Abu Dhabi has agreed to explore underground transport and utility-tunnel options with The Boring Company, but it has not announced a route, budget, construction schedule or decision to build. The exploratory agreement was signed on 8 October 2026 at the Liveability and Investment Exhibition (LIVEX 2026); it is not an announced construction project.
What is Abu Dhabi planning with The Boring Company?
The Abu Dhabi Projects and Infrastructure Centre (ADPIC) and The Boring Company (TBC) agreed to examine underground transport, utility tunnels and related infrastructure solutions across the emirate. ADPIC Director General Maysarah Mahmoud Salim Eid and TBC President Steve Davis signed the agreement at LIVEX 2026, with Department of Municipalities and Transport (DMT) Chairman Mohamed Ali Al Shorafa present. Abu Dhabi Media Office announced the agreement on 8 October 2026.

The work is intended to assess feasibility, delivery approaches and operating models. The parties say they will discuss tunnel planning, boring technologies, construction methods, safety standards, operations and maintenance, digital engineering, automation and lifecycle management. The announcement also identifies local capability development and the possibility of Abu Dhabi becoming a regional hub for advanced tunnelling as areas to explore; neither is a confirmed outcome.
Will Abu Dhabi get an underground Loop?
That has not been decided publicly. The agreement does not announce a Loop network, select a specific service or commit Abu Dhabi to construction. The Boring Company describes a range of tunnel uses—including transportation, utilities, freight and pedestrian tunnels—on its tunnels page. That general menu is not a plan for Abu Dhabi.

Where would the tunnels go, and when could construction start?
No Abu Dhabi alignment, stations, tunnel length, construction start date or completion date has been published. The announcement also gives no project budget and does not approve construction. Until a defined proposal and approvals are announced, there is no basis for naming a corridor, estimating a delivery timetable or treating the exploration as a funded project.
Is this the same as Dubai Loop?
No. Dubai Loop is a separate project with its own agreement and published pilot details. On 3 February 2026, Dubai’s Roads and Transport Authority (RTA) announced an agreement to commence its implementation: a 6.4-kilometre pilot with four stations between Dubai International Financial Centre and Dubai Mall, with possible later expansion. Those figures apply to Dubai, not Abu Dhabi. RTA’s announcement sets out the Dubai pilot.

The Boring Company’s tunnels page lists Dubai Loop as under contract. That status and Dubai’s announced pilot do not establish a corresponding Abu Dhabi route or build commitment.

ADPIC and TBC say their discussions will cover technical practices and delivery and operating models, but the public announcement does not provide project-level findings or performance figures. If a proposal is published, useful tests would include:

- Connectivity: which destinations and existing transport interchanges a route would serve.
- Capacity and feasibility: whether the proposed service and tunnel design can meet demand and be delivered in the local conditions.
- Construction impact: how construction methods, access and disruption would affect the places above and around the works.
- Safety and operations: what standards, operating arrangements and maintenance responsibilities would apply.
- Whole-life cost: the cost of construction, operation, maintenance and eventual renewal over the asset’s lifecycle.
ADPIC says it oversees an infrastructure portfolio valued at US$56 billion and supported delivery of 100 capital projects during 2025. Those figures describe the centre’s wider remit and past activity, not the value or scale of this exploration.
