A fitted opening shield, water-activated bags and a temporary perimeter system solve different problems; none is a guarantee that a house will stay dry. Choose only after checking the likely water depth and force, the barrier’s fit and seal, site conditions, warning time and ability to deploy it safely.
Which type of flood barrier fits your home?
Start with the area water could enter and the area you want to protect. FEMA distinguishes shields that bridge building openings from systems set up around a perimeter; they are not interchangeable. The National Flood Barrier Testing & Certification Program also lists opening and perimeter barriers as separate categories (Program categories).

FEMA’s Technical Bulletin 3 (January 2021) concerns NFIP dry-floodproofing requirements for non-residential and mixed-use buildings. It is useful for understanding shields and flood forces, but it is not a residential product certification or blanket approval.

For a doorway or other opening
Measure the opening and compare it with the exact model’s permitted width and height. Check the door swing, frame and wall construction, mounting hardware, seal design, storage location and how much time and help installation requires. A barrier that fits the opening geometrically may still be unsuitable if the surrounding structure cannot safely take the load.

FEMA explains that flood shields transfer forces into adjacent building components and can overstress them. Watertight performance depends on a seal and mounting hardware that compress the gasket evenly. A product description alone cannot establish that an installation is suitable for your home; confirm fit, structure and installation requirements with a qualified professional.
For example, Floodshield describes its single-door barrier as intended for standard inward-opening doors with a frame distance under one meter. That is the seller’s stated fit specification, not independent proof of performance. Check the current instructions for the exact product and configuration (Floodshield).

For a perimeter or flexible barrier
Map the area the system would enclose and consider where water might go if the barrier redirects it. Boston’s guidance warns that a barrier can affect neighboring properties. Ground and bearing conditions, erosion, waves, wind and debris may also matter, as can the time and people needed to place, fill, connect or remove the system. A flexible barrier’s ability to follow a layout does not by itself show that the layout or site is appropriate.

What to check before choosing or deploying one
Flood mitigation is site-specific. Before choosing a system, work through these checks:

- Flood exposure: Identify the likely entry points and the water height and pressure the barrier is intended to resist. Local depth, flow velocity, waves and debris can change what is suitable.
- Fit and structural support: For an opening shield, verify dimensions, sealing, anchoring and the condition and strength of the frame, wall and attachment points.
- Site surface and layout: Assess the ground or bearing surface, erosion risk and whether a perimeter arrangement could redirect water toward another part of your property or a neighbor’s.
- Water characteristics: For water-activated products, confirm that the product works under the expected conditions, including whether the water is salt water.
- Warning and setup time: Work out when the system must be installed or activated, how long that takes and whether the necessary people, tools and water supply will be available.
- Storage and removal: Confirm there is a practical place to store the system and a safe, workable plan for taking it down after the event.
- Professional review: Ask a qualified flood-mitigation or construction professional to review the risk plan and whether the building and site can support the proposed system. The Flood Mitigation Industry Association recommends professional review of a flood-risk plan (FMIA barrier-list introduction, updated April 6, 2025).
What flood barriers can—and cannot—tell you about protection
A barrier is one part of a flood-risk plan, not proof that a home will remain dry. The reviewed guidance does not establish a general, independently supported effectiveness percentage for residential barriers, and seller claims should not be treated as one. Suitability depends on the property, the expected flood and the product’s specifications and installation.
Check local flood conditions, building construction, applicable code requirements and any product certification or listing for the exact model and use. The National Flood Barrier Testing & Certification Program lists barrier products, but listing status and suitability should be verified before relying on a specific product. Do not assume a product is “FEMA approved” or certified without verifying that exact claim for the exact product and application.
