Are Vantage’s Port Washington Data Center Jobs Temporary? What the Forecasts Show

Vantage forecasts up to 4,000 construction jobs at peak and about 1,000 long-term positions at its Port Washington data center. They are distinct project estimates, not an audited final headcount.

The Port Washington Lighthouse campus is forecast to support up to 4,000 construction jobs at peak and about 1,000 long-term positions once it is operating. Those figures describe different phases of a project—not one permanent workforce. Union leaders say it is misleading to call construction work “temporary” when the workers may continue their careers on other projects; that distinction is valid, but it does not make a time-limited job at this site permanent.

Are data center construction jobs temporary?

A construction role at one project is generally tied to that project’s build schedule. When the work is complete, the role at that site ends. That is different from saying the worker has only a temporary career: skilled tradespeople can move to other construction projects and continue working in their trade.

That distinction is the core of an October 5, 2026, opinion column by Wisconsin union leaders Corey Gall, Terry McGowan and Kent Miller. They object to opponents describing the Lighthouse construction jobs as “temporary,” arguing that the label confuses a project’s duration with a worker’s career. Their analogy: “Nobody would claim teaching third grade is a temporary job just because a teacher has a new class each year; the same applies to Wisconsin’s building trades union workers.” The analogy speaks to career continuity, not to whether a particular Lighthouse site role continues after construction.

How many construction jobs will the Port Washington data center create?

Published project estimates point to roughly 4,000 construction jobs, but they are forecasts and do not all describe the same measure.

Peak headcount and the total number of people who work on a project over several years are not interchangeable. A project can involve more workers cumulatively than it employs at its busiest moment as crews and trades change over time. The published figures do not provide an independently audited final count.

How many permanent jobs will the Vantage data center create?

Vantage said in March 2026 that Lighthouse is expected to support approximately 1,000 long-term positions once fully operational. The City of Port Washington fact sheet forecasts more than 1,000 long-term jobs, attributing them to Vantage and Oracle. These are forward-looking estimates with different wording and attribution, not a verified final staffing total.

The available project materials do not establish how many of those positions will be filled by Port Washington-area residents or provide a final employer-by-employer breakdown. Nor do they supply a common independent method for validating indirect-job multipliers. The campus is a 902-megawatt development supporting the Stargate expansion for Oracle and OpenAI, according to Vantage’s March 2026 announcement; that project description does not itself verify future staffing.

Do data centers create local jobs?

National evidence suggests they can, but the effects are uneven and do not establish the Lighthouse campus’s eventual headcount. A 2026 Brookings Institution analysis by Dany Bahar and Greg Wright combined data on about 1,500 U.S. data-center facilities and 52 announced-but-canceled projects with county employment and wage data from 2003–2024. Comparing counties where facilities were built with counties where announced projects were canceled was intended to address the fact that data centers are not placed randomly; the authors also note that data-center counties were already growing faster before facilities arrived.

  • Brookings reports that data-processing employment rose 56% and telecommunications employment 43% over the first decade after a county’s first large data center.
  • The analysis found roughly 100–200 jobs in a typical treated county, depending on facility type.
  • It measured no wage increase, while home prices rose by 2%–5%.
  • Brookings says telecommunications growth was concentrated in hyperscale counties. Colocation sites were associated with construction activity and more modest operational employment.

Brookings summarizes its finding this way: “Data centers do create local jobs, though fewer than industry advocates claim.” The county-level results describe patterns across many locations; they are not a project-specific estimate for Port Washington, a count of onsite Lighthouse staff, or a measure of how many workers live nearby.

Why do estimates of permanent data center jobs differ?

Studies may count different things: workers at a facility, employment changes across a county, indirect jobs, or jobs per unit of investment. Their findings should not be compared as if they were estimates of the same workforce.

Food & Water Watch, an advocacy organization, estimated that about 23,000 people likely held permanent data-center jobs across the United States as of 2024, drawing on Virginia-focused research. It also reported that Virginia’s data-center industry required nearly 100 times more investment per permanent job than creating a job outside the industry. These are the organization’s estimates and interpretation, not an official government census or a Lighthouse-specific staffing forecast. They differ in scope and method from Brookings’ county-level analysis.

What else is known about the Port Washington site?

Wisconsin’s Department of Natural Resources identifies the proposed campus as being built on 672 acres of previously agricultural land, about one mile inland from Lake Michigan. Its project materials record environmental review and permit matters involving wetlands, stormwater, air emissions and infrastructure. Those reviews are relevant to the project’s local context, but they do not determine how many people will ultimately be employed there.

What jobs will remain after a data center is built?

The project sponsors’ long-term forecast is about 1,000 positions once the campus is fully operational, but the materials cited do not break that estimate down by occupation. They also do not establish the final number of onsite staff, how many will be hired locally, or the actual operational headcount after completion. The construction workforce forecast and the long-term staffing forecast should therefore be kept separate, and both treated as estimates until compared with reported results.
