Construction and demolition waste is cheapest and easiest to manage when disposal is designed before work starts. Identify the materials your project will generate, separate recoverable streams at the point of generation, confirm what local facilities accept, and contract hauling and tipping on terms you can verify. That approach can improve diversion and cost control, but no historical case study can establish today’s prices or savings for your project.
The Building Design + Construction article “Disposal Discipline,” published August 11, 2010, remains useful for its operating lesson: planning, clean separation and knowledge of local markets matter. Its Massachusetts regulatory predictions and quoted prices are historical. Current requirements must be checked with the authority having jurisdiction, the selected facility and the hauler.

What a disciplined construction-waste program does
A waste plan is not simply a list of dumpsters. It is a project control system that connects estimating, procurement, site logistics, subcontractor scopes, hauling, facility acceptance and records. The objective is to keep materials in the highest-value pathway available:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Reuse: keep material on the project or send usable items to another approved use.
- Recycling or processing: send clean, separated materials to a facility that accepts and processes them.
- Recovery: use an approved outlet for energy or other recovery where applicable.
- Disposal: reserve landfill or other disposal for material that cannot reasonably enter a higher pathway.
Separation only works when the material remains acceptable to the receiving facility. A container labeled “wood” that contains treated wood, drywall, trash or contaminated debris may be rejected, reclassified or charged differently. The plan therefore has to address both sorting and outlet verification.

Why timing changes the result
Decisions made during preconstruction determine whether the site has room for multiple containers, whether crews can move material without excessive handling, and whether the hauler can service each stream. Waiting until the first full dumpster is on site usually forces mixed loading, emergency pickups and uncertain disposal routes.
What the 2010 Consigli example actually shows
The 2010 article describes Consigli Construction’s effort to separate asphalt, concrete, wood, gypsum board and metals at project sites. It reports an initial goal of diverting 50% of material from landfill and a company-wide diversion result of 71% at that time. Those figures belong to that company, its projects and the conditions described in the 2010 article; they are not current industry benchmarks or a guarantee for another contractor.
Vance Freymann, identified as Consigli’s director of project development, said, “Hopefully, our experience will show others that, with planning and forethought, they also can do this.” The transferable lesson is the planning sequence, not the percentage itself.

The article also compares historical Boston-area arrangements. It describes a typical lump-sum mixed-load charge of approximately $650–700, while reporting that Consigli negotiated a standard haul rate of $137 per load plus tipping fees that varied by material. It further reports an approximate mixed-load cost of $85 per ton for Consigli and a concrete tipping fee of about $10–20 per ton.
These are 2010 reported figures, not current quotes, averages or savings calculations. Fuel, labor, container size, distance, contamination, facility capacity, market demand, local taxes and contract terms can all change the delivered cost. Use the figures only to understand why a separated-load pricing model may differ from a mixed-load lump sum; obtain current written quotes for the actual job.
Build the plan before mobilization
1. Forecast materials by phase
Start with the schedule of work and estimate which streams each phase will produce. Demolition may generate concrete, brick, asphalt, metals, wood and gypsum board. Framing can produce dimensional lumber, engineered wood, pallets and packaging. Interior work may add clean gypsum offcuts, cardboard, paper, metals, carpet and finish materials. Record expected quantities in the same units your haulers and facilities use, such as tons, cubic yards, loads or containers.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
2. Classify every stream
For each material, document whether it is reusable, recyclable, subject to a disposal ban, conditionally accepted or ordinary disposal. Note contamination risks and whether the stream must remain dry. A short material matrix should include:
- Material name and likely source trade.
- Expected volume or weight by phase.
- Container type and location.
- Approved receiving facility.
- Acceptance rules, contamination limits and preparation requirements.
- Haul, processing and tipping charges.
- Required tickets, weight slips, manifests or owner-reporting fields.
3. Confirm the local outlets
Call or obtain written requirements from each proposed recycler, processor, transfer station or disposal facility. Ask what grades they accept, whether loads must be covered, how contamination is assessed, what happens to rejected loads, and which licenses or registrations apply. The U.S. Environmental Protection Agency advises checking that a recycler complies with state and local regulations and with applicable licensing or registration requirements.
4. Design the site layout
Place containers where the generating crews can reach them without unsafe travel or double handling, while preserving fire access, lifting clearances and traffic routes. Use durable, plainly worded signs showing the accepted materials and common examples of prohibited contamination. Signs help crews identify streams, but signage alone does not ensure compliance or recycling.
Separate materials without disrupting production
Source separation
Source separation places each material in its designated container as it is generated. It generally gives the processor a cleaner feedstock and makes the destination and weight of each stream easier to document. The trade-off is the need for space, more containers and active supervision.
Mixed C&D processing
A mixed construction-and-demolition load can be practical when the site lacks space or a qualified processor accepts the mixture. It shifts sorting to the facility and may carry a different price and contamination risk. Do not assume that a facility accepting “mixed C&D” accepts every material, or that its recovery rate equals the percentage of material placed in the container.
Hybrid layouts
Many projects use dedicated containers for high-volume or restricted streams and a mixed container for the remainder. The correct combination depends on the facility network, expected quantities, handling space and contract terms. Compare the complete delivered cost, including extra labor and container moves, rather than comparing tipping fees alone.

Materials that commonly need dedicated attention
Concrete, brick and asphalt
Keep mineral materials free of soil, trash and prohibited attachments when the receiving facility requires clean aggregate. Confirm whether reinforced concrete, painted material or mixed masonry is accepted under the same rate.
Metals
Separate ferrous and non-ferrous metals when the outlet requests distinct grades. Remove attached debris only when the labor and safety implications make sense, and verify how the facility handles insulated wire, composite assemblies and tanks.
Wood
Keep untreated and treated wood in the categories required by the receiving facility. Massachusetts’ current disposal-ban guidance identifies treated and untreated wood among covered materials and states that wood is banned from landfills only. The exact outlet, preparation and enforcement conditions still need to be verified for the project’s jurisdiction.

Clean gypsum wallboard may have a separate outlet or disposal restriction. Protect it from wet-weather contamination and keep it free of bags, insulation, metal scraps and general trash if the processor requires a clean stream.
Paper and cardboard
Flatten boxes where practical and keep recyclable paper and cardboard dry. Remove food waste, plastic film and other contaminants according to the facility’s specifications.
Massachusetts requirements to check now
Massachusetts’ current Department of Environmental Protection guidance lists disposal bans for specified materials, including asphalt pavement, brick and concrete, clean gypsum wallboard, ferrous and non-ferrous metals, recyclable paper and cardboard, and treated and untreated wood. The guidance identifies both generators and haulers as responsible for compliance. It does not replace a project-specific review: requirements depend on the material, jurisdiction, facility and current rule text.

Massachusetts General Laws chapter 40, section 54 provides that municipalities must require, as a condition of specified demolition, renovation, rehabilitation or alteration permits, that debris go to a properly licensed solid-waste disposal facility; the permit must indicate the facility. This is a Massachusetts requirement and does not establish the rules in another state or municipality.
MassDEP also provides current construction-and-demolition planning tools, waste-plan resources and material guidance. Check those resources and the issuing municipality before finalizing the permit package.

A waste plan can fail if the commercial terms are vague. The prime contract, subcontract scopes and hauler agreement should state:
- Which party supplies, labels and moves each container.
- Accepted materials and contamination thresholds for every container.
- Pickup response time and who authorizes extra trips.
- Haul charges, container rental, fuel or environmental surcharges and tipping charges.
- How rejected, contaminated or reclassified loads are priced.
- The receiving facility and any permitted substitute facility.
- Required scale tickets, load photographs, manifests and monthly reports.
- Responsibility for compliance with bans, permits and facility rules.
Kimberly Pexton, identified in the 2010 article as sustainability director at James G. Davis Construction Corp., said, “You have to keep in touch with the market to effectively implement a waste management plan.” In practice, that means rechecking outlet capacity and pricing when the project schedule, material mix or local market changes.
Track performance during the work
Use load-level records
Require a ticket or electronic record for each pickup. Capture the date, project, container type, material, gross and tare weights when available, destination, disposition and charge. If a facility reports only volume or loads, retain that information consistently rather than converting it to an unsupported tonnage estimate.
Inspect contamination at the source
Superintendents or designated waste coordinators should inspect containers at regular intervals and after major trade turnovers. Photograph recurring contamination, identify the responsible activity and correct the cause through a toolbox talk, revised signage, a changed container location or a subcontractor instruction.

Measure diversion transparently
Define the denominator before reporting a percentage. State whether diversion is calculated by weight, volume or loads, and whether reuse, recycling, recovery and beneficial use are counted separately. Keep facility tickets that support the numerator and denominator. A reported diversion percentage without a defined method is difficult to compare between projects.
Compare options with a complete cost model
For each stream, compare the delivered cost rather than the advertised tipping fee:
| Cost element | Questions to answer |
|---|---|
| On-site handling | Will crews need extra sorting, staging, loading or internal moves? |
| Container and haul | What are the size, rental, pickup, fuel and distance charges? |
| Processing or tipping | Is the charge per ton, load, cubic yard or another unit, and does it vary by material? |
| Contamination risk | What triggers a surcharge, rejection or reclassification? |
| Documentation | Are tickets, manifests, photographs or reports required for permits or owner reporting? |
| Schedule exposure | Could limited facility hours or container shortages delay production? |
A separated stream may carry a lower material charge yet cost more overall if it requires excessive labor or additional containers. Conversely, a mixed load may appear simple but become expensive when contamination or a high lump-sum rate is applied. Price both scenarios with current, project-specific quotes.

Troubleshoot common failures
The container is contaminated
Stop adding incompatible material, photograph the condition, identify the source trade and ask the facility whether the load can be sorted, reclassified or must be rejected. Record the final disposition and update the site instruction before the next pickup.
The recycler will not accept the material
Do not send it to an unverified outlet. Confirm the material specification, licensing or registration requirements and permitted alternatives. If the planned facility has changed, update the waste plan and any permit or owner documentation that names the destination.
There is no room for multiple containers
Use a phased or hybrid layout, schedule more frequent pickups, or arrange off-site consolidation only after confirming that the consolidation facility accepts the material and can provide the records you need. Do not place containers where they compromise emergency access or safe material movement.
Reports show inconsistent diversion
Check whether different subcontractors are using different units or whether tickets are missing. Reconcile records by stream and destination, then publish the measurement method with every report.
Closeout and lessons for the next project
At closeout, reconcile the planned material matrix with actual tickets, charges and quantities. Document rejected loads, substitutions, unusual contamination events and outlets that performed well. Compare estimated and actual handling hours as well as disposal charges. This creates a usable basis for the next estimate without treating one project’s percentage or price as a universal benchmark.
The durable message from the 2010 case is straightforward: decide the streams early, keep them clean, verify the outlets and monitor the market. Current agency rules and facility conditions determine what is legal and economical on the next job.
