On Collab Enterprise is described in the announcement as an Alaska Native-owned enterprise certified under the U.S. Small Business Administration’s 8(a) Business Development program. That status can be relevant to contracting strategy, but it does not by itself mean a project has been reserved for the partnership or that every procurement will use an 8(a) set-aside.

Capacity and intended project types
The partners state that the platform brings more than $125 million in bonding capacity, supported by banking and insurance relationships that include Liberty Bank. Bonding capacity is a financial measure used to support qualifying bids and contracts; it is not a guarantee that the full amount is available for one project or that all work will be self-performed.
| Announced capability or target | What the announcement establishes |
|---|---|
| Bonding capacity | More than $125 million, according to the October 15, 2026 announcement |
| Capital and risk relationships | Banking and insurance relationships, including Liberty Bank |
| Public-sector scope | Federal, state and municipal projects are among the intended markets |
| Private-sector scope | Private development and construction projects are also targeted |
| Entertainment and hospitality targets | Studios, soundstages, production facilities, hotels, entertainment venues and mixed-use developments, subject to approvals and project requirements |
The release does not provide a project-by-project allocation of the bonding figure, a list of awarded contracts, construction schedules or confirmed financing for any named development.

Why film studios and casinos are part of the strategy
Film and television production in New Jersey
On Collab connects its strategy to continued growth in New Jersey’s film and television production industry. That market can create demand for soundstages, production support buildings, offices, hospitality, transportation improvements and nearby mixed-use development. The announcement presents this as an opportunity area rather than evidence that On Collab has been selected for a New Jersey studio.
Casino-related development in New York City
The release also cites anticipated casino-related development in New York City involving Hard Rock, Bally’s and Resorts World. Those developments are market context for the platform’s entertainment and hospitality focus. They are not announced awards to On Collab Construction, and the release does not identify a casino site, owner, contract value or construction package held by the partnership.

Who is leading the platform
| Leader | Role identified in the announcement |
|---|---|
| J. Wayman Henry III | President of On Collab Enterprise and managing partner of On Collab Construction |
| Jeff Babos | President of COHO Construction Management and leader of project-delivery operations |
| Brian Graham | Executive director at a Copper River operating company |
Henry said the objective is to position On Collab Development and On Collab Construction to participate in the next generation of entertainment, hospitality and mixed-use development throughout the region and nationally. He identified development expertise, construction-management capabilities, more than $125 million in bonding capacity, and banking and insurance relationships as the platform’s distinguishing combination.
Graham characterized the partnership as an effort to build capacity. In practical terms, that suggests an emphasis on assembling the financial, management and contracting resources needed to compete for larger assignments rather than announcing a completed project.
What suppliers and subcontractors can expect
The partners say they intend to expand subcontracting and supplier opportunities for minority, Native, disadvantaged and small businesses, consistent with applicable contracting requirements. This is an announced business-development intention, not a published enrollment or procurement program.

- No public affiliate, referral or commission program is identified in the announcement.
- No supplier-registration portal, bid calendar, prequalification form or contact process is provided.
- Participation will likely depend on the eventual owner, prime contract, procurement rules, licensing, insurance, bonding and project-specific scopes.
Companies interested in potential work should monitor formal solicitations and verify any outreach or procurement process directly with the partnership or the project owner before sharing sensitive business information. A subcontractor should be prepared to provide current licenses, insurance certificates, safety records, relevant project references, workforce information and—where required—bonding or certified business documentation.

Not established by the announcement
- An awarded film studio, soundstage or casino project.
- A confirmed relationship with any named casino developer beyond the market context described.

What this means for the regional construction market
The launch gives On Collab and COHO a platform for pursuing larger assignments that combine development and delivery responsibilities. Its stated capacity may help the partnership qualify for opportunities that require substantial surety support, while the Alaska Native-owned and 8(a)-certified enterprise context may be relevant to some public-sector strategies.
For owners, developers and construction partners, the actionable next step is to evaluate the platform on a project-specific basis: confirm its role, bonding availability, delivery method, insurance structure, applicable certifications and experience with the proposed asset. For suppliers and subcontractors, the opportunity is prospective until a formal solicitation or project-specific outreach process is published.
