Big Rooter Power is a large solar development planned at the Twin Oaks power station in Robertson County, Texas. Panamint Capital announced a $1.7 billion investment and 1.2 GWdc of solar capacity, with construction underway on the western phase. The development is being added alongside an operating coal plant and mine; it is not a coal-to-solar conversion. Although some coverage places the site between Houston and Dallas, the available reporting does not establish its distance from Aggieland.
What is being built at Twin Oaks?
Panamint Capital is developing Big Rooter Power as two utility-scale solar phases at the Twin Oaks power station. The company’s July 2026 announcement describes the combined project as 1.2 GWdc. Its stated phase capacities total 1,149 MWdc, which Panamint rounds to 1.2 GWdc.

The Houston Chronicle described the county as between Houston and Dallas, but the reviewed reporting does not specify a mileage distance to Aggieland or define that local reference geographically. No precise distance should be inferred from the headline wording.

How the solar work fits into a larger construction site
Big Rooter Power is part of a wider Twin Oaks site plan described by Panamint. The company says the complex is being developed across a 10,000-acre site and will include generation, storage, transmission and data-center capacity. Those elements do not all have the same status: existing operations, announced infrastructure, development-stage capacity and a possible future gas option should not be treated as interchangeable.

Panamint says the completed Twin Oaks complex will have 1.5 GW of operating thermal and renewable power. That is a company description of the intended broader complex, not the solar project’s capacity alone.

Does Big Rooter mean the coal plant is closing?
No closure is announced in the cited coverage. Canary Media reported the neighboring 310 MW Twin Oaks coal plant remained operational while the solar project was being built. Panamint CEO Apolka Totth told the outlet: “Twin Oaks is an economically competitive unit that provides low-cost reliability to Texas ratepayers, and we see no reason for an early retirement.”
The solar array therefore represents additional development at a site that also has coal generation and a mine. The available sources do not provide an independent statistical study or generation and lifecycle data establishing the project’s net emissions effect. It would be unsupported to say that solar output cancels the coal plant’s emissions.

Who is doing the solar construction and supplying equipment?
Panamint named SOLV Energy as the engineering, procurement and construction contractor for the solar, substation and transmission work. The company named First Solar as module manufacturer for approximately two million panels across Big Rooter West and East, and Nextpower as provider of NX Horizon tracker systems.
These are roles identified in the developer’s July 2026 announcement; the announcement is not an independent assessment of delivery or construction progress.

What job and economic figures has the developer projected?
Panamint announced expectations of more than 800 construction jobs and more than 34,000 tons of U.S.-made steel. It also projected more than $66 million in lifetime local economic contribution for Big Rooter West. These are company projections and announced inputs, not independently audited outcomes. The cited material does not establish how many jobs are currently filled or how much local economic activity has occurred.
Canary Media reported that Panamint expected a federal investment tax credit equal to 50% of total project costs. That is the company’s stated expectation, not a verified eligibility determination or final award amount.

What remains unclear from the available announcements?
The cited project materials do not identify the buyer under the long-term power purchase agreement mentioned by Panamint. They also do not establish a complete permit record or an independent environmental and community-impact review. Those matters cannot be treated as settled based on the project announcement and cited coverage.
Panamint CEO Apolka Totth described the development in the company’s July 23, 2026 announcement as “our vision for getting more out of America’s energy infrastructure and ensuring America’s energy dominance.” That statement reflects the developer’s rationale; the practical outcome will depend on construction, operation and the wider site’s projects reaching their planned stages.
