Burnham: Boom or Bust for UK Construction?

Current figures point to a divided UK construction outlook under Andy Burnham: housing and overall starts are weak, while infrastructure and civil engineering offer selective growth if plans become funded work.

Verdict: the evidence does not support a broad construction boom under Andy Burnham—not yet. Current indicators show sharp weakness in residential starts and falling overall activity, alongside stronger civil engineering and infrastructure starts. Burnham’s ambitions could create future work, but only if they become funded, procured projects that firms can actually deliver.

What do the latest construction figures show?

The latest activity and forecast figures point in different directions because they measure different things. Glenigan’s Construction Index tracks the value of work starting on site; the Construction Products Association (CPA) forecasts construction output. Neither measure alone settles whether the sector is in a boom or bust.

Project starts: housing is weak, infrastructure is stronger

In its October 2026 report, Glenigan said the underlying value of work starting on site over the latest three months was down 2% on the preceding three-month period and 18% below the same period a year earlier. Residential starts fell 8% against the preceding three months and 33% year on year, according to PBC Today’s summary of the October Glenigan Construction Index.

The same index showed a contrasting rise in civil engineering starts: 101% quarter on quarter and 43% year on year. Infrastructure starts were up 130% quarter on quarter and 43% year on year; utilities starts rose 73% quarter on quarter and 43% year on year. These are reported movements in the index, not evidence that growth will persist. The large quarterly increases also sit alongside a more modest year-on-year rise.

Construction output: a forecast, not a final result

The CPA’s summer 2026 forecast, reported by Construction Enquirer in July, projected UK construction output to fall 3.3% in 2026 and rise 1.2% in 2027. Within that forecast, private housing output was expected to fall 10.0% in 2026 and be flat in 2027, while infrastructure output was forecast to grow 3.2% in each year. These are CPA projections, not observed final results: Construction Enquirer’s report of the CPA forecast.

Starts and output are related but not interchangeable. Starts record work beginning on site during a period; output measures construction activity delivered. A surge in starts in one segment does not mean that the whole industry’s output has already risen, and a forecast of later output growth is not proof of a current recovery.

Is this a ‘Burnham Bounce’?

“Burnham Bounce” is a media label, not an established economic indicator. The October Glenigan figures do not show a general bounce: residential starts and underlying starts overall were down year on year. The infrastructure and civil engineering figures offer a positive signal for selected parts of the market, but the data do not establish that Burnham’s policies caused those increases or that they will continue.

The CPA’s housing and total-output forecasts reinforce the distinction: its July projections were negative for 2026, with only modest overall growth forecast for 2027 and no forecast growth in private housing output that year. That outlook is consistent with a mixed market, not a broad-based boom.

What would turn Burnham’s ambitions into construction work?

Policy commitments can support future demand, but they are not the same as contracts. A plan matters to builders when projects have credible funding, approvals, procurement routes, schedules and a clear route from announcement to site. BCIS chief economist David Crosthwaite wrote that a proposed 10-year plan would need “long-term funding commitments, infrastructure investment and a clear pipeline of work” to provide the industry with clarity. His test is practical: a long horizon is useful only if it gives businesses enough certainty to plan investment, staffing and bids. For construction firms, a pipeline announcement is not automatically near-term work. The value of a prospective programme should not be mistaken for the value of contracts available now, and existing public funding should not be presented as a new commitment. The relevant signals are funded projects moving through planning and procurement, with delivery dates and opportunities firms can pursue.

Why might small builders not share in any upturn?

A stronger national pipeline would not guarantee a boom for every contractor. Small builders in particular face barriers that can prevent demand from becoming viable work: construction costs, skills shortages, planning delays and weak consumer confidence. The Federation of Master Builders (FMB) has called for a more diverse housing market, action on skills, support for energy-efficiency upgrades in existing homes and better business conditions for small firms. Cost inflation is another risk between a project’s announcement and its start. Rebecca Larkin, the CPA’s head of construction research, said activity so far in 2026 was already lower than a year earlier and raised concern about the effect of cost inflation on projects and on clients’ appetite to sign up to or start new work. If costs, financing or uncertainty make a scheme unviable, a stated ambition may not generate a contract.

How should construction businesses read the outlook?

The most useful reading is sector-specific and conditional. Residential-focused firms face the clearest warning in the current data: starts were markedly lower year on year, and the CPA forecast a further fall in private housing output in 2026. Infrastructure and civil engineering contractors have a more encouraging starts signal, but should treat it as an opportunity to qualify against actual tenders, funding and delivery timetables—not as a guarantee of sustained demand.

  • Track starts and output separately. A rise in projects beginning on site is not the same as growth in work delivered across the industry.
  • Separate quarterly movement from the annual comparison. Large quarter-on-quarter changes can reflect a short-period shift; the year-on-year figure provides a different reference point.
  • Look for committed work. Funding, approvals, procurement and a defined schedule matter more to workload than a headline policy target.
  • Check whether the opportunity fits your capacity. Skills, cost exposure, planning risk and access to contracts determine whether a pipeline is workable for a particular business.
