Birrell Street’s permanent closure at Scarborough Beach Road was approved in May 2024 to make room for a dual-lane roundabout at the Scarborough Beach Road–Green Street junction. Main Roads WA says the roundabout became fully operational in late August 2025. Its project page, last reviewed 10 September 2025, does not specify when the Birrell Street cul-de-sac was physically completed or confirm the street’s current access arrangement.
What changed at the intersection?
Main Roads WA led a safety upgrade at the junction of Scarborough Beach Road, Green Street and Brady Street, on the boundary of the City of Vincent and the City of Stirling. The project replaced a confusing arrangement for vehicles travelling south-west from Green Street: drivers previously encountered a two-stage crossing with stop signs in the middle of Green Street. The new layout is a dual-lane roundabout.
The City of Vincent council agenda described the combined intersection as a long-standing safety concern and a Black Spot area. Main Roads says an expert panel assessed options before the roundabout was selected. The project also includes shared-path and pedestrian provisions, although the sources do not establish post-opening results for people walking or cycling. Main Roads WA’s project page identifies the roundabout as complete and says it became fully operational in late August 2025.
Why was Birrell Street approved for closure?
Birrell Street was a one-way local access road entered from Scarborough Beach Road. Closing its connection at that end created room for the intersection upgrade and a cul-de-sac. On 21 May 2024, the City of Vincent approved Main Roads WA’s request to close Birrell Street permanently under section 3.50 of the Local Government Act 1995. Council also asked its administration to explore using the cul-de-sac space in a way that supports walking and cycling.

The council report records traffic observations collected from 10–17 March 2021: a five-day average of 263 vehicles per day, an average speed of 35.1 km/h and an 85th-percentile speed of 45.5 km/h, against a 40 km/h legal limit. These are historical measurements, not current traffic counts. The report recorded one minor property-damage crash on Birrell Street in the preceding five years and no crashes at its Scarborough Beach Road junction; the nearby Scarborough Beach Road–Brady Street–Green Street intersection was the crash hotspot. What safety problem was the project intended to address?
Main Roads reports 66 crashes at the location during 2019–2023. According to the agency, more than 80 per cent involved right turns or rear-end collisions; just under one quarter resulted in hospitalisation or medical treatment, and more than three quarters caused property damage. These are Main Roads’ figures for the project location and stated period, not a measure of the new roundabout’s performance.

At the 2024 council meeting, City of Vincent councillor Nicole Woolf described the old layout as confusing and said she felt anxiety about the two-stop process from Green Street to Scarborough Beach Road. The quoted comments were reported by PerthNow in its contemporaneous coverage of the approval. PerthNow’s 31 May 2024 report also covered concerns about possible rat-running.
What concerns were raised about nearby streets?
During the council’s 21-day public notice period, five submissions were received and none opposed the closure. Three came from Birrell Street property owners who supported a cul-de-sac; two suggested moving its position to preserve heavy-vehicle access to businesses near Brady Street and Scarborough Beach Road. Another submission raised the possibility of rat-running on nearby streets.

The absence of submissions opposing closure did not mean there were no concerns about local traffic effects. The City of Vincent and City of Stirling both identified potential impacts on the surrounding road network and intended to work through technical issues with Main Roads. The available project and council material does not establish that rat-running occurred, quantify any change in local-road traffic, or provide a post-opening journey-time analysis.
What is known about completion and current access?
Main Roads’ project page says the dual-lane roundabout became fully operational in late August 2025. It also said final construction activities to complete the Birrell Street cul-de-sac were planned alongside reinstatement and lighting work for September and October 2025. That page does not give a precise date for completion of the cul-de-sac works, and the reviewed official material does not independently confirm Birrell Street’s exact access arrangement on 8 October 2026. Check current local traffic information before relying on a particular route or access condition.

What would show whether the upgrade worked?
The project rationale and opening are documented, but the available sources do not provide a post-opening crash comparison or measured changes in travel times, pedestrian outcomes or traffic on nearby local roads. Assessing the upgrade’s effects would require evidence such as comparable crash data after opening, observed movement through the junction and before-and-after traffic counts on affected streets. Until such results are published, the intended safety benefit should not be presented as a measured reduction in crashes.
