The Western Australian Planning Commission’s Statutory Planning Committee approved the application; a contemporaneous report said the City of Subiaco and Town of Cambridge had objected to the proposal’s scale and planning-framework issues.
What was approved at 2 Upham Street?
The Western Australian Planning Commission’s significant-development application listing records a proposal for three residential buildings of up to 12 storeys, 236 apartments and a ground-floor commercial tenancy. It lists the Statutory Planning Committee’s approval date as 15 April 2026.
The Urban Developer identifies the project as Verde Subiaco and reports that its three buildings are 12, 9 and 7 storeys. It also reports a site area of 9,784 square metres and a project value of $150 million. These detailed figures are reported by that publication; the Commission listing independently confirms the address and core proposal summary.
What objections were reported?
The Urban Developer reported that the City of Subiaco and the adjoining Town of Cambridge objected. The report attributed their concerns to the proposal’s scale, purported departures from the applicable planning framework and the absence of a local development plan. Those are reported local-government objections, not findings that the Commission adopted as its reasons for deciding the application.

The City of Subiaco explains that development applications are formal requests for consent and that public consultation may be required. That general guidance does not show how many submissions were made about this project or establish that every local resident opposed it.
Why was the application approved?
The published Commission listing establishes the decision and the proposal summary, but the available material does not set out the committee’s full reasoning, its vote or the approval conditions. It therefore does not support a definitive account of why the committee approved the development despite the reported objections.

The decision indicates that the application was approved, not that the two local governments’ concerns were absent or resolved in a particular way. Without the committee’s formal reasons and conditions, it is not possible to compare its technical assessment with the objections reported by the councils.
