What the project proposes
The application, listed by the City of Subiaco as DAP/24/02704, covers 474–484 Hay Street and 61 Rokeby Road. It proposes a nine-storey mixed-use development with 71 dwellings and five ground-floor commercial tenancies, alongside demolition of existing structures and partial demolition or alterations to the Regal Theatre. The City’s panel listing records the scope and decision.
A report published by The West Australian on 22 May 2024 described the proposal as a $78 million development. That is a reported proposal value, not a confirmed final construction cost. The same report said a small bar in the new building would connect to the theatre by a passage. The report’s project details should be understood as descriptions of the plan at that time.
What is proposed for the Regal Theatre
The 2024 news report said the developer would finance theatre improvements including universal-access lifts and additional toilets. The City’s application description confirms that partial demolition or alterations to the theatre formed part of the planning application, but its public listing does not spell out every approved design detail.

In the City’s 20 August 2024 council briefing, officers recommended approval subject to conditions. The report described the theatre upgrades as a community benefit and said the design response was appropriate for the setting despite not strictly meeting some development standards. That was the officer assessment before the panel decision; the full conditions are not reproduced in the City’s listing.
Approval is confirmed; delivery is not
The Metro Inner Development Assessment Panel approved the application on 12 September 2024. This establishes planning approval, not completion or a confirmed construction start. The City’s listing records the determination, while the project marketing page presents the residences and identifies its architectural images as artist impressions. Those images illustrate the developer’s intended design; they are not evidence of a completed building.

A Western Australian government infrastructure fund record lists 484 Hay Street, Westbridge Funds, 71 dwellings and a $710,000 allocation dated 31 January 2025. This supports the project’s identity and scale and records an allocation; it does not establish that construction has begun or that the allocation represents the full project budget.
What is known—and what remains unverified
- Known: the approved application is for a nine-storey mixed-use development with 71 dwellings and five commercial tenancies beside the Regal Theatre.
- Known: the application included partial demolition or alterations to the theatre, and the City records approval on 12 September 2024.
- Reported as proposed: universal-access lifts, additional toilets and a connecting passage to a small bar were described in 2024 coverage.
- Not established by the available records: whether construction has commenced, when it might be completed, or whether any theatre improvements have been delivered.
Westbridge’s development head, Philip Anderson, described the theatre as an “iconic landmark and cultural hub” and said the developer’s goal was to work with the Regal Theatre Foundation to preserve its character. That is the developer’s stated intention, quoted by PerthNow on 22 May 2024—not an independent confirmation of the eventual outcome.
