AI Receipt Capture vs. Manual Expense Entry for Construction: Costs, Accuracy, and Controls

AI receipt capture can cut receipt typing, but it does not replace job-cost coding, approvals, or reconciliation. Compare total costs and measure accuracy and controls in your own workflow.

AI receipt capture can reduce typing by extracting receipt details and, in some systems, matching a receipt to a card transaction or creating an expense line. It does not remove the need to review exceptions, assign job and cost codes, approve expenses, or reconcile the books. Manual entry can still suit low-volume teams, but people must handle those steps themselves. There is no independent, construction-specific evidence here establishing that AI is typically cheaper or more accurate; the practical choice depends on your workflow and measured costs.

What changes—and what does not

Receipt capture changes how transaction details enter the expense workflow. It does not determine on its own whether a purchase was business-related, which project should bear the cost, whether a policy was followed, or whether the transaction was approved and posted correctly. Think of capture as one stage in the recordkeeping process, not a substitute for the whole process.

Microsoft’s Dynamics 365 Project Operations receipt OCR documentation describes extraction of merchant name, date, and total. Depending on the configured workflow, extracted values can be used to create an expense transaction or attempt to match an existing one. Its Expense Entry agent documentation describes processing receipts, creating expense lines, and generating reports that users can review and edit. These are capabilities of specific Microsoft products, not a description of every capture tool. Microsoft’s receipt OCR documentation and its Expense Entry responsible AI FAQ explain those workflows.

Manual entry means a person reads the receipt, enters or confirms the transaction fields, selects the applicable account or category and job coding, attaches the supporting document, and submits the item into the organization’s approval and accounting process. Microsoft’s Business Central expense management documentation describes manual expense-line entry when its Expense Agent is not used, while retaining validation rules and approval workflows. See Expense Management Overview in Business Central.

The important distinction is therefore not “automated” versus “controlled.” Either workflow can be controlled, and either can produce weak records if key steps are missed. Automation can reduce retyping, while manual entry can still apply validation and approval rules. The comparison is about where people spend time, where errors can enter, and whether the resulting evidence and coding remain usable.

Compare the work step by step

The following is a workflow map, not a promise that any particular AI product performs every task. Mobile or email intake, job-code suggestions, matching, routing, and other features depend on product, edition, configuration, and integration. Confirm them against your actual accounting setup and field conditions.

Work step AI-assisted capture Manual entry What to measure
Receipt intake An image or PDF is submitted for extraction; some products advertise mobile or email submission. An employee or office staff member receives and files the receipt before entering its details. Time from purchase to recorded transaction; missing-receipt rate.
Field transcription Software proposes fields such as merchant, date, and total; a user checks exceptions and edits errors. A user reads the document and types or confirms the fields. Correction rate by field and time spent reviewing or entering.
Job and cost coding The product may support project or job and cost-code selection, rules, or suggestions. Verify the exact configuration. The user chooses the project, job, cost code, and account manually. First-pass correct coding rate and effort spent recoding.
Matching and reconciliation Some systems attempt to match receipts with card transactions or accounting lines. Staff compare receipts, card statements, and ledger records themselves. Unmatched transactions, duplicates, and reconciliation time.
Approval and controls Rules may route or flag items if the product and configuration support them. Approvals run through the organization’s existing forms, email, or accounting workflow. Policy exceptions, approval time, and evidence that review occurred.

At each stage, define who is responsible for the next action. For example, a receipt that cannot be read needs a person to request a clearer image or other supporting document; an expense with no job allocation needs a person who can identify the project; and a receipt that does not match a card transaction needs a review path rather than an assumption that the capture failed or the purchase is invalid. A clear handoff prevents automation from turning an exception into an unattended queue.

Construction-focused product pages advertise combinations of field receipt submission, job or project assignment, cost-code or category selection, approvals, spending controls, and accounting connections. Those descriptions establish advertised feature categories, not independent validation of accuracy, savings, or legal compliance. Examples include Eano’s construction receipt scanning page, Ramp’s construction expense management page, Vergo’s expense management page, and hh2’s construction expense tracking page.

Compare total process cost, not a headline saving

No source cited here provides an independent, like-for-like construction study establishing the typical cost difference between AI-assisted capture and manual expense entry. Vendor pages promote reduced manual work or time savings, but they do not supply a controlled comparison that supports a general benchmark. Do not treat a vendor claim as a forecast for your company.

Build an annual comparison using the same transaction volume and include both field and accounting labor. For the current process, count time spent chasing receipts, transcribing details, assigning job and cost codes, seeking approvals, correcting entries, matching statements, cleaning up at month-end, and following up on missing documents. Avoid counting just the minutes spent typing: receipt intake, recoding, questions to employees, and reconciliation can also consume staff time.

For a proposed capture workflow, include every new and continuing cost: software or transaction fees, implementation, integration, configuration, training, employee review, exception correction, support, and administration. Include the time still required to check extracted fields, code expenses, resolve mismatches, obtain approval, and reconcile postings. Calculate break-even only from your own disclosed inputs; an unsupported hours-saved assumption can make a comparison look more certain than it is.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical worksheet can use a consistent annual transaction count and separately list recurring fees, one-time setup work, and labor. For each labor task, estimate the number of occurrences and average time per occurrence under the current and proposed processes, then apply the same internal labor-cost method to both. Keep field-worker time and accounting or administrative time visible rather than combining them into one opaque total. If a task moves from one employee to another, record that shift; it is not necessarily a reduction in total work.

Also distinguish costs that disappear from costs that change form. A capture tool may reduce manual transcription but leave review, coding, exception handling, and records administration in place. An integration may reduce rekeying while requiring configuration and ongoing support. Conversely, manual entry may avoid new subscription costs but carry more receipt follow-up or month-end cleanup. The point of a company-specific model is not to assume either side wins, but to make these tradeoffs explicit.

Run a comparable pilot

A short, controlled pilot can help establish whether a workflow fits your operation. Compare the same transaction types and period under consistent definitions. Record sample size and scope so a small or unusual batch is not mistaken for a general result. Keep ordinary and exception-heavy cases in view, including incomplete or hard-to-read receipts and transactions that require clarification or job-code correction.

  • Median handling time per receipt or expense line.
  • Share of receipts submitted on time and missing-receipt rate.
  • Correction rate for extracted fields, measured separately by field where practical.
  • First-pass accuracy for project, job, cost code, and account allocation.
  • Unmatched card transactions, duplicates, and exceptions per expense report.
  • Elapsed time from purchase to approved posting.
  • Staff time for setup, training, review, follow-up, and month-end reconciliation.

Use the same definitions for each method. For instance, decide whether handling time includes an employee’s submission and later corrections, not only the time an office reviewer spends in the system. Track whether a “correct” job code was correct on first submission or only after correction. Where there is no reliable baseline, establish one before comparing tools rather than relying on recollection.

These are evaluation measures, not published industry benchmarks. If you share a pilot result, state the transaction types, dates or period, sample size, and what the measure includes. A result from one company or a limited set of receipts should not be presented as a typical construction-industry outcome.

Measure three kinds of accuracy

Extraction accuracy is only one part of a correct expense record. Separate at least these three measures when comparing methods:

  1. Receipt-field transcription: Are merchant, date, total, and any other required receipt details captured correctly?
  2. Allocation: Is the expense assigned to the correct project or job, cost code, cost type, and accounting account?
  3. Control completeness: Is the receipt attached, the expense reviewed and approved, duplicates handled, and the transaction reconciled?

A system can reduce typing errors yet still misallocate a purchase. Conversely, an employee can enter receipt fields correctly but omit the receipt, select the wrong job, or leave the transaction unreconciled. Treat each measure separately instead of calling a workflow simply “accurate.”

OCR output is a proposed transcription, not proof that a purchase is valid or properly classified. Microsoft says that its Expense Entry feature may not process unclear or incomplete receipts and allows users to adjust category suggestions. Its documentation identifies merchant, date, and total as fields extracted by its receipt OCR. Microsoft states: “If key information (such as the amount, merchant name, location, or currency) is missing or illegible, the system doesn’t process the receipt.” That warning applies to the documented feature, not every product. Microsoft’s Expense Entry FAQ describes the limitation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That limitation is operationally important: a receipt that cannot be processed still needs a documented next step. Do not treat an unprocessed image as an expense record or presume the missing details. Decide who contacts the submitter, what additional documentation or correction is needed, and how the resulting transaction is reviewed. The same discipline applies to manual entry; a human may also misread a faded, incomplete, or unclear receipt.

Construction controls to check before choosing a system

Evaluate the tool against the way purchases are made, coded, approved, and posted across your projects. The following checks are practical workflow criteria; they are not a certification that a product satisfies tax rules.

  • Job-cost fit: Can users select the right project or job, cost code, and cost type when submitting a receipt? Can the available choices be restricted to valid values? Check whether a user can identify the correct project at the time of purchase, and how a coding correction is recorded later.
  • Receipt linkage: Does the original receipt remain attached to the transaction and remain accessible to the people who need it later? Confirm whether the image stays linked after approval and transfer into the accounting system.
  • Approvals and spending limits: Can you configure approval thresholds, approvers, cardholder limits, or category rules, and can you see evidence of how those controls were applied? Confirm who reviews exceptions and whether approval history can be retrieved.
  • Exception handling: What happens to unreadable receipts, split purchases, returns, personal items, duplicate submissions, or receipts that do not match card transactions? Who resolves each case? A vendor demonstration should show the exception path, not only a clean receipt flowing through.
  • Accounting integration: Does approved data reach your existing ledger or construction accounting platform without losing job coding, receipt linkage, or audit context? Verify the supported accounting product and version, and what information moves across the integration.
  • Audit trail and records: Can you retrieve the source document, transaction history, corrections, approvals, and reconciliation evidence? Can you export them in a usable form? Ask how access, retention, and changes to submitted information are handled.
  • Field usability: Can workers submit receipts with the devices and connectivity they actually have? Is the fallback clear when capture is unavailable? Confirm offline behavior rather than assuming it is supported.
  • Total cost: Does the business case include setup, integration, training, software, employee review, exception handling, and continuing administration?

Ask vendors to demonstrate these cases with your intended accounting version and realistic project and cost-code lists. Verify supported versions, offline behavior, user roles, export options, and current pricing directly with the vendor. Product pages describe vendor claims; they do not independently establish performance or compliance. Likewise, claims about accuracy, customer outcomes, savings, or faster closes should not be treated as controlled evidence unless the vendor supplies a comparable, independently verified basis.

Do not evaluate only how quickly one receipt can be photographed or entered. Consider what happens to a record after the field submission: whether the transaction can be approved, located later, reconciled with the accounting records, and corrected without losing its history. A fast intake step is useful only if the record continues through the controls the company needs.

US federal recordkeeping: the requirement is support, not AI

For US federal tax purposes, the IRS says a business may choose a recordkeeping system suited to its business as long as it clearly shows income and expenses. Receipts, invoices, statements, and payment records can support entries in business books and tax returns; a combination of documents may be needed to substantiate the elements of a purchase or expense. The IRS does not require manual entry, AI, or one particular software product. See IRS Publication 583, Starting a Business and Keeping Records, and the IRS guide to records a business should keep.

In practice, the receipt is supporting evidence for a recorded transaction; it is not always the entire story. A receipt image may show a merchant and total but not the business purpose, project allocation, or relevant accounting treatment. Keep whatever associated coding or other documentation is needed to support the transaction in the books. Whether a capture system helps depends on whether that context is retained and retrievable, not simply whether an image was read by software.

IRS Publication 463 (2025) advises: “You should record the elements of an expense or of a business use at or near the time of the expense or use and support it with sufficient documentary evidence.” It also says: “A timely kept record has more value than a statement prepared later when there is generally a lack of accurate recall.” A receipt image may not by itself show every relevant element, such as business purpose or project allocation, so the business may need associated coding or other documentation. See Publication 463 (2025), Travel, Gift, and Car Expenses.

Timely capture can support timely recordkeeping, but the technology does not establish that the recorded information is complete. A business should still have a process for missing receipts, incomplete details, corrections, approval, and reconciliation. Later edits should not silently erase the record of what was submitted and reviewed if that history is needed to support the books.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For machine-sensible records, IRS Revenue Procedure 98-25 discusses keeping sufficient information to support and verify return entries, reconciling records to books and returns, documenting business processes, and using internal controls to protect record integrity. That is a reason to examine access, change history, audit trail, export, and retention; buying a capture tool alone does not guarantee compliance. See IRS guidance on automated records. These sources address US federal recordkeeping, not state, local, non-US, contract, or company-policy requirements.

Choose the workflow that fits your operation

Manual entry may remain reasonable when receipt volume is low, the existing process is controlled, and the time and error burden do not justify another system. It may also be the practical option where an existing accounting workflow lacks a capture feature or where the proposed tool does not fit the company’s coding and approval needs. Manual does not mean “no controls”: retain supporting receipts, apply validation and approval rules, and reconcile entries to the relevant records.

AI-assisted capture is worth evaluating when field receipt handling and transcription create measurable friction, provided the proposed system also fits job-cost coding, approvals, record retention, and accounting reconciliation. It is most persuasive when the pilot shows reduced avoidable handling without increasing exceptions, recoding, missing documents, or review burden elsewhere in the process.

Base the decision on your measured costs and the quality of the records the workflow produces—not on a generic savings or accuracy claim. The key question is whether the system reduces avoidable handling without weakening the evidence, coding, and controls your projects need.

Frequently Asked Questions

Does AI receipt capture eliminate manual expense review?

No. It can extract fields and, in some systems, match a receipt to a card transaction or create an expense line. People still need to review exceptions, confirm job and cost coding, approve expenses, and reconcile records. Exact capabilities depend on the product and configuration.

Is AI receipt capture cheaper or more accurate than manual entry for construction companies?

The reviewed sources do not establish a typical construction-specific cost saving or independent accuracy advantage. Compare your own current and proposed costs and measure field transcription, job allocation, and control completeness separately in a pilot.

What should a construction company measure in a receipt-capture pilot?

Measure median handling time, on-time receipt capture, field correction rate, first-pass job and cost-code accuracy, unmatched card transactions, duplicates, exceptions per report, elapsed time to approved posting, and setup, review, follow-up, and reconciliation labor. Use comparable transactions and report the pilot’s scope and sample size.

Does the IRS require AI receipt scanning or a particular expense app?

No. The cited IRS guidance says a business may choose a recordkeeping system suited to its needs if it clearly shows income and expenses. Records must support transactions and relevant return entries; the guidance does not prescribe AI, manual entry, or a particular vendor.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if a receipt is unreadable or does not match a card transaction?

Treat it as an exception requiring a defined person and next step, such as requesting a clearer image or resolving the mismatch. Microsoft documents that its Expense Entry feature may not process receipts when key information is missing or illegible; behavior varies by product, so test these cases and confirm the workflow.

The Bottom Line

AI capture can reduce receipt transcription, but it does not replace job-cost coding, review, approval, or reconciliation. Manual entry can still work for a low-volume, controlled process. Compare the full labor and software costs, test real field and exception cases, and choose the workflow that produces timely, retrievable, correctly coded records.
