How the two tools work
A rotary tool spins a small accessory, such as a bit or cutting wheel. An oscillating multi-tool moves a blade or pad rapidly back and forth. That difference in motion and accessory shape is more useful for choosing between them than the broad label “multi-tool”: both categories can handle some cutting, sanding, and grinding.

Which tool fits a construction repair?
Use a rotary tool for small, localized detail
Choose a rotary tool when the work area is small and a bit or wheel gives you the access and control the task needs—for example, engraving, carving, polishing, or fine grinding. Dremel also describes rotary tools for cutting, sanding, cleaning, and work across materials including wood, metal, plastic, glass, and tile. Material suitability depends on the specific accessory and its instructions.
Use an oscillating tool for cuts against surfaces and flat-pad work
Choose an oscillating multi-tool when the blade needs to reach a cut near an adjacent surface, or a pad or scraper needs to work against a surface. Typical examples include trimming baseboards, making a drywall cut, sanding a tight corner, and scraping grout. Bosch lists these applications for its oscillating tools; the correct result still depends on the accessory and material.

For overlap, decide by access and finish
Do not choose from the operation name alone. For cutting, sanding, or grinding, ask whether the job calls for the reach and contact shape of a rotating bit or wheel, or for an oscillating blade or pad. Then match the accessory to the material and intended cut or finish.
How to compare Bosch models and accessories
- Task and accessory shape: Decide whether you need a small bit or wheel for localized work, or a blade, pad, or scraper for edge cuts and surface work.
- Reach and control: Consider whether the work is in a tight corner, against another surface, or on a small detailed area. Bosch describes its compact oscillating tools for intricate work in tight spaces.
- Power source: Bosch’s U.S. oscillating-tool lineup includes corded, 12V Max, and 18V options. Choose based on your need for portability and runtime, and the capability stated for the exact model. That range describes Bosch’s U.S. oscillating lineup, not every brand or rotary-tool category.
- Speed and specifications: Bosch lists the GOP18V-40N at 10,000–20,000 OPM, with six speed settings and a 4-degree oscillating angle. OPM means oscillations per minute; it is not directly comparable with a rotary tool’s RPM because the tools move differently. Bosch describes the 4-degree angle on this model as intended for faster, more aggressive cuts and efficient material removal; that is a product claim, not a cross-category test. - Accessory interface: Check the exact model before buying. Bosch identifies Starlock, StarlockPlus, and StarlockMax interfaces; its Starlock page says Starlock accessories fit Starlock- or OIS-compatible tools, while individual tool listings give the compatible range. Dremel describes rotary accessories held by a collet or compatible chuck. Do not assume an accessory from one tool class fits another, or that every accessory in an interface family fits every model. Consult the Bosch Starlock System information and the exact tool listing.
- Kit contents: Compare bare tools and kits by what is actually included: battery, charger, blades, bits, pads, case, and attachments. Verify current listings rather than assuming a kit includes the accessories you need.
Check rotary accessories before use
Rotary accessories have their own material and speed limitations. Dremel’s accessory guide explains the accessory range, while its Getting Started guidance covers rotary-tool setup. Select a bit or wheel designed for the material and operation, and follow its instructions for the tool and job.

What the specifications can—and cannot—tell you
The GOP18V-40N figures describe that Bosch model, not all oscillating tools. They also do not establish that it is faster, more accurate, or more durable than a rotary tool. The available manufacturer descriptions support matching each tool to its tasks and accessories, but they are not an independent, controlled comparison of the two categories. Compare models by task fit, power source, speed control, ergonomics, included accessories, and compatibility rather than treating unlike specifications as a head-to-head performance test.
