Apache Junction’s October 5, 2026, City Council work-session agenda listed a proposed, not-to-exceed $463,734 award to Willmeng Construction Inc. for pre-construction services on the City Services Expansion project. The agenda item was for presentation and discussion; the available record does not establish that the city approved or executed the agreement. The proposed amount covers pre-construction work, not construction of the project.
What the $463,734 proposal covers
The city described the item as construction management at risk (CM@R) pre-construction services for City Services Expansion Project No. 25220. In this phase, the construction manager works with the city and design team while the project is being developed. Services described in the city’s 2026 request for qualifications include design assistance, advice on materials and systems, value analysis, constructability and building-code reviews, site logistics and scheduling, planning for long-lead purchases, design-phase cost estimates, and preparation of a proposed Guaranteed Maximum Price (GMP).

The proposed $463,734 is a ceiling for that pre-construction services proposal, not the price to build the facilities. Under the RFQ’s two-stage approach, construction services would follow if the city accepts a GMP. At that point, a construction services contract would make the selected firm responsible for construction delivery and site management. The RFQ estimated the construction budget at approximately $49 million; that estimate and the pre-construction proposal are different figures for different phases of work.
What Apache Junction plans to build
The project is planned near the southwest corner of Ironwood Drive and Horton Drive in the Radiance at Superstition Vistas development. The city’s project program includes:
#1 Best Overall
- A 27,000-square-foot police substation.
- A 15,000-square-foot branch library.
- A 5,000-square-foot park maintenance building.
- Parking, civil work, landscaping, irrigation, hardscape and offsite road improvements.
A community park and urban fishing lake are included as design-only components of this CM@R procurement. The developer is expected to construct those features, with coordination required between the project teams.
Proposal status and procurement timeline
The city issued its RFQ on June 18, 2026, with responses due July 20. Interviews were anticipated for August 18, and contract execution was anticipated in October; those dates were schedule estimates in the RFQ. The October 5 work-session agenda later listed Item 26-492 for discussion of the Willmeng proposal. The available agenda listing and draft minutes do not establish final approval or execution, so the proposal should be described as discussed or proposed rather than awarded.

How this differs from the earlier EDS agenda item
An April 21, 2026, council agenda listed a separate EDS Management proposal, not to exceed $2,664,301, for project management and construction management services on City Services Expansion. That is a different service item from the later $463,734 Willmeng CM@R pre-construction proposal; the two amounts should not be combined or treated as competing bids for the same contract.
