The “Living Ruin” project is intended to stabilise the structure and return it to safe public use; it is not approval for a completed, full restoration. The project announcement says the first phase is designed to preserve the possibility of restoration later.
What the approval covers
Glasgow Architecture reported on 12 October 2026 that Glasgow City Council had granted both planning permission and listed building consent for the first phase. A local democracy report by Glasgow View described the consent as covering essential repairs to the building’s structure and fabric, as well as careful removal and storage of a collapsed timber outhouse.

The proposal is called “Living Ruin”: rather than attempting a full reconstruction immediately, it would make the surviving glasshouse safer and accessible for public and community use while retaining options for future restoration.

What work is planned
The project announcement sets out a package of repairs and alterations focused on structural stability, access and protecting original features:

The project announcement gives the main hall’s approximate dimensions as 45 metres long by 18 metres wide, beneath a 9.2-metre arched roof. It proposes using the space for markets, exhibitions, community gatherings, educational and cultural activities, and plant growing. These are intended uses, not a published operating schedule.
Why this is a first phase, not full restoration
The current consent concerns making the building safe and enabling early public use. The announcement says the work preserves the possibility of full restoration in the future; it does not say that a complete restoration has been funded, consented or scheduled. The distinction matters because the building’s surviving structure and historic elements are being repaired or stored, rather than the project being presented as a finished reconstruction.

A brief history of Springburn Winter Gardens
Glasgow Architecture describes the glasshouse as the original 1900 building and reports that it was Category A listed in 1985. Glasgow View says it remained in use until storm damage led to its closure in 1983, and that a planned demolition was stopped after the listing.
The campaign is community-led and followed the loss of Springburn Public Halls in 2012. The Trust chair, Paul Sweeney MSP, described the effort as a 13-year campaign; Glasgow View reports that the Springburn Winter Gardens Trust was established in 2013. Those dates and the campaign duration are reported by the respective sources.

When could construction begin?
As reported on 12 October 2026, capital grant funding needed to commence work had been secured and a contractor tender was under way. The Trust was also finalising a 25-year concessionary lease with Glasgow City Council. Standard consent conditions still needed to be discharged, including specifying rust-inhibiting paint for the steelwork and submitting storage reports for temporarily dismantled original structures.
Sweeney said he hoped work would start in early 2027 and be completed over the summer. That is a forecast, not a guaranteed construction programme. Glasgow View separately reported that the Scottish Government awarded a grant of more than £1 million earlier in 2026.

Paul Sweeney MSP, chair of the Springburn Winter Gardens Trust, called the consents “a fantastic milestone for Glasgow’s built heritage” and described the work as the culmination of a 13-year community-led campaign following the loss of Springburn Public Halls in 2012.
