The key is surface preparation. Clean the wall, let it dry, scrape loose paint, prime bare surfaces, and use exterior acrylic or masonry paint suited to the substrate. A clear coat is only helpful if it is compatible with the paint system; the wrong topcoat can peel or yellow.
