Then verify insurance and ask your local authority whether permits or inspections apply. A license is an important screening step, but it does not by itself establish workmanship, fair pricing, or suitability for your particular job.
How to check a plumber’s license and role
- Find the official regulator for your location. Search its license or practitioner directory rather than relying only on a company website or a verbal assurance. Texas consumers can use the Texas State Board of Plumbing Examiners’ consumer information; in Victoria, the Building and Plumbing Commission directory helps consumers check practitioners.
- Match the credential to the work. Check current status and whether the license class covers the specific task. Categories may distinguish contractors, journey-level workers, restricted roles, and apprentices. Texas, for example, describes master, journeyman, tradesman-limited, and apprentice roles in its consumer sheet.
- Ask who is accountable and who will do the work. Confirm the responsible license holder, who will perform each part of the job, and how other workers will be supervised. The person who assesses the work may not be the person doing it.
- Check insurance, bonds, and complaint information where available. Texas advises consumers to check whether the responsible master plumber has insurance on file and to ask about valid complaints. Minnesota says licensed plumbing contractors carry a surety bond and liability insurance. Requirements and public records vary by location.
Confirm permits and inspections before work starts
Ask your municipality or other local authority whether the proposed work requires a permit or inspection; do not assume an apparently minor job is exempt. Also agree in writing who will apply for permits, arrange inspections, and provide any required documentation. Texas advises consumers to check local rules, and notes that permits and inspections may apply even to work done by an owner. Massachusetts recommends addressing permitting and inspections in the agreement.
Compare written estimates, not just the total
Get more than one estimate when time and circumstances allow. Massachusetts recommends at least three. Compare what each provider says they will do, the materials included, payment terms, schedule, permit and inspection responsibilities, and warranties—not just the headline price.

Texas guidance says an estimate should explain the work and payment clearly enough for the customer to understand the arrangement. Massachusetts likewise recommends a written agreement covering job details.

Use referrals and references as supporting evidence
Ask neighbors, friends, or family about plumbers they have used, and contact references where practical. Referrals and online reviews can help you assess communication and past experience, but they do not replace checking credentials through the official regulator. Texas recommends verifying references; Massachusetts recommends asking for referrals.
Why licensing matters—and what it cannot tell you
Licensing can indicate that a practitioner has met jurisdiction-specific training, examination, or role requirements. Minnesota’s Department of Labor and Industry says a Minnesota plumbing license demonstrates years of practical, hands-on training and proven knowledge of plumbing codes, materials, and approved construction methods. That statement applies to Minnesota’s licensing system; credential standards differ elsewhere.

A license check alone does not prove a particular estimate is complete, that a plumber is insured for the work, or that the proposed schedule and price suit you. Treat credentials, coverage, written terms, references, and communication as separate checks.

There is no single rule for all plumbing work or homeowners. Massachusetts limits covered work to specified licensed professionals while describing a minor-repair exception. Texas allows owners to perform plumbing repairs on their own homestead without a license, but local permits and inspections may still apply. Western Australia lists a narrow set of basic tasks homeowners may do and requires licensed plumbers or permit-holders for other water-supply, sanitary, and drainage work.
