A Complete Guide to Fence Gardens: Borders, Hedges and Vertical Planting

A practical guide to planning fence-side borders, hedges, vertical planting, and living fences around your site, space, and purpose.

A fence garden can be a planted border beside an existing fence, a hedge that forms a living boundary, or plants grown vertically on a fence or in planters. Start by deciding what you need it to do: soften a plain fence, keep a decorative fence visible, add screening, make use of a narrow strip, or create a planted boundary. Then match the design to the site and the plants’ mature size—not to a generic list of “best” fence plants.

Survey the fence line before choosing plants

Measure the strip’s length and usable depth, and note the fence’s height and material. Watch how sun and shade move across the area during the day. Check whether the soil stays dry beneath the fence, whether irrigation reaches it, and whether the ground is shallow, compacted, or mixed with rubble. Mark paths, roots, drains, utilities, and other features that limit digging or future access.

These details matter because fence-side borders can have a rain shadow, shallow soil, rubble, and little room between the fence and a path. A site’s aspect also affects light, temperature, and wind exposure. The Royal Horticultural Society’s guidance on planting by walls and fences explains these constraints; Colorado State University Extension likewise advises choosing hedge shrubs for their location, exposure, and available space.

There is no location-independent plant list that can reliably answer “What can I plant along the fence?” A suitable choice depends on your region, aspect, soil, moisture, width, and the plant’s mature height and spread. For a final species and cultivar shortlist, consult a local extension service or knowledgeable nursery. The plant examples in the UF/IFAS Florida-Friendly Planting and Design pattern book are for North Florida, including USDA zones 8A and 8B, and should not be treated as recommendations for other climates.

Choose a design by purpose

Design Best suited to Plan for

Design a border around the fence

Arrange plants from tall to low

For a layered border, place the tallest or screening plants toward the fence, then position medium-height plants and lower foreground plants toward the viewing area. This keeps the layers legible and gives the border depth. A few taller plants can sit farther forward when you want a less uniform arrangement.

Make the planting read as a whole

Use connected groups rather than isolated plants, leave room for mature size, and repeat selected colors, forms, or textures to create rhythm along the bed. Before digging, set nursery pots in their intended positions and adjust the spacing and composition from the viewpoints that matter. UF/IFAS’s landscape-design guidance describes these general layout principles.

Let the fence influence the planting

Decide whether the fence should remain a feature or become a background. Low plants can frame a decorative fence without obscuring its details. If the fence is utilitarian and you want to soften or screen it, taller or denser growth may be more suitable—but only if the site has room for the plants’ mature spread and the access they require.

Fence height also changes the visual effect: dense upright growth can complement a tall fence, while arching grasses or soft clumping plants can work visually alongside a short one. These are design approaches, not guarantees of site suitability. UF/IFAS’s examples are regional guidance for North Florida, not a universal species list.

Decide whether a hedge is the right screen

A hedge may work as a windbreak, living boundary, noise barrier, or green backdrop. Choose shrubs for the exposure, intended look, available room, and mature spread. A hedge that outgrows its position can crowd paths, property lines, access routes, or utilities.

Formal and informal hedges

A formal hedge is kept to a defined shape by shearing and is generally planted more closely than an informal hedge. It also needs a pruning schedule suited to the species and the way it is used. An informal hedge keeps more of each plant’s natural form, so it needs enough room to spread and usually less shaping. Colorado State University Extension’s hedge guidance covers selection, spacing, establishment, and care; spacing depends in part on whether the hedge will be sheared or allowed to grow naturally.

Use the fence for vertical planting carefully

A fence can provide a place for a trellis, hanging planters, or other vertical planting. North Carolina Extension describes a demonstration garden in which a second fence set in front of the first creates a narrow planting space, lined with landscape fabric and filled with potting soil. That is one example, not a standard construction specification.

Before attaching a trellis or planters, check that the particular fence, its posts, and the proposed fasteners can carry the added load. The available guidance does not specify hardware ratings, so do not assume a fence is suitable based on appearance alone. Also account for how you will reach the planting for watering and maintenance.

Separate a living screen from an animal barrier

A living fence can be a planted boundary or screen, but that does not make it reliably animal-proof. The University of Maine Extension describes willow whips arranged in tunnel or overlapping-loop patterns, along with seasonal harvesting and soil-preparation considerations. Its guidance also warns that poultry may eat willow leaves and that a living fence may die; poultry need secure, predator-resistant fencing.

Containment and exclusion require a barrier suited to the animals and predators involved. UGA Extension’s fence guidance addresses different designs for deer, cats and dogs, rabbits, raccoons, and opossums. For a serious animal problem, seek local extension or wildlife advice and follow applicable rules rather than relying on planting alone.

Prepare the bed and establish the planting

Address the soil at the site

Prepare the soil for the plants you select instead of amending it blindly. For a shallow or rubble-filled border, RHS guidance describes removing loose rubble and replacing it with topsoil where appropriate, and adding organic matter or mulch. If the bed is beside a house, keep soil below the damp-proof course.

Water new plants and plan for maintenance

Water new plantings adequately while they establish. For a new hedge, Colorado State University Extension suggests using a soaker hose or drip irrigation with mulch during the first season to reduce drying from sun and wind. The right watering frequency depends on local climate, rainfall, soil, and plant species; a fixed calendar cannot be inferred for every fence line.

Before planting, account for the upkeep your design requires. A sheared hedge needs regular shaping; a natural-form hedge needs room; a mixed border needs access for care; and vertical planting must remain reachable. Pruning needs vary by species and landscape use.

Use these checks to compare your options

  • Purpose: Is the planting mainly ornamental, for concealment or privacy, a boundary, or intended to address an animal issue?
  • Space and access: How deep is the bed, and will mature plants obstruct a path, property line, access route, or utility?
  • Fence appearance: Should plants reveal a decorative fence or soften a utilitarian one?
  • Growing conditions: What are the local climate, sun and shade, soil, drainage, and water conditions?
  • Long-term size and care: Will the plants fit at maturity, and can you provide the required pruning and watering?
  • Structure: If you plan to attach a trellis or planters, can the fence and fixings carry their added load?
