The Western Australian Planning Commission approved Scentre Group’s request for four more years to substantially commence the Westfield Booragoon redevelopment. The revised deadline is May 2029—not a deadline to finish construction. The delay drew different responses from local retailers: one long-serving worker feared the centre would keep losing appeal, while chocolatier John Walker said redevelopment itself can hurt shop traffic and sales.
What changed in the Westfield Booragoon redevelopment timeline?
When PerthNow reported the request on 23 January 2025, Scentre Group was seeking an extension to the original February 2025 deadline for substantial commencement. The Western Australian Planning Commission (WAPC) later approved the amendment on 15 May 2025. The state planning register says it extended the period for substantial commencement by four years and made no other changes to the approved development.
City of Melville meeting material gives the revised substantial-commencement deadline as May 2029. In planning terms, this is a deadline to begin the development substantially, not a promise that the redevelopment will start on that date or be complete by then. The material also said no significant works had commenced as of its reporting point.
Why did Scentre Group seek more time?
The reasons came from the applicant’s account, rather than an independent investigation of the project. Material prepared by consultant planner Urbis cited labour shortages, supply-chain issues, and the cost and delivery uncertainty they created. The WAPC agenda also records that the applicant wanted time to progress and resolve pre-development work and avoid the approval potentially lapsing.

Scentre Group told PerthNow it had requested more time “to enable further planning” and said the opportunity remained part of its investment pipeline. Later coverage in The West Australian reported the company’s description of the project as not being on the backburner, while it focused on a more immediate Bondi Junction redevelopment opportunity. That company positioning does not establish a Booragoon construction start date or completion schedule.
Why did local retailers react differently?
A long-serving worker wanted the centre renewed
An unnamed worker quoted by PerthNow said they had spent 17 years working in outlets at the centre, including a business they owned and operated. They worried that the centre’s condition and empty shops made it harder to attract customers and businesses, and questioned whether another extension might follow. The worker’s account is an individual perspective, not audited occupancy or condition data.

John Walker was wary of disruption during construction
John Walker, founder of John Walker Chocolatier, said major and minor shopping-centre developments can be difficult for retailers. He estimated that traffic flow can fall by 30–50 per cent during development, with sales falling accordingly. This is Walker’s personal estimate, as quoted by PerthNow, not a published study or a verified figure for all retailers or projects.
Walker said he had experienced four developments at Garden City and had been there since 1987. He was comparatively accepting of postponement in the economic climate, but wanted the food court improved and worried that simply adding retailers could duplicate what the centre already offers.

Public submissions also reflected competing priorities
The WAPC agenda summarized submissions both supporting the four-year extension and arguing that an upgrade was long overdue and four years was too long. Supporters cited economic conditions, underuse, or anticipated community benefits from redevelopment. These are qualitative themes in an official agenda, not a representative survey of retailers or residents.

PerthNow described the approved plan as a $792 million redevelopment, proposing an additional 72,500 square metres of shopping space. Its report said the centre would total 114,620 square metres if the plan were completed, compared with a reported 114,000 square metres at Karrinyup. These are figures for the proposal and its hypothetical completed outcome—not the current size of Westfield Booragoon.

The WAPC register lists the application value as $792 million and records the extension approval date as 15 May 2025. The amendment changed the substantial-commencement period; it did not otherwise alter the approved development.
