Outdoor facilities
Outdoor elements were expected to come online in phases. A phased schedule can mean that courts, fields, trails and water-play features become available at different times, even after the principal building opens. “Another Construction Milestone” is not unique to the Tampa project. Similar wording appears in unrelated reports about a Burleson police headquarters expansion and a Maryland bridge project. The headline alone therefore cannot identify the intended development with certainty. The Fair Oaks/East Tampa Recreational Complex is the strongest exact-title match in the available material, but readers seeking a different project should verify the city, facility and publication date before relying on this account.
