A quarantine notice that took effect on 14 November 2025 covers the Perth metropolitan area—not all of Western Australia. It divides the area into Management and Containment zones, with restrictions on moving wood, plant material, green waste and related equipment. Check the official map for the zone and rules that apply to your address. The response is now focused on long-term management, not eradication.
What the Perth quarantine notice covers
The WA Government announced that the new notice would take effect on 14 November 2025. Gazette 134 of 2025 revoked and replaced the previous notice. The term “all of Perth” refers to the metropolitan quarantine area described in the notice; it does not mean the whole state. The Department of Primary Industries and Regional Development (DPIRD) says the National Management Group determined that eradication was no longer technically feasible. DPIRD’s current approach prioritises pruning or removing trees on the outer edge of metropolitan Perth when they pose a risk of spreading the borer beyond the quarantine area. Other landowners and managers in the metropolitan area are responsible for managing affected trees. DPIRD’s shot-hole borer guidance describes the transition to management.
What the borer does to trees
Polyphagous shot-hole borer (PSHB), Euwallacea fornicatus, is a small invasive beetle detected in Western Australia in August 2021. It tunnels galleries in trunks and branches and introduces a Fusarium fungus, which it uses as food. The beetle and fungus damage the tree’s vascular tissue, potentially causing dieback and death.

DPIRD says more than 500 tree and plant types have been documented as affected globally. That is a worldwide host-range figure, not a count of Perth infestations.
Which zone and restrictions apply?
The quarantine area has two zones. Use DPIRD’s interactive map and current guidance to check an address: the boundary that applies to a property determines where regulated material may be moved. The limits below reflect DPIRD’s guidance; confirm current requirements against the live map and notice before moving material.

The zones differ in the boundary material must not cross: for the Management Zone, that is the zone boundary; for the Containment Zone, it is the outer boundary of the whole Quarantine Area. The shared green-waste containment requirement still applies. Do not assume a general permission or restriction covers a particular load: check the map and notice for the property and destination.
Why moving wood and green waste matters
The beetle disperses poorly under its own power, but it can be transported in unseasoned wood, green waste and plant material. Machinery used to handle those materials can also carry the pest. DPIRD advises buying firewood where it will be burned and not moving wood outside the Perth metropolitan area. For construction, landscaping or property work, check the applicable zone before transporting timber, branches, plants or green waste, and follow the required cleaning and containment measures.

What to do if you think you have shot-hole borer
- Do not move suspect material casually. Check DPIRD’s current notice and map before transporting wood, plant material or green waste.
- Photograph the suspected bore holes with a scale. DPIRD’s guidance says: “Please include a ballpoint pen or ruler in photos of bore holes to help assess size.”
- Report the signs to DPIRD. Use MyPestGuide Reporter or contact the Pest and Disease Information Service on (08) 9368 3080.
- Follow DPIRD’s advice for the address. The official map and reporting channels provide the relevant quarantine guidance; do not treat a photograph alone as a diagnosis.
Check the current notice before moving material
Quarantine boundaries and rules can change. For a planned load, confirm the address-specific zone and current movement requirements in DPIRD’s live map and notice rather than relying on a general description or an older copy of the rules.
