Clarawood House is a Housing Executive tower block in East Belfast identified for clearance and demolition, with replacement social housing proposed for the site. Two later programme records list a 25-home general-needs scheme, but the published dates differ and neither confirms that construction has started or identifies a final housing association.
What is planned for Clarawood House?
The Northern Ireland Housing Executive (NIHE) and Belfast City Council programme records describe a proposed replacement scheme of 25 general-needs social homes at Clarawood House. The 2021 plan was to clear and demolish the tower block and provide new social housing on the site, subject to housing need.

How the plan developed
2021: clearance proposed
In a written answer dated 30 April 2021, Communities Minister Deirdre Hargey said Clarawood House was one of two blocks categorised as short-term in the Housing Executive’s Tower Blocks Action Plan. She stated that the proposal was to clear and demolish the blocks and provide new social housing on their sites, subject to housing need. Clarawood was also one of six Housing Executive tower blocks in East Belfast identified in the Assembly answer. Read the Assembly answer.

The Housing Executive Board approved the demolition business case in March 2021 and referred it to the Department for Communities for consideration and approval, according to the same period’s Assembly record. That records the status at the time; it does not establish what decision followed. See the related written answer.
2025/26: earlier programme target
The Housing Executive’s Belfast Housing Investment Plan 2023–26 lists a 25-unit general-needs transfer scheme for Clarawood House, with an onsite year of 2025/26 and the housing association recorded as TBC. View the Belfast Housing Investment Plan 2023–26.

A later integrated-design-team tender listing describes a project at Clarawood House, Clara Way, Belfast, with commencement programmed during the 2027/28 Social Housing Development Programme. This is a later stated programme date, not confirmation that work began on site. The listing does not explain how the date relates to the 2025/26 entries. View the tender listing.

What the tender tells us—and what it does not
The tender concerns professional services for the project, rather than a confirmed construction contract or a completed design. Its described scope includes:
- Site appraisal and design
- Cost planning and tender documentation
- Statutory applications
- Design management during construction and quality inspections
Those activities indicate the kinds of services sought for project development and delivery. The listing does not establish that a design team was appointed, that statutory approvals were secured, or that construction is under way.

How to read the dates and current status
| Record | What it says | What it establishes |
|---|---|---|
| NIHE Belfast Housing Investment Plan 2023–26 | 25 general-needs homes; onsite year 2025/26; association TBC | A published programme entry, not verified site progress. |
| Belfast City Council committee pack, 18 February 2025 | 25 new-build general-needs homes; onsite year 2025/26; association TBC | A second published programme entry, also not proof of construction. |
| Later integrated-design-team tender listing | Commencement programmed during the 2027/28 Social Housing Development Programme | A later stated target; it does not confirm actual commencement or explain the different date. |
The two programme records agree on the planned capacity and general-needs purpose, but the later tender listing gives a different programme year. The documents do not explain the change. On the available evidence, the careful description is a proposed 25-home replacement scheme with conflicting published programme dates—not a project confirmed to be on site.
None of these records names a final housing association. They also do not establish whether Clarawood House has since been demolished. Anyone checking the project’s present status should look for a subsequent NIHE or council update, a confirmed provider announcement or an official site notice.
