AGC’s Construction Task Force and the Push for Standardized Carbon Reporting

In a June 30, 2023 report, Associated General Contractors of America (AGC) was described as forming a Task Force on Decarbonization and Carbon Reporting to address how construction companies measure, report and reduce emissions. Its announced deliverables were an industry guidebook and educational resources; the report does not establish that either was later published or that the task force is still active.

What the AGC task force was intended to do

Building Design + Construction reported on June 30, 2023, that the Associated General Contractors of America had formed a Task Force on Decarbonization and Carbon Reporting. The initiative was aimed at a practical problem facing contractors: calculating and reporting carbon emissions consistently while turning those measurements into achievable reduction goals.

The announcement presented the task force as an industry effort rather than a government rulemaking body or a commercial software launch. Its stated approach was to develop an industry guidebook and educational resources covering decarbonization best practices. The guidebook was intended to help contractors understand how to calculate and report emissions and how to set actionable goals.

That distinction matters. The article described an initiative and its plans, not a completed reporting standard, a mandatory requirement, or a verified emissions-reduction program. No emissions totals, percentage reductions, survey results or other statistical findings were reported.

Why standardized carbon reporting matters to construction

Construction companies generate or influence emissions through many activities: producing and transporting materials, operating equipment, using temporary facilities, moving workers and machinery, and delivering buildings that consume energy over their operating lives. Different contractors can describe similar work in different ways, use different boundaries for what they count, or report results in incompatible units. When that happens, owners and project partners have difficulty determining whether two carbon statements are genuinely comparable.

Standardization is intended to make the accounting process more repeatable. A common approach can clarify which activities are included, what data is acceptable, how estimates are documented and how progress is measured from one reporting period to the next. Consistency does not automatically make a result accurate, but it makes assumptions visible and allows people to identify where two calculations differ.

For contractors, a shared method could also reduce duplicated work. A company responding to multiple owner requests may otherwise have to prepare separate calculations for each project or customer. An industry guidebook could give estimators, project managers, sustainability staff and executives a common starting point instead of leaving every firm to design its own process.

The task force announcement therefore connected two related goals: better measurement and practical decarbonization. Measurement can show where emissions arise; goals and action plans are needed to change the underlying activities.

What the planned guidebook was supposed to cover

Myrrh Caplan, national vice president of sustainability at Skanska USA Building and chair of the task force, described the intended work this way:

“The committee will develop a guidebook to help contractors understand how to calculate and report emissions, and how to set actionable goals as they play an instrumental role in addressing climate change,”

The wording identifies three functions for the proposed guidebook.

Calculating emissions

Contractors would need a way to translate project activity and business operations into an emissions inventory. In practice, that requires defining what is being counted, collecting activity data, selecting emission factors or other conversion methods, recording estimates and preserving an audit trail. The 2023 report did not specify the boundaries, formulas, software or data sources the AGC guidebook would use, so those details should not be attributed to the task force.

Reporting emissions

A reporting framework would need to explain how results are presented so that clients, lenders, partners and internal decision-makers can interpret them consistently. It might address reporting periods, project-level versus company-level information, treatment of incomplete data and explanations for estimates. Again, the source establishes the intended subject of the guidebook, not its final rules or templates.

Setting actionable goals

The chair’s statement goes beyond disclosure. It says contractors should use the information to set goals that can be acted on. Actionable goals generally need a defined baseline, a deadline, an accountable owner and a way to track progress. The announcement did not provide target values, deadlines or required reduction pathways.

Who was named as participating

The report identified four founding members and four additional companies that had joined by the time of publication. Membership is evidence of participation in the announced initiative; it is not evidence that every company adopted a common accounting method or achieved a particular reduction.

The article did not provide a complete membership roster, governance rules, meeting schedule or voting process. It also did not say whether public agencies, designers, material suppliers, equipment manufacturers or other stakeholder groups participated.

What “standardized carbon reporting” would mean for a contractor

The phrase describes a process, not a single number. A contractor preparing a credible inventory must make choices that affect the result. A useful industry method would be expected to make those choices explicit.

Set the reporting boundary

The company would first decide whether it is reporting its corporate operations, individual projects, a portfolio of projects or some combination. It would also define the activities under its control and those influenced through subcontractors or suppliers. A project-only figure cannot be compared fairly with a corporate figure unless the boundary is clear.

Identify activity data

Relevant records might include fuel purchases, electricity bills, equipment hours, deliveries, material quantities, waste records and travel data. The appropriate records depend on the boundary and the purpose of the inventory. A guidebook could help contractors assign responsibility for gathering each data set and specify how missing information should be documented.

Apply consistent calculations

Raw activity data must be converted into emissions estimates using a stated method. Consistency requires recording the factors, units, date and source used for each calculation. If a company changes a factor or method, it should explain whether the change affects the baseline or comparability with earlier reports.

Document uncertainty

Construction data is often incomplete, especially when several tiers of subcontractors and suppliers are involved. A transparent report distinguishes measured values from estimates and identifies material gaps. Hiding uncertainty can make a polished figure less useful than a clearly qualified estimate.

Turn results into goals

Once a baseline exists, management can choose priorities, assign responsibility and set review dates. Goals should be connected to decisions that project teams can actually influence, such as procurement, equipment use, logistics or site energy. The AGC announcement stated that the guidebook would help contractors set actionable goals, but it did not prescribe any particular target or intervention.

How the announcement differs from a completed standard

Several conclusions cannot be drawn from the 2023 article.

  • It does not confirm publication of the planned guidebook.
  • It does not confirm publication of the educational resources.
  • It does not establish that the task force remains active.
  • It does not identify a required reporting format, calculation formula, software tool or certification process.
  • It does not report measured emissions outcomes from participating companies.
  • It does not say that AGC members, public agencies or project owners were required to use the proposed approach.

Those limits are important when the announcement is cited in a policy, procurement or sustainability document. The source supports saying that AGC announced a task force and described planned guidance in 2023. It does not support presenting the plans as a current, published standard without separate confirmation.

What contractors can prepare while guidance is uncertain

Even without relying on an unverified guidebook, a contractor can organize the information that any credible reporting method is likely to require. The following preparation steps are process recommendations, not requirements attributed to AGC.

  1. Name an accountable owner. Assign responsibility for the inventory and identify who approves boundaries, assumptions and published figures.
  2. Write the boundary before collecting data. State whether the exercise covers corporate operations, projects, selected activities or a defined combination.
  3. Create a data register. List each activity, its unit of measure, the internal or external record that supports it, the responsible department and the reporting period.
  4. Separate measured and estimated values. Keep the underlying invoices, logs and calculation notes so estimates can be improved later.
  5. Record methods and revisions. Note the conversion factors, assumptions and changes used in each reporting cycle.
  6. Review subcontractor and supplier information. Identify where project data depends on another organization and define what documentation is requested.
  7. Set a baseline and review cadence. Choose a reference period and schedule recurring checks so progress is not assessed only once.
  8. Link goals to decisions. Assign each reduction objective to a person or team with authority over the relevant procurement, equipment, logistics or site practice.

This preparation helps a contractor respond to differing client requests and makes later alignment with an industry method easier. It should not be described as compliance with an AGC standard, because the cited article does not establish one.

Questions owners and project partners should ask

Owners evaluating a contractor’s carbon statement can test its usefulness without demanding a particular brand of software or an unsupported precision.

  • What period and units are used?
  • Are subcontractor, supplier and transportation data included or excluded?
  • Can the contractor explain changes from the previous reporting period?
  • Who reviewed the calculation and retained the supporting records?
  • What goal follows from the baseline, and who is responsible for acting on it?

These questions focus attention on comparability and accountability rather than on a single headline number. They also reveal where two bids or project reports use different boundaries.

Why the named participants matter, and what they do not prove

The participation of major contractors gave the announced effort an opportunity to address practices used across different project types and company structures. A group with several large firms could identify common obstacles in collecting project data, coordinating with subcontractors and translating corporate ambitions into field procedures.

However, membership alone does not demonstrate agreement on a final method. The article did not report a signed standard, a consensus vote, pilot results or independently verified performance. It also did not quantify the share of the construction market represented by the participants. The safest interpretation is that these companies were involved in the initiative as described at that time.

How to cite the 2023 announcement accurately

For a project brief or corporate sustainability document, an accurate description would identify the source and date: Peter Fabris, “Construction industry task force aims for standardized carbon reporting,” Building Design + Construction, June 30, 2023. It is appropriate to say that the article reported AGC’s formation of a Task Force on Decarbonization and Carbon Reporting, its planned guidebook and educational resources, the named participants and Myrrh Caplan’s role as chair.

Use qualified wording for everything beyond that report. Say that the guidebook was planned, not that it is available. Say that the task force was reported as formed in 2023, not that it is currently operating. If a later AGC publication or official announcement is found, it should be checked separately for publication date, scope, adoption status and any revisions to the membership or method.

The practical takeaway for construction firms

The 2023 announcement identified a real industry need: contractors and their clients need carbon information that is calculated and presented on a consistent basis, then connected to goals that project teams can pursue. AGC’s proposed response was an industry guidebook supported by educational resources, with participation from the companies named in the report and leadership from Myrrh Caplan.

That is the established record. The report does not establish a finished standard, a current task force or verified emissions results. Contractors can still benefit from defining their boundaries, preserving source data, documenting estimates and assigning responsibility for goals, while treating any future AGC material as a separate publication that must be confirmed before it is presented as authoritative.
