India’s cement demand could expand by as much as 8% in fiscal 2027 (FY27), but that is an upper-bound scenario rather than a settled forecast. Independent estimates cluster between 6% and 7%, while rapid capacity additions are expected to hold utilisation near 68–71%. As a result, stronger volumes may not translate into comparable price or margin gains.
Is 8% cement-demand growth realistic in FY27?
The most defensible current range for Indian cement-volume growth in FY27 is 6–8%. ICRA forecasts 6–7%, following 8.6% growth in FY2026. Some cement-company management teams and brokers use a 7–8% medium-term assumption, but other company guidance is closer to 5.5–6.5% or approximately 5%.

That spread matters because an 8% outcome requires sustained construction activity across housing and infrastructure, not merely a strong start to the financial year. Puneet Dalmia, managing director of Dalmia Bharat, said he expects cement demand to grow at a 7–8% compound annual rate in the medium term. His statement describes a medium-term view, not a guaranteed FY27 industry result.

| Source or view | FY27 demand assumption | Capacity outlook | Expected utilisation | Pricing implication |
|---|---|---|---|---|
| ICRA (2026) | 6–7% volume growth, after 8.6% in FY2026 | 30–34 million tonnes per annum (mtpa) added in FY27 | 70–71% | Additional supply limits pricing power |
| India Ratings and Research (2026) | Mid-single-digit growth | Nearly 100 million tonnes of fresh capacity across FY2026–FY2027 | 68–69% | Realisations may rise only in the low-to-mid single digits |
| Business Standard (2026) | 6–7% demand growth | Capacity growing about 8% annually from FY2025 to FY2028 | Not stated | Supply growth outpaces demand growth |
| Selected management and broker views (2026) | About 7–8%; other views near 5–6.5% | Not stated | Not stated | Depends on region and company exposure |
ICRA is more constructive than the mid-single-digit India Ratings estimate but more conservative than an 8% assumption. The difference largely reflects how much weight each view gives to public infrastructure spending, housing momentum and the volume of new plants entering the market.

Why a capacity glut can limit the recovery
Supply is increasing at least as fast as demand
ICRA expects 30–34 mtpa of new capacity in FY27. India Ratings estimates nearly 100 million tonnes of additions over FY2026 and FY2027 combined. Business Standard reported capacity growth of about 8% a year between FY2025 and FY2028, compared with 6–7% annual demand growth. When supply expands faster than consumption, producers compete harder for each incremental order.
Utilisation remains below a tight-market level
ICRA’s 70–71% utilisation forecast and India Ratings’ 68–69% estimate indicate substantial idle capacity will remain. Utilisation is an industry-wide average; individual plants can perform better or worse depending on location, logistics, product mix and local competition. A national demand increase therefore does not automatically create a shortage in every market.

Regional balance is uneven
Broker commentary expects north and central India to record stronger utilisation than the south. Southern markets continue to face an existing capacity overhang, so producers there may see weaker price recovery even if dispatches rise. Regional oversupply can also increase freight distances as companies move cement into faster-growing territories.

Fuel, freight and packing materials are the main cost risks. Higher coal, petcoke, diesel, rail or road freight and bagging costs raise the delivered cost of cement. Producers may recover only part of those increases because excess capacity limits their ability to raise prices without losing volume.

India Ratings and Research coverage cited an approximately 15% year-on-year decline in FY27 EBITDA per tonne. The same analysis expects cement realisations to increase only in the low-to-mid single digits. Khushbu Lakhotia, director at India Ratings and Research, said: “While the sector will witness a significant input cost inflation given the increase in fuel costs, the moderate demand environment, coupled with continued capacity additions, can restrict the increase in cement realisations to low-to-mid single digits.”
Smaller producers are particularly exposed because they generally have less purchasing leverage, less efficient plants and weaker geographic diversification. Larger companies may offset part of the pressure through blended cement, captive power, alternative fuels, route optimisation or a better regional mix, but those measures do not remove the industry-wide supply problem.

What will determine demand in the second half of FY27?
Infrastructure spending
Government roads, railways, urban infrastructure and other public works supported FY2026 growth. Faster release and execution of infrastructure budgets would make the upper end of the 6–8% range more plausible, while delayed tenders or slower project completion would push growth toward the mid-single digits.
Housing and private construction
Residential construction and ongoing real-estate projects are the other major demand pillars. Housing activity needs to remain broad-based rather than concentrated in a few large cities for national cement volumes to reach 8%.

Macroeconomic conditions and weather
GDP growth, interest rates, rural incomes and construction employment will affect private demand. A below-normal monsoon or an El Niño event could disrupt building activity and weaken rural construction. Weather-related stoppages are especially relevant when the industry already has excess supply, because lost dispatches cannot easily be recovered through higher prices.
How to read the FY27 outlook
- Base case: demand grows about 6–7%, broadly matching ICRA and Business Standard estimates, while utilisation stays near 70% or below.
- Upside case: infrastructure execution and housing remain strong enough to deliver roughly 8% growth, but capacity additions still limit price increases.
- Downside case: mid-single-digit or lower demand growth combines with the planned capacity surge, leaving utilisation nearer the India Ratings estimate of 68–69% and putting further pressure on EBITDA per tonne.
The key indicators are monthly dispatch growth, regional utilisation, announced commissioning dates, spot and dealer prices, fuel costs and freight rates. An 8% volume print by itself would not prove a full sector recovery; sustained realisation growth and stable or improving EBITDA per tonne would show that demand is absorbing new capacity.
