Building in the Caribbean Successfully: A Practical Risk Guide for Owners and Developers

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Successful Caribbean construction starts with feasibility, not a floor plan. Low local wages can be outweighed by scarce skilled trades, imported materials, inter-island freight, duties, utility upgrades, approvals and resilience requirements. Price those constraints before committing to land, a villa, a hotel or a resort.

This guide turns the warnings in Rider Levett Bucknall’s Caribbean overview into a project-planning sequence. It is useful for owners, developers, resort operators and architects, but it is not a current island-by-island code or price guide. Requirements must be confirmed with the authority and qualified professionals in the jurisdiction where you will build.

Start with a feasibility test, not a construction estimate

An island can appear inexpensive when viewed only through hourly labor rates. The project may still be expensive to deliver if the workforce is small, essential equipment must be shipped, or the site needs new water, power or wastewater infrastructure. Treat those items as part of the development cost from the first feasibility model.

Before selecting a design, prepare an island-and-site comparison using the questions below. The source material does not rank particular islands, and current conditions vary by jurisdiction, so every answer needs local confirmation.

Decision area Questions to answer before commitment Why it changes feasibility
Approvals and codes Which authority reviews the project? What drawings, professional registrations, inspections and hazard standards apply? A design that cannot be approved, or must be redesigned after submission, adds time and professional fees.
Labor availability Which trades are resident on the island? Which must travel from another island or outside the region? Travel, accommodation and local transport can erase the apparent saving from lower hourly wages.
Materials and equipment What can be sourced locally? What must be imported, and how are freight, duties, port handling and inter-island transfers priced? Long lead times and a missing spare part can stop an otherwise ready site.
Utilities Can the existing networks provide potable water, electrical power and sewage treatment for the proposed occupancy? Private generation, storage, treatment or network upgrades may be required before opening.
Resilience and insurance What hurricane and seismic hazards apply, and will the proposed construction meet standards accepted by insurers? Structural and envelope choices affect both capital cost and the ability to obtain coverage.

Do not treat a “yes” based on a conversation as evidence. Obtain written capacity information, professional advice and a documented allowance for every unresolved item.

Labor is a capacity question, not just a wage question

Why a small labor pool changes the budget

The Caribbean overview describes a limited pool of construction labor and specifically warns about shortages of skilled HVAC technicians and installers for appliances, media and electronics. For a small project, one unavailable specialist can delay commissioning just as seriously as a major material shortage. A resort with many rooms, kitchens and mechanical systems multiplies that exposure.

When a trade is not available locally, the practical alternative may be to bring workers from a larger island or from outside the region. The hourly rate is only one line in that arrangement. Add airfare or other travel, accommodation, meals or allowances, local transport, mobilization time, work-permit administration where applicable, and return visits for defects or commissioning. Those costs recur if the schedule changes.

Build a trade-by-trade staffing plan

  1. List every specialist task. Separate general labor from mechanical, electrical, controls, refrigeration, kitchen, low-voltage, life-safety and commissioning work.
  2. Identify local capacity. Ask prospective contractors which named firms or individuals are resident, available during your construction window and experienced with the proposed systems.
  3. Mark imported labor dependencies. For each non-local trade, record mobilization cost, expected duration, accommodation, transport and the date the workfront must be ready.
  4. Coordinate sequence. Make sure imported specialists arrive after equipment, power, controls and access are ready; otherwise you pay for idle time or a second trip.
  5. Plan handover support. Include training, manuals and a local maintenance response so a building does not depend indefinitely on emergency travel.

Use the resulting schedule to decide whether a simpler, more serviceable design is safer than a technically elaborate one that requires repeated specialist visits.

Local sourcing and importing are different risk profiles

Limited local manufacturing means that materials, aggregates, major equipment and spare parts may need to be imported or moved between islands. A local quote can therefore conceal an upstream dependency: the supplier may still be waiting for a shipment, a vessel connection or a customs release.

Option Advantages Risks to price and schedule Controls to require
Locally available material or equipment Shorter replenishment route and easier inspection or replacement Limited quantity, substitutions, or a supplier serving several projects Confirm stock, reserve quantities and obtain an acceptable-equivalent list.
Imported directly Broader specification choice and direct control of the purchase Freight, duties, port handling, customs, damage, currency exposure and long lead time Use a landed-cost schedule with delivery milestones and documentary responsibilities.
Inter-island transfer Access to a larger regional supplier or workforce Additional handling, sailing schedules, transshipment and weather disruption Allow time between legs and identify a receiving party and secure storage.

Use a landed-cost and lead-time register

For every imported item, record the specification, supplier, manufacturing time, sailing or flight assumptions, duties, brokerage, port and inland handling, storage, insurance, installation requirements and critical spare parts. Distinguish a firm delivery date from an estimate. The construction programme should show the date the item must be on site, not merely the date it is ordered.

Order long-lead equipment early only after the design, voltage, environmental conditions, service clearances and approval requirements are settled. An early purchase of the wrong model creates a different delay from a late purchase of the right one.

Verify water, power and wastewater capacity at the site

Utility adequacy can determine whether a hotel or resort is viable. The source warns that potable-water supply, electrical power and sewage-treatment capacity may be insufficient for the proposed development. Network availability at a property boundary is not proof that the network can support peak occupancy, kitchens, laundry, cooling, pools or fire protection.

Potable water

  • Obtain the provider’s written statement of available flow, pressure and connection conditions.
  • Model average and peak demand for the planned occupancy and operating uses.
  • Test whether storage, treatment, desalination or delivered water is needed, and include equipment, land, energy and maintenance.
  • Confirm water quality responsibilities and the approvals required for any private treatment.

Electrical power

  • Request the available service capacity, connection lead time and reliability information.
  • Calculate diversified peak load, starting currents, cooling demand, kitchens, lifts, pumps and life-safety systems.
  • Decide whether standby generation, fuel storage, automatic transfer, battery systems or other resilience measures are required.
  • Price fuel logistics, testing, noise control, emissions requirements and replacement parts, not only the generator purchase.

Sewage and wastewater

  • Confirm whether a public sewer connection exists and whether it has capacity for the project’s peak flows.
  • If treatment is private, establish the discharge standard, outfall or reuse method, land area, operator requirements and sludge-handling plan.
  • Include commissioning and a maintenance contract; an installed plant without reliable operation can prevent occupancy.

Do not defer these investigations until after design development. Utility upgrades can require their own permits, civil works and procurement lead times.

Make local professional involvement part of the delivery team

The 2017 Building Design + Construction article states that construction drawings must be submitted for government approval by a locally based registered architect and recommends a working relationship with a Caribbean resident. That is a general statement in a historical overview, not a substitute for the current rule on a particular island. Confirm the registration, submission, inspection and signing requirements directly with the relevant authority before appointing the design team.

Define responsibilities in writing

  • Local architect: jurisdictional submissions, local practice requirements, coordination with authorities and adaptation of the design to site conditions.
  • Engineer: structural, civil, mechanical and electrical design appropriate to the hazards and available utilities.
  • Cost consultant or quantity surveyor: measurement, current quotations, allowances for freight and duties, and change-cost control.
  • Project manager: programme, interfaces, procurement tracking, reporting, commissioning and handover.

For a remote owner, a resident representative can also verify deliveries, protect stored materials, coordinate visiting specialists and provide a reliable channel to the authority and contractor. The exact professional titles and legal roles vary, so the appointment documents should state who may submit, certify, inspect and accept each work package.

Design for hurricanes, earthquakes and insurability

Local designers can identify hurricane and seismic risks that may be missed by a team unfamiliar with the island. The source does not name a single code or engineering specification; the applicable design standard must therefore be established for the project’s jurisdiction and use.

Turn hazard advice into design decisions

  • Confirm the governing wind, seismic, flood, corrosion and site-geotechnical criteria with the local design professionals.
  • Coordinate the structural frame, roof, cladding, openings, fixings and backup power as one resistance system rather than separate packages.
  • Protect mechanical and electrical equipment from wind-driven rain, salt exposure, flooding and loss of utility service.
  • Provide safe access for inspection and replacement of equipment after a storm or earthquake.

Resort buildings also need to meet standards recognized and approved by insurers. Ask the insurer or broker for acceptance criteria during concept design, then give those criteria to the architect and engineers. A building can be technically robust yet difficult to insure if documentation, testing or maintenance evidence is missing.

A practical sequence from idea to opening

  1. Select and screen the island and site. Document access, title and development constraints, hazards, utilities, labor availability and import routes.
  2. Obtain written utility and authority information. Record capacity, connection conditions, approvals, inspection stages and upgrade responsibilities.
  3. Assemble the local team. Verify the architect’s registration and appoint engineering, cost and project-management support appropriate to the project size.
  4. Develop an outline design around real constraints. Set the structural and resilience approach, utility strategy, maintainability requirements and likely imported systems.
  5. Build a risk-adjusted cost plan. Include labor mobilization, freight, duties, storage, utility upgrades, professional fees, testing, insurance requirements and a contingency for identified unknowns.
  6. Confirm procurement and logistics. Approve specifications, long-lead register, shipping responsibilities, receiving arrangements and spare-parts strategy before placing orders.
  7. Submit and obtain approvals. Follow the current authority’s process through the locally qualified professionals; do not assume another island’s procedure applies.
  8. Construct with documented inspections. Keep records of material approvals, concealed work, structural connections, waterproofing, testing and changes.
  9. Commission and train. Test utilities, treatment systems, life-safety equipment, HVAC, controls and backup systems; train the local operating team and store manuals and spares on site.
  10. Close out for operation and insurance. Deliver as-built information, certificates, maintenance schedules and the evidence required by the insurer and authority.

Build the budget around the costs people commonly miss

Cost group Typical inclusions Decision it supports
Direct construction Labor, materials, plant and subcontractors Whether the basic concept fits the available capital.
Labor mobility Travel, accommodation, local transport, mobilization and return visits for non-local specialists Whether the programme and design depend on scarce trades.
Logistics Freight, duties, brokerage, port handling, inter-island movement, storage and damage allowance Whether an imported specification remains affordable and deliverable.
Infrastructure Water storage or treatment, generation, fuel systems, sewage treatment and network connections or upgrades Whether the site can support the intended occupancy and operations.
Professional and statutory Local architect and engineers, cost and project management, surveys, permits, testing and inspections Whether the design can be approved and documented.
Resilience and insurance Hazard studies, stronger assemblies, protection of equipment, testing and insurer-required evidence Whether the completed asset is insurable and maintainable.

Keep allowances visible rather than burying them in a single percentage. A decision-maker can then see which unknown—labor, freight, utilities or approvals—is driving the contingency and what investigation will reduce it.

Common failure modes and the corrective action

“The labor rate is low, so the project will be cheap”

Symptom: The estimate uses local hourly rates but no specialist-mobilization line. Correction: Rebuild the labor plan by trade and include travel, lodging, transport and possible return visits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The supplier says it can be shipped”

Symptom: The programme shows an order date but no port, customs or inter-island assumptions. Correction: Create a landed-cost and lead-time register with a responsible party for each handoff.

“The design can be approved later”

Symptom: The team has no locally registered submitting professional. Correction: Confirm current jurisdictional requirements and appoint the qualified local architect and engineers early.

“The building is strong enough”

Symptom: Structural design is discussed without insurer acceptance, envelope detailing or equipment protection. Correction: Establish hazard criteria and insurer requirements during concept design and retain testing and certification records.

What the historical wage comparison does—and does not—show

The source article reported an islands median hourly construction wage of $8.61, citing Rider Levett Bucknall data from 2015, compared with a U.S. rate of $16.07, citing 2016 data. These are historical comparison figures, not current rates, and they do not establish a rate for any particular island, trade, employment arrangement or project date.

Figure in the 2017 article Qualification
$8.61 per hour Islands median construction wage; Rider Levett Bucknall, 2015 data as reported in the article.
$16.07 per hour U.S. construction wage; Rider Levett Bucknall, 2016 data as reported in the article.

Use those numbers only to understand why a wage-only comparison can be misleading. Obtain current, island-specific quotations and employment costs for an actual budget.

Use the 2017 guidance with the right limits

Building Design + Construction published “Avoiding trouble in paradise: Tips on building successfully in the Caribbean” on May 3, 2017 under Rider Levett Bucknall’s name. Rider Levett Bucknall’s 2018 Perspective publication attributes the piece to Mark Williamson, Managing Director, Caribbean, while its 2018 web republication lists Terence Tracey as author. The article is valuable as a risk checklist, not as a current directory of codes, prices, utility capacities, shipping schedules or insurer criteria.

For a live project, replace every historical or general statement with written, jurisdiction-specific information from the authority, utility providers, registered professionals, contractors, logistics providers and insurer. That verification is what turns a promising island site into a deliverable construction plan.
