The City of Fremantle’s project page describes a six-storey building plus basement containing 77 co-living units. The application also included a café or restaurant, private recreation, communal amenities, landscaping, parking, vehicle access and utilities. The proposal was identified as DAP003/25.

Was the development approved, and is it still going ahead?
No. This was a development proposal, not an approved project. The City records that the applicant withdrew DAP003/25 on 4 December 2025 and that the application will not proceed further. Why was the application withdrawn?
The City’s project page and the December 2025 council minutes record the withdrawal but do not give a reason. The available official information does not establish why the applicant chose to withdraw, so attributing it to planning concerns, community opposition, costs or another cause would be speculation.

The City’s DAP003/25 document library lists the development application report, development plans, a design review report, an architectural design report and revised plans dated 1 October 2025.
