Pinpoint the trade or role you have difficulty recruiting for. Check that your pipeline includes suitable tasks often enough to support learning, and identify who will supervise the apprentice. Do not take someone on solely to access a payment.
  2. Define a genuine apprentice role. The job must let the apprentice gain the knowledge, skills and behaviours required by the apprenticeship. Discuss the duties and expected work with a training provider before you advertise. GOV.UK’s apprenticeship funding rules set out requirements for apprenticeships in England. [c005]
  3. Choose the relevant standard and provider. Ask providers which occupational standard fits the role and what delivery pattern, location, start dates, assessment arrangements and employer support they offer. Compare travel and any block-release implications with your project schedule.
  4. Plan supervision, continuity and evidence. Assign a supervisor and make sure suitable tasks and learning opportunities recur throughout the programme. The employment contract needs to last long enough for completion, including the fully completed and assessed portfolio of evidence gathered from site activities; in Scotland, CITB also refers to passing the Skills Test. Confirm the evidence format with the provider. CITB’s employer apprenticeship support guidance describes these expectations. [c001] [c007]
  5. Budget the full commitment. Separate wages and other employer costs from any training and assessment funding. Ask the provider for applicable training costs and the funding band for the exact standard and start date. Budget for supervision, travel, equipment and the time needed to support learning as well as wages.
  6. Verify support and eligibility. Check government apprenticeship funding for the relevant nation and start date. Separately confirm CITB registration and grant conditions, and ask whether a local CITB Employer Network can support other eligible training. These are distinct routes with different terms.
  7. Recruit and agree how progress will be managed. Set expectations with the apprentice and supervisor, arrange regular contact with the provider, and agree how progress and site evidence will be recorded.

How do I find the right construction apprenticeship provider?

Look for a provider that delivers the occupational standard the role requires and can support a practical training arrangement for your business. CITB says its New Entrant Support Team can liaise with providers and colleges, but provider availability varies by location; the cited guidance does not establish that a particular standard or provider is available everywhere.

  • Whether the provider delivers the exact occupational standard needed for the role.
  • Location, travel requirements and any block-release or other training pattern.
  • Available start dates and the expected duration.
  • How training fits around the business’s project schedule.
  • Provider communication and the support offered to the employer and apprentice.
  • Assessment arrangements, required evidence and applicable funding arrangements.

Ask the provider to explain the work the apprentice must do, the evidence they must collect and how progress will be assessed before you make a hiring commitment.

What does a construction apprentice cost my business?

There is no single total cost established by the funding rules. Training and assessment funding is not the same as funding the employer’s entire cost of employing an apprentice. Build a budget around the specific role, provider and start date, and account for the following separately:

In England, the government’s apprenticeship funding policy updated 29 July 2026 covers new starts from 1 August 2026. It says government will fund training and assessment up to the funding-band maximum for eligible apprentices aged 16–24 hired by non-levy-paying employers; it describes different treatment for older apprentices and levy-paying employers. Eligibility, the standard’s funding band and rules linked to the start date matter, so check the policy that applies to the actual start date rather than assuming an apprenticeship is free. That policy is for England, not a UK-wide funding rule. Employers in Scotland, Wales and Northern Ireland should check their national apprenticeship authority and their provider for the current arrangements. Rates, eligibility and grant terms can change.

What support does CITB offer small employers?

CITB’s New Entrant Support Team (NEST) describes its support as free and hands-on. It can help employers with finding, recruiting and retaining an apprentice; accessing grants; paperwork; liaison with providers; and ongoing mentoring. CITB describes apprenticeship delivery through its National Construction College in England and support for training providers and colleges around the country. Contact NEST to discuss the employer’s location, trade and needs. [c001]

CITB says registered employers can apply for grants for apprentice attendance and achievement. An employer that is not CITB-registered may still employ a CITB apprentice, but would not qualify for CITB grants; CITB may be able to meet training-provider fees under separate terms. Confirm registration status and current grant conditions with CITB rather than treating a grant as automatic. [c001]

CITB reported that in FY 2025–26 it supported 30,837 apprentices and that 10,410 construction employers received apprenticeship grants, including 9,258 small and micro businesses. These are outcomes reported by CITB on 18 May 2026, not future targets or a promise that an individual employer will receive a grant. [c003]

How do CITB Employer Networks and the two levies differ?

CITB Employer Networks are a separate route for eligible construction training, not an apprenticeship grant. For 2026–27, CITB lists these support caps:

CITB describes the support as matched funding or fixed contributions, subject to conditions that include CITB registration and levy standing, and restrictions on course types. Coverage is local and caps are reviewed annually, so check whether your business and proposed course qualify. These caps are not apprenticeship-grant amounts. [c004]

The government Apprenticeship Levy relates to apprenticeship funding administration. The CITB Levy is raised from in-scope construction employers and supports broader construction training and industry activity. They are separate schemes; check which one applies whenever guidance refers to “the levy.” [c006]

What should I confirm before making an offer?

Before you commit to a start date, get clear answers from the provider and relevant funding bodies on:

  • The occupational standard and whether the planned duties give the apprentice suitable experience.
  • The training pattern, expected duration, assessment process and required evidence.
  • Whether your work pipeline and supervisor can support the apprentice through completion.
  • The total employer cost, separate from any training and assessment funding.
  • The government funding rules for the apprentice’s nation, age, your levy status and intended start date.
  • Your CITB registration and eligibility for apprenticeship grants, plus any separate local Employer Network support.

The practical next step is to speak with an appropriate provider about the standard, delivery pattern, evidence requirements and full costs, then verify official funding eligibility before committing to recruitment.
