If the soil is dry and still thawed, water as needed far enough ahead for it to soak in. Moist soil can store more daytime heat than dry soil and release some of it overnight, but watering right before an imminent hard freeze is not a reliable frost treatment. Plant type, drainage, and local conditions matter.
Why moist soil can help—and why it is not a last-minute fix
Soil that has adequate moisture can absorb more solar heat during the day and release some of that heat overnight. The University of Florida IFAS explains that this can slightly raise minimum temperatures in plant canopies; Mississippi State Extension also describes the benefit of adequately moist soil before cold weather. This is a modest effect, not a guarantee that plants will be protected from frost or a hard freeze. UF/IFAS, Cold Protection of Landscape Plants; Mississippi State Extension, Protecting Plants from Cold Temperatures.
That advice means maintaining soil moisture when plants need water ahead of cold weather—not saturating the ground at the last minute. Water needs time to enter the soil, and prolonged saturation can harm roots, particularly where drainage is poor. Colorado State University Extension cautions that watering right before a freeze could contribute to frost heaving. Colorado State University Extension, How close to a freeze should the lawn and garden be watered?
Decide based on soil condition and timing
- Check the soil first. If it is already moist, more water may not be needed. Winter soil generally dries more slowly than it does in warm weather, so watering is usually less frequent. University of Florida IFAS, Winter Plant Protection.
- If it is dry and thawed, water as needed. Apply water to the root zone with enough lead time for it to soak in. Avoid prolonged saturation, especially in poorly drained soil.
- If the ground is frozen, wait. Frozen soil cannot readily absorb water, and water in frozen ground may not be available to roots. Check again when the soil has thawed and is dry. University of Maryland Extension, Watering plants when it’s very cold.
- Do not treat the forecast as an automatic watering schedule. The sources do not establish one universal cutoff—such as a fixed number of hours before frost—for every plant, soil, or climate. Water according to need and local conditions rather than immediately before a freeze.
Adjust for the plants you are protecting
In-ground plants
For trees, shrubs, and perennials, assess whether the root zone is dry and whether the soil can absorb water. Newly planted and evergreen plants may have particular winter watering needs; follow local extension guidance for the plant and climate rather than applying a single schedule. Outdoor containers
Container plants have less insulating soil around their roots than plants in the ground. Their root zones can experience greater temperature swings and dry out differently, so check container moisture separately instead of assuming nearby garden soil reflects their needs. University of Maryland Extension, Watering trees, shrubs, perennials during winter.
Succulents
Do not automatically apply pre-frost watering advice to succulents. UC Agriculture and Natural Resources identifies succulents as an exception to its general pre-frost watering advice; use guidance suited to the particular plant. UC Agriculture and Natural Resources, Do’s and Don’ts When Preparing for Frost.

Watering is only one part of frost preparation
A suitable cover can help protect frost-sensitive plants, but coverings provide more protection from frost than from extreme cold. Neither a cover nor moist soil guarantees survival in a severe freeze. Choose protection for the plant and local conditions, and consult local extension advice when a hard freeze is expected.
