Permeable pavers can lower a stormwater utility fee only when the municipality that bills your property offers a credit for an approved permeable-pavement system. Installing pavers by itself does not automatically remove the fee, guarantee a particular discount, or ensure that the project qualifies.
Eligibility, the maximum credit, design requirements, application dates, inspections, and maintenance duties are set locally. The examples below show how programs work in several cities, but they are not a nationwide promise. Check your own utility’s current rules before buying materials or starting construction.

How permeable pavers can affect a stormwater utility fee
A stormwater utility charges for the public cost of collecting, conveying, treating, and managing rainwater runoff. Conventional roofs, driveways, patios, and parking areas are impervious: water runs across their surfaces instead of soaking into the ground. A utility may use the amount of impervious area, a property classification, or another local formula to calculate the charge.
Permeable paving changes what happens to rainfall at the surface. Water passes through joints or a porous surface into open-graded stone below, where it can be stored temporarily and infiltrate into the soil. Some designs use an underdrain to control discharge when native soil cannot accept all of the water. Because the system manages runoff, a municipality may treat it as a stormwater best-management practice (BMP) and award a partial fee credit.

The credit is an administrative reduction in the utility charge, not a payment for the pavers and not proof that the pavement eliminates all runoff. A city can limit the reduction to a portion of the bill, require that the system treat runoff from other impervious areas, or decline a project that does not meet its standards.
What the municipal examples actually promise
Credit percentages are local program limits. They should not be converted into a general estimate for another city or into a prediction of runoff reduction.

| Minneapolis residential stormwater utility program (city information current in 2026) | Up to 45% reduction in a Green Zone; up to 35% outside a Green Zone | The project must meet the city’s BMP requirements, be on the owner’s property, and treat runoff from impervious areas on that property. The listed application window is May 1 through October 1, subject to possible extension. |
| Kitchener qualifying stormwater measures | Up to 45% of the monthly fee | The city presents this as a maximum for qualifying measures generally. The available description does not establish that permeable pavers alone receive the full amount. |
| New Jersey stormwater-fee guidance | Not stated as one universal percentage | The guidance characterizes credits as partial fee reductions. A statewide installation payback is not established. |
These figures illustrate the range of possible program designs rather than a guaranteed return. A municipality can change its percentage, geographic zones, application window, or eligible practices, so use the current page for the utility serving your address.
The pavers are only one part of an approved system
Retail descriptions often focus on the visible blocks. Municipal approval usually concerns the entire hydraulic system: the surface, bedding and base courses, reservoir stone, soil interface, overflow controls, and sometimes an underdrain. Alexandria’s guidance describes a pervious surface option such as permeable pavers together with a stone reservoir and an underdrain.
Surface layer
Open joints or a porous paving unit let rainfall enter rather than shed immediately to a curb or drain. The product, joint material, edge restraints, slope, and installation pattern may all be specified by the local standard. A conventional paver installed on a dense, non-draining base may look similar but function differently.
Stone reservoir and subgrade
Clean, appropriately graded stone creates void space for temporary storage and provides a stable load-bearing base. The required depth depends on site conditions, design standards, expected loading, and the volume of runoff the system must manage. Native soil must be evaluated for infiltration; poorly draining soil may require a different design.

An underdrain can route excess water to an approved discharge point when infiltration is limited. Some jurisdictions require an overflow path so that an extreme storm does not damage adjacent structures. These components are reasons a paver product alone cannot be treated as proof of eligibility.

Check these rules before you spend money
Use the following sequence with the utility or municipality that bills your property. The exact documents and deadlines vary by jurisdiction.
- Identify the billing authority. Find the stormwater utility on your water, sewer, or property-tax statement and open its current stormwater-credit or BMP page.
- Confirm that permeable pavement is eligible. Some programs list permeable pavement explicitly; others accept only named practices or property types. Verify that residential, commercial, multifamily, or other use categories are included for your address.
- Ask whether approval must come first. Determine whether a permit, pre-approval, design review, or inspection is required before excavation. Starting work early can make a project ineligible even if the finished pavement performs well.
- Obtain the applicable design standard. Ask for required sections, stone gradations, underdrain details, slopes, setbacks, overflow arrangements, and construction documentation. Find out whether a licensed engineer, qualified contractor, or soil/infiltration assessment is required.
- Define the drainage area. Confirm which impervious surfaces the project may treat and whether runoff from a roof, driveway, or neighboring area can be directed into it. Minneapolis, for example, requires the BMP to treat runoff from impervious areas on the owner’s property.
- Check location restrictions. Verify setbacks from foundations, wells, septic systems, utilities, and property lines, plus any rule excluding the public right-of-way. A driveway in a municipal easement may be treated differently from a private patio.
- Record the financial terms. Write down the credit formula, maximum percentage or dollar cap, whether the reduction applies to the whole bill or a stormwater component, and when the credit begins. Ask whether it is recurring or must be renewed.
- List application evidence. Programs may request a site plan, construction drawings, photos, invoices, as-built measurements, completion certification, or professional sign-off. Keep copies with the approval notice.
- Budget for operation and maintenance. Include vacuuming or other approved cleaning, replacement of contaminated joint material, repairs to settlement or damaged edges, and periodic inspections. A credit that depends on continued function can be lost if the system is neglected.
How to apply without jeopardizing eligibility
Before construction
Ask the utility to confirm the current application form, submission channel, review time, and construction start rule. Have the designer show the full drainage path, not just the paver footprint. If an infiltration test is required, perform it at the location and depth specified by the program. Resolve conflicts with utilities and foundations before ordering stone.
During construction
Protect the stone reservoir and open joints from sediment. Soil tracked from the rest of the site can clog the voids before the pavement is complete. Follow the approved section thicknesses and document materials, elevations, underdrain outlets, and any overflow. Photograph concealed layers before they are covered if the municipality requests construction evidence.
After construction
Submit the completion package by the stated deadline. Keep the approval, drawings, inspection reports, and maintenance log together. Ask when the first bill should show the credit and what event triggers a reinspection. If the utility requires a renewal statement, calendar it rather than assuming the reduction continues indefinitely.
Maintenance determines whether the credit can continue
Permeable pavement can fail hydraulically even when the blocks remain intact. Fine sediment, leaves, soil, and construction dust can seal the joints and prevent infiltration. Vehicle fluids or deicing residues may also create a maintenance issue under local rules.
Seattle states that owners are responsible for proper operation and maintenance and that the utility may inspect a facility to verify that it functions and remains maintained for continuing credit. Alexandria’s guidance includes checks for infiltration and visible structural condition. Those examples point to two separate duties:
- Hydraulic performance: Water should enter the surface and drain as the approved design expects. Ponding that persists beyond the program’s standard can signal clogging or a blocked underdrain.
- Physical condition: Look for settlement, broken units, displaced edge restraints, erosion, exposed geotextile, or damaged outlets. Repair defects before they expand.
Use only cleaning methods allowed by the design and utility. A maintenance log should record dates, observed problems, cleaning or repairs, photographs, and invoices. If a contractor performs the work, retain the scope and completion note. These records help demonstrate ongoing compliance during an inspection or renewal.

Compare permeable pavers with other credit practices
Permeable pavers are not automatically the best way to reduce a fee. Compare them with every practice your local program accepts, using the same four questions.
| Decision factor | Questions to ask | Why it matters |
|---|---|---|
| Eligibility | Is the practice accepted for your property type and location? | A technically sound installation earns no credit if the program excludes it. |
| Credit calculation | What percentage, dollar cap, or treated-area formula applies? | A larger construction project may produce only a modest bill reduction if the credit is capped. |
| Design and installation | What soil, drainage, engineering, permit, and inspection requirements apply? | Reservoir stone, underdrains, access constraints, and testing can change feasibility and cost. |
| Maintenance and administration | Who maintains it, how often is it inspected, and what documents or renewals are required? | A low-maintenance option may be preferable if ongoing inspections or cleaning are difficult. |
Minneapolis and Kitchener list more than one eligible stormwater practice, while Alexandria’s material describes specific pavement-system elements. A rain garden, cistern, or another accepted BMP may fit a particular site better than a paved surface. Compare the approved designs and the recurring obligations, not just the headline credit percentage.

Assuming every permeable paver qualifies
Problem: The product is advertised as permeable, but the base, soil, or drainage path does not meet the municipal standard.
Correction: Obtain written design requirements and approval before selecting a product. Treat the paver as one component in the approved section.
Calculating savings from the whole utility bill
Problem: A percentage is applied to water, sewer, and other charges even though the credit applies only to the stormwater component.
Correction: Ask the billing authority exactly which line item is reduced and whether a cap or treated-area formula limits the result.
Starting construction before review
Problem: Excavation or installation begins before a required application or pre-approval.

Correction: Confirm the start-work rule in writing and schedule inspections for concealed layers.
Ignoring sediment during construction
Problem: Runoff from unprotected soil clogs the reservoir and joints before the system is accepted.
Correction: Use erosion and sediment controls, keep stockpiles away from the pavement, and clean the surface using the approved method before final inspection.
Forgetting future maintenance
Problem: The owner receives an initial credit but later loses eligibility when the facility no longer functions or records cannot be produced.
Correction: Assign maintenance responsibility, set inspection reminders, and retain a dated log.

No general engineering-performance percentage applies to every permeable-paver installation, and the municipal credit figures above are not runoff-reduction measurements. The available city guidance also does not establish a universal installation payback period. Your result depends on the local fee, approved credit formula, project area, site conditions, construction cost, and maintenance expense.
For a reliable estimate, first obtain the current fee statement and written credit calculation from the utility. Then have the proposed system priced to the applicable standard, including excavation, stone, drainage components, permits, testing, restoration, and long-term maintenance. Only compare the recurring credit with those documented costs after the municipality confirms eligibility.
A practical decision checklist
- Utility and municipality identified for the property.
- Current stormwater-credit page and application obtained.
- Permeable pavement confirmed as an eligible practice for the property type.
- Pre-approval, permit, inspection, and construction-start rules understood.
- Required surface, reservoir, underdrain, overflow, soil, and setback details documented.
- Treated impervious area and credit formula calculated by the utility.
- Application window, cap, renewal terms, and required evidence recorded.
- Construction and maintenance responsibilities assigned and budgeted.
- Alternative BMPs compared on eligibility, credit, design burden, and maintenance.
If any item is unresolved, pause the purchase. A conversation with the stormwater utility and a qualified designer can prevent an expensive installation that cannot receive the expected credit.
