The renewed work is broader than the earlier proposal for 104 McLarty Avenue: the City’s 2025 review was to compare potential sites across the city centre and develop a business case.
What changed in 2025?
In May 2025, Joondalup’s Major Projects and Finance Committee unanimously supported new project parameters for reconsidering a second car park. The decision restarted evaluation; it did not select a site, authorise a build or set a construction schedule. The committee material says the new review would consider possible locations throughout the city centre and how a facility might fit with other projects. City of Joondalup
The City’s Corporate Business Plan 2025–2029 listed demand modelling, site and options analysis, financial evaluation, social return on investment and preparation of a business case. Those are planning activities, not construction milestones. Corporate Business Plan 2025–2029
Why was the earlier proposal paused?
The earlier business case concentrated on a site at 104 McLarty Avenue. Joondalup did not proceed in 2022 after the case was judged insufficiently compelling. The City’s 5 May 2025 committee attachment summarised the finding: “Whilst the case indicated that there may be some financial and economic benefit to a second MSCP, the case was not compelling and as a result was not pursued.” Committee minutes attachment, 5 May 2025

PerthNow reported that the 2022 concept designs included at least 600 bays, greenery, and commercial and ground-floor retail elements. That was the scope of the earlier concept, not a confirmed capacity or design for any option now under evaluation. PerthNow, 23 December 2022
What is known about the cost?
There is no confirmed construction budget for a revived project. PerthNow reported that the 2022 McLarty proposal carried a $16.8 million construction figure and $300,000 for detailed design; those are historical estimates for that earlier proposal, not costs for a newly assessed site or scheme. The same 2025 report described $50,000 in the draft 2025–26 budget for consultancy and an estimated $200,000 to develop a full business case. These are reported planning estimates, not construction funding. PerthNow, 6 June 2025
What will the business case need to weigh?
The documented scope points to a comparison of location, demand and viability rather than a simple repeat of the McLarty assessment. The City’s committee material links the proposal to place activation, the performing arts centre, Boas Place development and its land acquisition strategy. - Parking demand: whether modelling demonstrates a need for additional public parking.
- Financial viability and social return: whether the benefits justify the costs and compare favourably with alternatives.

How does the proposal fit with existing parking?
Joondalup’s first publicly owned multi-storey car park opened at Reid Promenade in 2015. PerthNow reported it has 538 public bays and 28 private bays. Those figures describe the existing facility, not the proposed second car park. PerthNow, 6 June 2025

No construction approval is established by the available City planning documents and reporting. A May 2026 Australian Tenders listing for high-density mixed-use development opportunities in the city centre referred to an integrated public parking component and alignment with the 2025 car-park parameters. That reference shows parking was part of a related development opportunity; it does not confirm approval or delivery of a second municipal car park. Australian Tenders, 27 May 2026

The latest outcome of the business case and any final build decision are not established in these sources. Until the City publishes a decision, the project should be understood as an evaluation rather than a committed construction project.
