Abu Dhabi’s Department of Municipalities and Transport (DMT) has presented a planned 37-kilometre coastal highway linking Al Hudayriyat Island with the E11 at Al Nouf. The proposed route would pass through Halat Al Bahrani, Al Futaisi and Al Aryam islands, with a tunnel, marine bridges and causeways. It is intended to connect Al Dhafra with Abu Dhabi Island while providing a bypass for freight and everyday commuters. The route was showcased in 2026; the available reporting does not establish that construction has started.
Where the planned highway would run
DMT describes a route from Al Hudayriyat Island to the E11 at Al Nouf, crossing through Halat Al Bahrani, Al Futaisi and Al Aryam islands. Its stated regional purpose is to connect Al Dhafra with Al Hudayriyat Island and Abu Dhabi Island. The proposal is therefore a coastal link across several islands, rather than a road confined to the urban centre.
DMT’s project description identifies the route and its planned components. The available project information does not provide a detailed alignment map or distances between individual connections.
What infrastructure is proposed
The planned road is 37 kilometres long and is described as having three lanes in each direction. DMT also specifies one tunnel, seven kilometres of marine bridges and four kilometres of causeways.

| Planned element | Published description |
|---|---|
| Total route | 37 kilometres |
| Road configuration | Three lanes in each direction |
| Tunnel | One |
| Marine bridges | Seven kilometres |
| Causeways | Four kilometres |
These are announced project dimensions and components, not descriptions of completed works. The published figures do not specify the tunnel’s length, bridge or causeway locations, construction methods, or detailed engineering design.
Why DMT says the route is needed
DMT presents the highway as a coastal bypass around central Abu Dhabi traffic, intended for commercial freight as well as everyday commuters. The aim is to provide another connection between Al Dhafra and Abu Dhabi Island without routing those trips through central-city traffic.

Environmental measures described by DMT
DMT says the proposal includes animal crossings and safeguards around the Bul Syayeef Marine Protected Area and Ramsar wetland. It describes the submerged tunnel as designed to limit disturbance to mangroves, salt marshes and coastal sabkha habitats while keeping natural water channels open.

The route was showcased by DMT during LIVEX 2026. A Construction Review Online report published October 5, 2026 said the construction start, completion date and project cost had not been announced or disclosed, and that no engineering consultant or main contractor had been announced. That is a dated account of the project’s reported status, not a guarantee that the details remain unchanged.

The available announcements do not establish a construction contract or provide a procurement timetable. They also do not state a budget, opening date, contractor, consultant, or construction schedule. Until those details are announced, the 37-kilometre route should be understood as a presented plan, not an active construction project with a confirmed delivery date.
