The story began as a plan by Dubai startup Cazza—not as a completed tower or a confirmed construction contract.
What was announced in 2017?
On 13 March 2017, Khaleej Times reported that Cazza had announced plans for a 3D-printed skyscraper in Dubai. Cazza CEO Chris Kelsey said the company had begun exploring how to adapt its technology for taller structures after developers asked whether 3D printing could be used for a skyscraper.
The announcement did not identify a commissioning developer or give the proposed building’s height. Its projected efficiency claims concerned the proposed technology; they were not results measured on a completed skyscraper.
Was the skyscraper built?
Completion is not verified in the sources reviewed. A 2025 review retrospectively says Cazza had expected the project to be completed by 2023. That date was a forecast, not confirmation that construction finished. The available sources also do not establish that the project was formally cancelled.

Dubai’s official accounts document other 3D-printed buildings and construction rules, but do not confirm the tower’s completion or disposition. The most accurate description remains a 2017 proposal whose built status is unverified.
Which 3D-printed buildings in Dubai are documented?

For the Office of the Future, Dubai Media Office reported that printing took 17 days, installation took two days, and the overall project took three months including landscaping and interiors. It also reported 50 percent less manpower and 60 percent less construction waste than conventional buildings of comparable size. Those are reported comparisons for that project, not verified performance figures for Cazza’s proposed tower or a general benchmark for printed construction.

Dubai Municipality says it issued its first construction license for a private 3D-printed villa in 2023. In 2024, it described a strategy target to transition 25% of building construction from conventional methods to 3D printing; this is a stated target, not an achieved share.
What makes a printed building a regulated construction project?
Dubai’s Administrative Resolution No. 217 of 2023 defines a 3D-printed building to include a building or part of a building constructed using 3D-printing technology. It requires applicable permits and compliance with building rules. The resolution also addresses conformity certification and marking for factories supplying printing mixtures, tests on load-bearing structural elements with engineer approval, and a minimum ten-year warranty for building quality.

Dubai Municipality’s 2022 announcement describes its role as regulating the technology, issuing licenses, monitoring construction works, qualifying engineers and contractors, and determining tests for raw materials, additives, mixtures, and structural components. Printing construction elements is therefore subject to building oversight, not simply a matter of operating a large printer on site.

“World first” applies only when the category and evidence are clear. Dubai’s Office of the Future has a reported record as the first 3D-printed commercial building; that does not make it a skyscraper. The Municipality’s larger two-storey structure is described as the world’s largest 3D-printed building, which is likewise a different claim. Neither completed project verifies Cazza’s proposed tower.
