Mandurah Council did not give the Western Foreshore brewery project final approval or authorize construction. On 27 August 2024, it voted to progress a proposed commercial lease with Left Coast Leisure Group, while state reserve and later planning approvals remained outstanding. As of the latest official status located, a decision on excising land from the reserve was still on hold pending survey findings for the Minister for Aboriginal Affairs.
What Mandurah Council decided
The council minutes record a decision to proceed with the major land transaction as proposed, finalize heads of agreement with Left Coast Leisure Group Pty Ltd, and begin negotiations with the State Government for a headlease and sublease. That was a step toward a possible lease, not the lease itself and not construction consent. The resolution identified further requirements before a sublease could be entered, including approval of the reserve excision by both houses of Parliament, a Department of Planning, Lands and Heritage headlease, and the Minister for Lands’ approval of the sublease terms. What is proposed for the site
The City’s project description proposes a licensed restaurant and microbrewery, an 18-hole mini-golf course, a café, and chocolate production and retail on part of the Western Foreshore. The commercial parcel is described by the City as a small part of an A-class reserve; state consultation documents refer to an excision of about 8,000 square metres. Separate proposals for the wider foreshore
The lease proposal is only one part of a broader set of Western Foreshore plans. Contemporary reporting also described upgraded jetties, a village green and events space, an under-bridge amphitheatre, an inflatable water park, a market square, and pickleball courts. What approvals are still required
The proposed commercial area sits within an A-class reserve, so leasing it requires state action. The Department of Planning, Lands and Heritage explains that a reserve amendment is publicly advertised, submissions are considered, and the Minister for Lands is briefed. If the Minister approves tabling, the proposal goes before both houses of Parliament; it may proceed if neither house disallows it. The latest directly relevant official update located is a Legislative Council answer dated 16 June 2026. Hon Dr Katrina Stratton, replying on behalf of the Minister for Planning and Lands, said: “No decision on the excision process will occur until the findings of the survey are presented to the Minister for Aboriginal Affairs for consideration.” WA Parliament, 16 June 2026
The City says that if the excision is approved, the Department will consider leasing the site to the City, and a development application from Left Coast Leisure Group will be reviewed by the WA Planning Commission. Why the City supports the proposal—and what critics raised
The City presents the development as a way to activate an underused area, combine public recreation with commercial attractions, attract private investment, create jobs, and bring visitors to the city centre. It says the restaurant would be set back from the water and that the mini-golf course is designed to integrate with nature. The council proceeded after considering public submissions. The City’s response material and contemporaneous reporting record concerns about a large licensed venue near homes, green space being lost to parking or access, noise and antisocial behaviour, traffic, impacts on existing businesses, and commercial use of a valued public foreshore. What to watch next
The central unresolved step is the reserve excision process. The 16 June 2026 parliamentary answer ties any decision to the survey findings being presented to the Minister for Aboriginal Affairs. If the process advances, the lease and development application still have distinct state and planning steps; council’s 2024 vote did not settle them.
