The California Highway Patrol said the California State Capitol Annex construction site and the historic Capitol building in Sacramento were clear and deemed safe after a reported threat on Friday, October 2, 2026. Workers reported a handwritten note at the construction site, prompting evacuations while CHP searched both locations. Investigators were still following leads, and the announced plan was to reopen the Capitol to the public at 9 a.m. Monday, October 5.
What happened at the Annex construction site
Construction workers reported finding a handwritten note on a wall at the Capitol Annex construction site on Friday, October 2. The note prompted a response from law enforcement and evacuations at the construction site and the historic California State Capitol. The historic building’s West Wing was evacuated during the investigation. Officials reported no injuries, according to CBS Sacramento.
CHP swept both locations and issued an all-clear
California Highway Patrol K-9 teams searched the construction site and the Capitol building. CHP later said the sweeps were complete and both locations were clear and deemed safe. The Los Angeles Times reported that CHP spokesperson Kelly DeLeon said the sweep finished at about 5 p.m. Friday.
The all-clear described the result of the safety sweep at that time; it did not mean investigators had identified who wrote the note or established a motive. CHP said it was continuing to follow investigative leads.

What investigators said—and what is not known
CHP Chief Doug Lyons told CBS Sacramento that investigators were collecting evidence and reviewing security footage to establish when and where the note was written. He said the work to catalog time frames could take days as investigators sought to determine “who or what it is.” Lyons also said, “We’re taking it seriously, but we don’t think it’s anything at this point.” That was a preliminary assessment, not a formal finding that the note was a hoax.
The cited reports do not disclose the note’s wording, identify an author or motive, name a suspect, or report an arrest. The investigation was continuing after CHP announced the locations were safe.

When the Capitol was expected to reopen
CHP announced that the Capitol would reopen to the public for normal business hours at 9 a.m. Monday, October 5. That was the announced schedule; the available reporting does not confirm whether the reopening occurred as planned.

The California State Assembly describes the Capitol Annex Project as a new building beside the historic Capitol, intended to provide modern hearing rooms and more space and access for visitors. In its July 2026 update, the Assembly said the building was primarily weather-tight, interior drywall and mechanical, electrical and plumbing work were underway, and completion was expected in October 2027. Those details describe project status before the October 2 incident. The update also reported that more than 3,360 tradespeople had been engaged on the site as of July 2026; that figure is project context, not an incident statistic. A separate California Highway Patrol budget proposal says the former Annex was completed in 1952 and had deteriorated, with accessibility, hazardous-material and building-systems deficiencies. It says deconstruction began in 2023 and construction of the new Annex was underway when the proposal was prepared. This is historical project background, not an incident report or a current construction update.
