Mandurah Centre Plan: How Locals Can Have Their Say on the City’s Future

Mandurah’s Centre Plan review is seeking community ideas on the strategic centre’s future. Find out how to participate, which areas may be considered and how this review differs from adopted plans.

The City of Mandurah is reviewing its Mandurah Strategic Centre Precinct Structure Plan, which it calls the Mandurah Centre Plan, and is inviting community ideas. The review looks at how the centre could develop over time; it is not an announcement that proposed changes have already been approved or built. To find current engagement opportunities, submit feedback or sign up for updates, use the City’s Mandurah Centre Plan project page.

What the Mandurah Centre Plan review covers

A precinct structure plan helps guide future subdivision, zoning and development in an activity centre, including urban design and development standards. The City’s review considers long-term needs for housing, business, transport, infrastructure and public spaces.

The City’s stated objectives include more housing choices without additional clearing of the natural environment, easier walking, cycling and public transport, support for local businesses and jobs, and a vibrant, welcoming centre. These are aims being considered through the review, not adopted outcomes. The City explains the role of precinct planning in its local planning framework.

Which areas may be included?

The City identifies parts of central Mandurah, Silver Sands, the Mandurah Train Station precinct and Mandurah Ocean Marina as areas for the review. Parts of Dudley Park may also be considered. The existing approved plan boundary is itself under review, and areas beyond it may be considered through consultation; the named locations should not be read as meaning every property in them is definitely within the eventual boundary. How to take part

According to the City’s project information, last updated 16 June 2026, the review is underway and the City is seeking ideas. The FAQ lists engagement opportunities, online surveys and feedback through the City website as ways to participate. It also offers a mailing list for project updates and future consultation opportunities.

  1. Visit the Mandurah Centre Plan project page for current engagement information.
  2. Use the available online survey or feedback route when an opportunity is open, or attend an engagement opportunity listed by the City.
  3. Sign up for the project mailing list if you want updates about upcoming consultation.

The reviewed City pages do not state a submission deadline, draft publication date or Council decision timetable. Check the project page for current dates rather than relying on older launch coverage.

Could the review affect a property or business?

The City says recommendations may inform zoning, parking and infrastructure planning. That means the review could be relevant to local businesses and property owners, whom the City encourages to participate; it does not establish that a particular property or business will change. The eventual implications depend on the review’s recommendations and subsequent planning decisions.

Why the launch story mentions a 50-year horizon

When the City launched the review, a 23 July 2025 report by Ava Berryman for Mandurah Times via PerthNow described the plan as a blueprint for the strategic centre and said it would guide how key areas evolve over the next 50 years. That is a planning horizon reported at launch, not a measured outcome or a promise that every proposal will proceed. Mayor Caroline Knight said: “This is a fantastic opportunity for people who live, work or spend time in the heart of Mandurah to help shape what their neighbourhood looks and feels like in the future.” Read the launch report.

This review is separate from other Mandurah centre plans

The Mandurah Centre Plan is the review of the Mandurah Strategic Centre Precinct Structure Plan. It should not be confused with the separate City Centre Master Plan and Parking Plan: the City says those final plans were adopted by Council in May 2024, and their earlier draft-plan survey is closed. That adoption and consultation status does not apply to the Centre Plan review. See the City’s City Centre Master Plan and Parking Plan page for that separate work.
