Usually, no: if outdoor garden plants are dormant or nearly dormant in a cold-winter climate, wait until active growth resumes in spring before fertilizing. Lawns, established trees and shrubs, and warm-region landscapes can follow different schedules, so the right decision depends on what you are feeding, whether it is growing, and local guidance.
Why dormant garden plants usually should wait
Most backyard garden plants are dormant or nearly dormant during winter. UNH Cooperative Extension recommends fertilizing in spring, when plants are growing, rather than applying nutrients to dormant plants: UNH Cooperative Extension’s winter garden guidance.
Fertilizer is not a general cure for a plant that looks unhealthy. Before adding nutrients, consider whether the plant is simply dormant or whether another issue is limiting growth. A soil test and plant-specific advice can help determine whether fertilizer is needed.
Choose guidance for the type of plant
Garden beds
For outdoor beds in a cold-winter area, leave dormant or nearly dormant plants unfertilized until spring. When growth resumes, use recommendations suited to the plant rather than applying a generic winter product.

Established trees and shrubs
Healthy, vigorous established trees and shrubs generally do not need fertilizer, according to Iowa State University Extension. Poor growth may justify investigating nutrient needs, but first look for other causes and consider a soil test. Iowa State gives timing guidance for Iowa—after leaf drop or before spring leaf-out—which should not be treated as a calendar rule for other regions.
Lawns
Do not apply fertilizer to dormant grass simply to make it green after frost or a freeze. UF/IFAS advises against fertilizing a lawn in winter to force green-up after a freeze: UF/IFAS lawn guidance. Turf type, active growth, overseeding, and local restrictions affect timing; a lawn schedule is not interchangeable with advice for garden beds.

Special cases should stay special. An Alabama Cooperative Extension turf manual describes monthly nitrogen applications of 1/4 to 1/2 pound per 1,000 square feet for a warm-season lawn overseeded with cool-season turf in the manual’s winter context. This is not a prescription for dormant lawns generally or for other regions; consult current local turf guidance before using it. The manual also notes that soil tests can inform phosphorus and potassium needs, but nitrogen needs cannot be reliably evaluated by a soil test: Alabama Cooperative Extension System’s winter lawn management manual.
Warm-region landscapes
Winter does not mean the same thing everywhere. UF/IFAS says South Florida lawns are typically fertilized year-round, while its Central and North Florida recommendations include a late-summer cutoff and advise against applying fertilizer after a freeze to force green-up. These are Florida-specific recommendations, not a schedule for other states: UF/IFAS lawn guidance.

Decide whether an application is justified
- Identify what you are feeding. Garden beds, woody plants, and turf have different nutrient needs and timing.
- Check whether it is actively growing. If an outdoor plant is dormant or nearly dormant, do not fertilize merely because the calendar says winter.
- Look for a diagnosed need. Poor growth can have causes other than nutrient shortage. For trees and shrubs, Iowa State recommends fertilizer only when conditions indicate it may help; soil testing can inform the decision.
- Use local recommendations and rules. Climate, turf species, and local restrictions can change both timing and allowable rates. UF/IFAS Hillsborough County, for example, says to apply fertilizer when landscape plants can use nutrients, linking appropriate timing with plant health and pollution prevention: UF/IFAS Hillsborough County fertilizer guidance.
That Hillsborough County guidance limits lawn applications to no more than 1 pound of nitrogen per 1,000 square feet per application and no more than 4 pounds of nitrogen per year. Those are local limits, not universal rates. Its example that 6.7 pounds of 15-0-15 fertilizer per 1,000 square feet delivers one pound of nitrogen is a calculation example, not a general winter recommendation.
What about indoor plants?
The guidance here concerns outdoor landscapes and turf; it does not establish a winter feeding schedule for houseplants. Follow the care directions for the particular plant or seek advice from a relevant local horticulture source.

Should you buy a winter fertilizer?
Do not choose a product just because it is labeled for winter. The need and timing depend on the plant, dormancy, climate, and diagnosed nutrient requirement. In Florida, UF/IFAS specifically advises against high-nitrogen winterizer products in its local lawn guidance. A soil test can help inform nutrient decisions, but consumer kits are not validated by the cited extension sources and do not replace an appropriate local interpretation.
