Perth’s Reported 35,000-Home Train-Station Plan: What the Proposal Says

A reported Perth plan would shift precinct planning around ten train stations to the WA Planning Commission. The 35,000 figure is estimated capacity, not approved or completed homes.

A November 2025 report said the WA Government was proposing planning changes around ten Perth train stations, with estimated capacity for 35,000 additional homes. That figure describes potential capacity—not 35,000 approved or funded apartments, or homes already under construction. The reported proposal would give the WA Planning Commission a leading role in precinct frameworks and development decisions, while councils could still make submissions.

What is the reported 35,000-home Perth plan?

PerthNow reported on 16 November 2025 that the WA Government proposed Improvement Schemes for precincts around ten train stations. The report attributed the estimate of capacity for 35,000 additional homes to the government. It described a proposed shift in who sets precinct planning frameworks and decides development proposals; it did not establish that a final scheme had been enacted or that those homes had been approved.

Then-Planning Minister John Carey told PerthNow that an Improvement Scheme would replace local government schemes for setting precinct frameworks and heights. Transport Minister Rita Saffioti said the changes were intended to streamline approvals and improve consistency. It identified Ballajura, Redcliffe and Cottesloe as priorities. The reported 800-metre radius and station list should not be treated as final statutory boundaries: the proposal’s final map and controls have not been established by the sources cited here.

Can councils still object to developments?

Under the arrangement described by PerthNow, councils could make submissions, but the WA Planning Commission would set development guidelines and decide whether future proposals—including apartment complexes—could proceed. That suggests councils would have a formal avenue to provide input, but not the final decision-making role described in the report. The precise process and council powers would depend on any scheme ultimately made.

Are 35,000 apartments actually being built?

No. The reported 35,000 is an estimate of how many additional homes the precincts could accommodate. It is not an approval tally, a construction commitment or a count of completed dwellings. PerthNow did not provide a station-by-station allocation of that capacity.

A WA Government response to a Legislative Council question on 18 November 2025, which referenced the article, did not provide the requested breakdown by station or a count of multi-dwelling projects completed around stations in the preceding three years. Instead, it cited a Grattan Institute estimate that 92% of residential land within 30 kilometres of Perth’s CBD was limited to two storeys or less, and said transit-oriented precincts had been identified by successive governments as suitable places for increased density. What does an 800-metre station precinct mean for planning?

In the reported proposal, 800 metres describes the area around a station intended to be covered by a precinct plan. The planning rationale is to direct more housing near rail, but the radius alone does not tell a property owner what can be built on a particular lot. That depends on the final boundary, applicable planning controls, development approvals and site-specific constraints. Detailed heights, densities, infrastructure requirements and final precinct maps were not established in the cited reporting.

How does this fit with Perth’s broader housing strategy?

The ten-station proposal is distinct from Perth and [email protected], the broader state planning framework. The government says that framework plans for a population of around 3.5 million by 2050 and 800,000 additional homes, with at least 380,000 homes—or 47%—to come through increased density and infill. Its description includes growth around transport hubs and METRONET precincts, activity centres and existing suburbs. The framework also says strategic plans do not themselves change zoning or automatically allow new uses; later planning decisions are needed.

How is the separate 2026 R-Codes proposal different?

In July 2026, the WA Government announced a separate set of proposed R-Codes reforms. These are not the ten-station Improvement Scheme proposal and should not be read as proof that it has taken effect.

  • The government said proposed changes would remove an average-lot-size requirement for R20 and lower-coded land, potentially allowing subdivision of 700-square-metre blocks instead of the stated current 900-square-metre requirement.
  • It proposed reducing some single-home approval timeframes from 60 days to 30 days.
  • It said apartment parking and height changes were also under consideration.

The government anticipated draft changes for consultation later in 2026 and implementation from mid-2027. Those were proposed timeframes, not confirmation that the reforms were already operative. WA Government announcement on proposed R-Codes reforms

What remains unconfirmed about the station proposal?

The cited material does not establish whether an official Improvement Scheme was made, whether the ten reported locations remain unchanged, or what final maps, heights and density controls would apply. It also does not show how the 35,000-home capacity estimate is distributed or how many projects have since been approved or completed. Until those details are confirmed in official scheme documents, the ten-station plan is best described as a reported proposal.
