The clearest standardized example is polyethylene-based structural-grade plastic lumber for defined outdoor structures. Its recycled content does not establish its capacity: the product’s formulation, intended use, test evidence, connections, and project approval all matter. Ordinary plastic boards, mixed-plastic lumber, and decking should not be treated as interchangeable with structural framing.
What counts as load-bearing recycled plastic?
A material is load-bearing when it is designed to carry forces as part of a structure—for example, as a beam, joist, post, column, or bracing member. The relevant question is not simply whether plastic can support weight. It is whether a specific manufactured product has demonstrated performance for the member role, load conditions, detailing, and code requirements of a particular project.

ASTM D7568 defines a limited class of polyethylene-based structural-grade plastic lumber for outdoor applications. Its scope includes solid rectangular products made from a system containing at least 50% polyethylene by product weight. The standard permits virgin or recycled polyethylene systems, and addresses member types such as joists, stringers, beams, columns, planking, posts, and bracing. ASTM lists D7568-23 as active; the accessible D7568-17 page links to the current 2023 edition, so project specifications should be checked against the current text.
This is meaningful evidence that recycled plastic can be used in certain structural products. It is not a general approval of recycled plastic as a replacement for wood, steel, or concrete, and it does not make every product sold as plastic lumber structural-grade.

Why recycled content alone does not establish capacity
Plastic lumber performance depends on the product’s particular recipe and manufacture. A formulation may combine a polyethylene resin with fillers, reinforcements, and additives. Under ASTM D7568, each formulation is treated as a distinct product that must be evaluated separately. A change in resin, filler, reinforcement, or additive can therefore matter: results for one product cannot automatically qualify another product that looks similar or carries a similar recycled-content claim.
Recycled-content information describes feedstock, not structural performance. It does not, on its own, tell a designer how much load a member can carry, how it behaves over time, or whether it is appropriate for a given span or connection. To assess a candidate, request product-specific documentation and confirm that the tested formulation matches the product being supplied.
What the main standards do—and do not—establish
| Standard or evidence | What it addresses | What it does not establish by itself |
|---|---|---|
| ASTM D7568-23 | Structural-grade, solid rectangular polyethylene-based plastic lumber for outdoor applications; recycled systems are permitted. The product class includes specified member types such as beams, joists, posts, and bracing. | Universal qualification of plastic lumber, approval for every building application, connection design, or suitability of a different formulation. The standard excludes several product types and uses described below. |
| ASTM D6108-24 | A compression test method for plastic-lumber products and shapes, testing the manufactured product rather than only generic resin properties. | Proof of performance under every load duration or for impact, creep, and fatigue conditions. Results should not be extrapolated to applications with substantially different load-time scales without relevant additional testing. |
| ASTM D7032-21 | Performance ratings for wood-plastic-composite and plastic-lumber deck boards, stair treads, guards, and handrails. | A universal qualification for other structural roles, such as framing members, or for every product marketed as composite decking. |
| Historical evaluation report for named decking products | An example of product-specific use limits and fire-related restrictions under legacy code editions. | Current, blanket code approval. A historical report must not be presented as current project acceptance. |
These standards answer different questions. D7568 defines a product class and its scope; D6108 supplies a compression test method; and D7032 concerns ratings for particular deck and guard components. Passing or citing one standard should not be treated as proof that a product satisfies the requirements of another use.

How load duration and testing affect a design
A compression test is one piece of performance evidence, not a complete design basis. ASTM D6108-24 cautions that its tests cannot be considered significant for engineering design when an application’s load-time scale differs widely from the standard test. In plain terms, a short-duration test result does not automatically describe how the same product will behave under sustained loading or under a different type of force.
Depending on the intended application and the available product evidence, additional impact, creep, or fatigue testing may be needed. Those are distinct behaviors: a member may face a sudden force, a load maintained over time, or repeated loading cycles. The designer needs evidence appropriate to the actual conditions rather than assuming that one test represents all of them.
For a project, identify the member role and relevant conditions before comparing products. These may include the design loads, span, expected duration of loading, temperature, moisture exposure, and whether the product documentation covers the proposed use. Do not infer a safe span or capacity from a generic product description or a test result that does not match the design case.

Where ASTM D7568’s scope stops
ASTM D7568 is not a catch-all standard for plastic structural products. Its exclusions and boundaries affect whether a product or detail fits its scope:

- Tension members: the standard excludes use where the member is loaded in tension.
- Cellulosic fillers or reinforcement: products containing these materials are outside the specified product class.
- Nonuniform reinforcement: reinforcement that is not distributed uniformly is excluded.
- Modified cross-sections: cutting, notching, or drilling can alter a member’s cross-section. Such modifications require additional engineering considerations rather than an assumption that the original product qualification still covers the altered member.
- Connections: connections between members are outside the standard’s scope. The structural design still has to address how forces transfer through joints and fasteners.
These limits matter in practical detailing. A qualified board does not automatically make a qualified assembly: cuts, holes, notches, and connections can affect the behavior of the completed structure. The project engineer must review the actual details and determine whether additional evidence or analysis is needed.
How to assess a candidate product for a project
- Define the job it must do. State whether the product would serve as a beam, joist, post, planking, bracing, deck board, guard component, or another member. Specify the intended outdoor or indoor exposure and the design load conditions. A product rating for decking or a guard component should not be assumed to cover a different member role.
- Obtain the formulation and product documentation. Ask the manufacturer to identify the polyethylene system, recycled feedstock, fillers, reinforcements, additives, and the exact product being supplied. Confirm that test and qualification documents apply to that formulation and product, not merely to a similar-looking product or a generic material category.
- Match tests to the design conditions. Review which properties were tested and whether the evidence addresses the expected loading. Compression results under ASTM D6108-24 alone do not establish behavior under materially different load durations or under impact, creep, or fatigue conditions.
- Review member modifications and connections. Give the engineer the proposed cuts, holes, notches, fasteners, and connection details. Because connections are outside D7568’s scope and cross-section changes can require additional engineering, neither should be treated as covered by the unmodified product’s qualification.
- Verify code and fire acceptance for the actual project. Check for a current product evaluation report, applicable local code provisions, any restrictions on combustible construction, and approval by the local building official or other authority having jurisdiction. Confirm that the report covers the exact product and intended application.
- Have the design reviewed by a qualified structural engineer. The engineer can determine whether the product data are adequate for the proposed member, load case, and detailing, and whether further testing or project-specific approval is needed.
If a supplier cannot provide documentation that matches the candidate product and intended use, there is not enough basis to treat a recycled-content statement as structural qualification. Select a product with applicable evidence or use a material and system whose design basis can be established for the project.

Code approval is product- and project-specific
Passing a material standard and receiving approval for a construction project are not the same thing. Code acceptance depends on the applicable code, the product’s current documentation, the intended use, and the decision of the authority having jurisdiction. Requirements can also differ for exterior structures, building framing, and projects with restrictions related to combustible construction.
A historical National Evaluation Service report for Perma-Poly and EVOLVE recycled-HDPE decking illustrates why product-specific limits matter: it addressed named products, particular exterior applications, and legacy code conditions, including fire-related restrictions. It is historical context, not evidence of current approval for those products or for other recycled-plastic lumber. Ask for the current evaluation documents relevant to the specific product and project rather than relying on an old report or a broad claim that a material is “code approved.”

Outdoor structures and transportation products are different use cases
Structural-grade polyethylene lumber has a defined potential role in outdoor structures such as decks, boardwalks, docks, and platforms, subject to product qualification, design, and approval. The presence of those use cases does not mean every plastic deck board can function as a joist or beam. ASTM D7032-21, for example, concerns performance ratings for deck boards, stair treads, guards, and handrails; its scope should not be stretched into a universal framing approval.

Recycled plastics also appear in transportation infrastructure. A Texas Transportation Institute technical report documents state-agency testing and specifications for some roadside products, including fence posts and guardrail offset blocks. Those are application-specific infrastructure examples. They do not establish that the same products can be substituted for building framing; each application needs its own specifications and suitable test procedures.
Common mistakes to avoid
- Equating recycled with structural: recycled content is not a capacity rating or product qualification.
- Equating “plastic lumber” with structural-grade lumber: products can differ in formulation, construction, and intended use. Verify the precise product class and documentation.
- Using one test as a universal answer: compression testing does not necessarily establish performance for sustained loads, impact, fatigue, or other conditions.
- Assuming the connection is covered: ASTM D7568 does not cover member connections, and altered cross-sections may need additional engineering review.
- Treating an old report as a current approval: evaluation reports apply to identified products and specified conditions; check the current documents and local requirements.
- Transferring an infrastructure use to a building: a roadside product tested for a transportation specification is not thereby qualified as a building beam, joist, or post.
What a homeowner, designer, or builder should take away
Recycled plastic can be load-bearing in a defined, qualified product system—most clearly, structural-grade polyethylene plastic lumber intended for specified outdoor structures. The decision rests on the tested formulation and its fit with the member role, load duration, exposure, details, and current code requirements. Before specifying or installing it, obtain product-specific evidence, have the design reviewed, and confirm acceptance with the local building authority. Without those checks, a recycled-content claim is not a basis for structural use.
