Best Household Toilets for Comfort and Water Efficiency

Choose a toilet that fits the room and its users, then verify WaterSense certification and model-level flush data for the exact configuration.

The best household toilet is one that fits its users and bathroom, carries WaterSense certification in the exact configuration you buy, and has model-level flush data you can compare. Start with bowl shape, height and rough-in; then check efficiency and performance evidence. The models below are examples from MaP’s May 6, 2025 list—not hands-on test winners or a universal ranking.

What makes a toilet comfortable and efficient?

Comfort and efficiency are separate questions. A WaterSense label is a useful starting point for water use and independently certified performance; the physical fit depends on the toilet’s height, bowl shape and installation dimensions.

  • Height: Check whether the listed configuration is designated comfort height, and consider whether that height works for everyone who uses the bathroom.
  • Bowl shape: Elongated bowls extend farther into the room than round bowls, so measure available clearance as well as considering user preference.
  • Rough-in: Measure from the finished wall to the center of the floor drain bolts, then compare that measurement with the exact toilet configuration. MaP’s model listings include rough-in dimensions for many products.
  • Efficiency: Confirm WaterSense certification for the complete model combination, not just a brand or product family.
  • Flush evidence: When available, compare MaP scores as standardized test measurements, not guarantees about clogging or performance in a particular home.

How much water do WaterSense toilets use?

According to the U.S. EPA’s WaterSense residential toilets guidance, WaterSense-labeled toilets use 1.28 gallons per flush (gpf) or less and are independently certified to meet EPA criteria for both performance and efficiency. The EPA says toilets account for nearly 30% of average indoor household water use; older toilets may use as much as 6 gpf.

EPA estimates that replacing old, inefficient toilets with WaterSense models can reduce toilet water use by 20% to 60%, saving nearly 13,000 gallons per home each year and more than $170 annually in water costs under its average-family scenario. These are EPA estimates, not a promise for any individual household: results depend on the toilet being replaced, household use and local water costs. The EPA calculator uses a national-average water-cost input of $6.06 per kilogallon and asks for details such as the age of the replaced toilet.

Low-flow toilets are not automatically poor performers. The EPA acknowledges concerns about early low-flow models requiring double flushing, but says manufacturers have since reengineered toilets and that its program considers performance as well as efficiency. The EPA page accessed in 2026 says WaterSense Version 2.0’s effective date is paused and Version 1.2 remains in effect until further notice; check the current EPA guidance for program status.

What model examples are worth comparing?

The following configurations appear in the MaP WaterSense high-efficiency tank-type toilet list dated May 6, 2025. The entries are comparison examples, not a ranking. Product families can include multiple configurations; verify the full manufacturer model number, package and current label status before buying.

All model details in this table come from the MaP list dated May 6, 2025. Its score is grams of waste removed in a single flush in the test. A 1,000-gram score is a test result, not a guarantee of no clogs or a claim about durability, noise or real-world experience.

How should you compare toilet options?

  1. Measure the bathroom and rough-in. Record the rough-in from the finished wall to the center of the floor bolts and check front, side and door clearance. Compare these with the manufacturer’s specifications for the exact configuration.
  2. Choose a height and bowl shape. Compare comfort-height designation and elongated versus round shape. Consider how the height suits household members and whether the bowl will fit the room.
  3. Check the exact WaterSense listing. Use the EPA WaterSense Product Search and verify the complete model number. The EPA notes that many high-efficiency toilets are sold with tank and bowl separately, and only listed combinations qualify for the label.
  4. Compare flush type and volume. Check whether the toilet is single- or dual-flush and the volume for each flush. The EPA explains that dual-flush toilets provide a full flush for solids and a reduced flush for liquids.
  5. Use MaP data in context. Compare the score and other listed fields—such as gravity-fed or pressure-assist mechanism—among the models you are considering. Treat the score as test evidence, not a prediction of performance in your home.
  6. Confirm package and service details. Check whether the toilet is one-piece or two-piece, whether the seat and installation hardware are included, and what compatible repair parts are available. Use manufacturer documentation to settle package contents and servicing details.
  7. Compare the installed cost. Account for current product price, local stock, freight, installation and any local utility rebate. The EPA says rebates and vouchers are offered in many areas, but availability and terms vary by location.

What if you want to save water without replacing the toilet?

If the toilet is leaking, a worn flapper may be the cause. The EPA identifies worn flappers as a common reason toilets leak and describes replacement as an inexpensive repair. Match the replacement part to the tank model.

Avoid improvised tank retrofits such as displacement dams or bags, early-closing flappers, or valves that create different flush volumes. The EPA’s WaterSense at Work technical guide advises against these approaches because they can impair performance and increase operation and maintenance. Use the correct replacement part for the toilet instead.
