The project combines a runway reconstruction and shift with a new terminal; county commissioners voted to proceed after the Planning and Zoning Commission found it inconsistent with two local plans. The debate now turns on how to balance runway standards and safety, local planning commitments, environmental concerns, visitor access and Aspen’s long-term economic future.
What is the airport actually rebuilding?
This is not just a terminal replacement. The airport’s modernization program includes runway reconstruction and a westward shift, a new passenger terminal and related facilities. The airport lists safety, reduced noise impacts and lower emissions among the project’s goals; those are intended outcomes, not evidence that noise or emissions have already fallen. Its project overview describes the broader program.

The existing terminal was built in 1976. The replacement terminal is targeted for completion in 2029, while the airport says commercial operations will continue in the old terminal until the new one is ready. Runway work is scheduled to finish earlier, with the airport due to reopen in late 2027.

According to the airport’s runway reconstruction FAQs, the rebuilt runway is planned to be 150 feet wide and shifted about 80 feet west. The airport says the change addresses an FAA runway-and-taxiway centerline separation standard of 400 feet, which the current airfield does not meet. It also states that the current wingspan limitation is 95 feet.

The 80-foot shift is not a new detail introduced only for construction: Pitkin County’s 2024 Resolution 025-2024 amended its Common Ground Recommendations to specify that shift. The county’s modernization resources include the amended recommendation.
The county’s position, as described by Aspen Public Radio, is that the airport needs to bring its infrastructure into compliance with FAA standards and that the FAA would not provide grant funding if the runway remained in its current alignment. That is the county’s stated rationale, not proof that the new geometry will lead to a particular future fleet, more aircraft, or greater airport use. The reviewed material does not establish those outcomes.

What did county commissioners decide, and what did the planning finding mean?
On May 27, 2026, the Board of County Commissioners voted to advance the modernization program and overruled the Planning and Zoning Commission’s finding that it did not conform to the 2012 Aspen Area Community Plan and the 2013 West of Maroon Creek Master Plan. The commissioners’ action moved the project into formal permitting and future construction after public hearings; the planning commission’s finding did not stop it. The county summarized the vote in its May 27 decision announcement.
That outcome is a consequential governance decision, not evidence of unanimous community agreement. The board chose to proceed despite a formal local-planning conflict and continued environmental debate. Commissioner Patti Clapper said after the vote, “I think it is in the best interest of the community to move forward on the airport, at this time.”

What environmental questions remain open?
Environmental review has not ended the public debate. Aspen Public Radio’s June 9, 2026 report described commissioners pointing to an FAA Finding of No Significant Impact in response to concerns. The same report covered questions about air quality, ultrafine particles, noise and scenic character. It reported that there was no federal EPA threshold standard for ultrafine particles and that the county was not measuring them at that time. The lack of a threshold or local monitoring does not, by itself, establish either safety or harm.
The airport’s stated goals of reducing noise impacts and emissions should therefore be read as aims of the program, not measured results. The available reporting does not settle what the project will mean for local air quality, noise exposure or scenic character over the long term.

When will the airport close, and what changes for travelers?
Pitkin County scheduled Aspen/Pitkin County Airport to close to all aircraft operations at 11 p.m. on April 4, 2027, and reopen at 7 p.m. on November 19, 2027. No commercial or general aviation operations are planned at the airport during that interval. The dates and the warning that schedules may change appear in the county’s 2027 closure announcement.

Preparatory road, trail, utility and staging work began in 2026. Airport construction updates described alternating single-lane traffic on Owl Creek Road and said the Owl Creek Trail would remain open during the work described, with impacts expected through October 2026. Because those details are time-sensitive and the stated impact period is underway or ending, check the airport’s construction updates for current access conditions rather than assuming those arrangements remain in force.
Who pays for the work?
The airport says FAA grants and airport revenues will fund runway work. Separately, voters approved Ballot Issue 1A in 2025, authorizing up to $340 million in airport revenue bonds for redevelopment, including the new terminal. That figure is the authorization ceiling, not proof of the final total project cost or the amount ultimately borrowed. Airport materials say the bonds are to be repaid from airport enterprise revenues rather than property taxes. The airport’s facts and FAQs describe the authorization and repayment source.
What could the project mean for Aspen’s economy?
The closure creates a clear period of reduced direct airport access, but its wider economic effect is not established. Aspen Public Radio’s June 2026 reporting described businesses anticipating a short-term hit and some seeing possible long-term value in a modernized airport; it also said the effect on visitors remained unknown. The sources do not quantify lost revenue, visitor declines or business failures, and they do not prove that modernization will generate a net economic gain.
That uncertainty is central to the argument over the city’s future. The county’s case emphasizes infrastructure standards, safety and long-term airport reliability; opponents and planning concerns raise questions about local commitments and environmental and community effects. A sound assessment has to keep those competing considerations in view without treating either projected benefits or feared harms as settled results.
