The City of Stirling accepted a tender for a reported $16 million refurbishment of Balcatta Recycling Centre, with a new enclosed waste transfer shed intended to double that shed’s capacity. The project also plans a separate commercial access road and two weighbridges to keep truck movements apart from residential traffic. The timeline and operational details below are those reported in September 2025; they do not confirm current construction progress.
Why the centre is being upgraded
Balcatta Recycling Centre opened in 1979 and accepts recyclable material, green waste, car tyres, household hazardous waste and general waste. PerthNow reported on September 18, 2025, that much of the facility had reached the end of its functional life. The City said the site was under strain, with safety and efficiency increasingly compromised.
The reported $16 million design-and-construction refurbishment responds to an ageing facility and shared vehicle movements. The project combines new transfer capacity with changes to how commercial and residential users enter and move through the site.
What the refurbishment includes
Enclosed transfer and retained receival building
A fully enclosed waste transfer shed is planned, with capacity intended to be double that of the existing arrangement described in the report. This is a project claim about the planned shed, not evidence that the centre’s overall throughput has already doubled. The existing waste receival building is to be partly retained, with new cladding, strengthened steelwork and a connecting canopy.

Commercial vehicle facilities
Plans include a new commercial access road, two weighbridges and a weighbridge office. Other commercial-area works listed in the report are a crib room, heavy-vehicle washdown bays and a sweeper tailings pit.
Site and infrastructure works
The reported scope also includes parking, asphalt, utilities, landscaping and security improvements. The Balcatta Recycling Shop, managed by disability services provider Workpower in partnership with the City, is part of the centre’s existing services.

Why separate traffic flows matter
Residents and commercial operators use the same facility but bring different vehicle types and operating needs. Trucks entering or queuing for commercial services can slow residential users. A separate commercial access road and commercial-area weighbridges are intended to reduce that conflict and keep residents from queuing behind trucks.
Mayor Mark Irwin said, “Separating commercial and residential services will be a key step in transforming it into the first-rate facility our community deserves.” The design therefore addresses circulation as well as transfer capacity: additional enclosed capacity alone would not resolve delays caused by competing vehicle movements.

What was reported about timing and continued service
PerthNow reported on September 18, 2025 that construction was expected to start in mid-2026 and finish by 2027, with the centre expected to remain open during the works. These were forward-looking dates in that report, not confirmation that construction began on schedule or that the centre is operating without temporary changes now.

What the capacity claim does—and does not—mean
“Capacity set to double” refers to the intended capacity of the planned enclosed transfer shed, according to the project description reported by PerthNow. The report does not provide an independently measured comparison, a broader facility-wide throughput figure, or evidence that the increase has already been delivered. It is best read as a planned design outcome rather than a current operating result.
