What the tire-fence concept actually involves
The full Texas-Mexico Tire Flow Study describes a proposed fence made from cut tire treads. Its executive summary likewise presents tire tread as a possible reuse. Neither source supplies a validated design, construction sequence, structural dimensions, attachment details, load capacity, expected lifespan, or cost comparison.
That means there is no evidence-based answer to “How do I build a garden fence with used tires?” that can responsibly offer a reliable set of measurements and assembly steps. The study says the application was not known in the region or elsewhere and recommends testing and pilot applications before viability is confirmed. Treat any design you encounter as experimental, not as one established by the study.
What could make it visually bold
The study proposes coloring a tread fence with 100% acrylic exterior house paint. This is a finishing idea, not a tested coating recommendation: the report does not evaluate brands, paint adhesion, color retention, or long-term durability on tire material.

Before considering a finish, establish whether the material and proposed placement are allowed and whether the fence can be made safe for the site. Paint does not address exposed wire, standing water, debris, or questions about using tires near food crops.
Check cut tire material for wire and hazards
Cutting tire material can expose steel wires. The Texas-Mexico study identifies exposed wire as a possible source of harm to people or animals. Do not use pieces with wire edges that remain exposed, and do not assume that covering or painting an edge makes it safe.

The CPSC’s Handbook for Public Playground Safety says, in its playground-use context, that “Steel-belted radials should be closely examined regularly to ensure that there are no exposed steel belts/wires.” It also advises preventing water and debris from collecting in tires; drainage holes are one example of a way to address water collection. This is adjacent maintenance guidance, not a fence-specific standard or a tested fence specification.
Do not assume used tires are suitable around edible crops
USDA Food and Nutrition Service guidance says used tires are not safe to use in school gardens because of potential contamination. That guidance is specifically about school gardens; it does not quantify exposure or resolve every possible garden scenario. It is still a clear reason not to casually place used tires where food is grown or handled. Check with an appropriate local or public-health authority if you are considering a different use near edible crops.

Check local waste-tire rules before placing tires
Requirements depend on where you live, how the tires are used, and the type of operation or site. The official examples below are not universal permissions:
- England: The Environment Agency’s RPS 301, published on 19 July 2024 and updated on 8 December 2025, addresses whole waste tires in specified applications. It says an environmental permit is required, while describing circumstances in which the Agency will not normally enforce that requirement. It is limited to listed applications and does not remove the permit requirement.
- Texas: The Texas Commission on Environmental Quality’s beneficial-use guidance says it is guidance and does not itself authorize a project.
- Oregon: Oregon DEQ’s waste-tire rules set conditions for tire fences in a state regulatory context, including vector-control measures and a fire lane.
Contact your local waste or environmental agency before using tires as a fence. Confirm whether the proposed material, setting, and use are covered by applicable rules; do not infer permission from another state’s or country’s example.

Consider alternatives if the design cannot be verified
If the local rules or safety of a tire-tread fence cannot be established, compare other ways to handle the project rather than assuming one option is best. For any reuse proposal, investigate local approval, exposed-wire risks, water and debris management, proximity to edible crops, and whether a recycling route is available. The cited sources do not establish comparative performance for tire-fence designs or rank alternatives.
For tires you will not use, the U.S. EPA says they may be accepted by a tire retailer or local recycling facility; check local programs. Do not abandon unwanted tires: tire piles can harbor pests and catch fire. See the EPA’s tire recycling guidance for disposal direction.
