City Schools of Decatur is no longer considering the Beacon Hill Historic District greenspace for its proposed early childhood learning center. Instead, the district plans to remodel and expand an existing center near the high school. The district still owns the parcel, and its future use was not clear in an October 5, 2026 report.
What changed in the construction plan?
City Schools of Decatur shifted away from building on the greenspace at a September 8, 2026, board meeting, according to Mvskoke Media. The reported alternative is to remodel and expand an existing early childhood learning center near the high school. The proposed center is no longer being pursued on the Beacon Hill parcel; the report does not say that the land has been permanently protected from construction or assigned a new use.
Why is the parcel historically significant?
Mvskoke Media describes Beacon Hill as a historically Black community that grew after the Civil War, with businesses, churches, schools and homes. The report says the city designated the neighborhood a “slum” during 1960s urban renewal, after which it was demolished to make way for Allen Wilson Terrace public housing and residents were displaced. The apartments were demolished in 2014, and City Schools of Decatur bought the land in 2017. By 2023, the parcel had become community greenspace and hosted the annual Decatur Day.
The report also describes the site as part of Mvskoke history. In 2026, the Beacon Hill Historic District was created, and a marker recognizing the Mvskoke people was unveiled on August 21. These historical details are presented here as reported by Mvskoke Media.

What is disputed about the archaeological survey?
After community members called for archaeological work, the district hired Jones Archaeological Consulting. The firm conducted a Phase I survey and presented its findings to the school board on August 18, 2026. Mvskoke Media attributes to consultant Alexandra Jones the assessment that buildings had been demolished and later construction likely obliterated traces of Beacon Hill.
Community advocates, including the Beacon Hill GrassRoots Coalition, were dissatisfied and sought shovel testing. They argued that a records-based Phase I survey might miss buried artifacts or remains and might not account for cultural and burial practices. The adequacy of the survey and whether additional fieldwork is needed remain contested in the report, rather than settled technical findings.

Mvskoke Media also reports that Muscogee (Creek) Nation Tribal Historic Preservation Officer Savannah Waters wrote to the board on July 24, 2026, describing the Nation’s historic interest and encouraging further archaeological study. The report quotes Waters as saying, “It is important to our Nation that steps toward memory, accountability, and preservation be enacted in the Beacon Hill Historic District as there is a current lack in resources. Not only does this affect us, but also the African American community who share in the layered history of these important grounds.”
How did the marker and voter-approval law figure into the debate?
The historic marker recognizing the Mvskoke people was unveiled August 21, 2026, according to Mvskoke Media. The report also says Georgia Senate Bill 625, adopted May 12, requires voter approval for projects costing more than $20 million. The article situates the debate in a broader question about how the site’s histories should be recognized. At a February 24 public meeting of the Decatur Historic Preservation Commission, Emory University Indigenous Studies Professor Emil’ Keme said: “When we talk about history, we often talk about buildings, documents, or dates. But before all of that — and beneath all of that — is the land. The land is the first archive. It is the original keeper of memory.” Community advocate Paul McLennan similarly said, “We refuse to separate these two issues, these two groups, the two stories, the two lines of history. All are connected to the land.”

As of Mvskoke Media’s October 5, 2026, report, City Schools of Decatur still owned the greenspace and had not announced a clear long-term plan for it. The reported move to an existing center addresses the district’s early-learning proposal, but it does not resolve what will happen to the Beacon Hill parcel. Later board actions are not established in that report.
