Concrete made with circular cement strategies can meet demanding strength and durability requirements when its mix is properly designed and its materials are qualified for the intended use. The benefit is not automatic: performance depends on the materials, proportions, exposure conditions, local supply and project specifications.
What makes cement and concrete circular?
Cement is the binder in concrete. Conventional cement production heats raw materials in a kiln to make clinker, which is then ground with gypsum. Supplementary cementitious materials (SCMs) can be blended into cement or concrete to reduce the amount of clinker or cement needed. Because clinker production is energy- and emissions-intensive, using less clinker and making more efficient use of concrete are central ways to lower impacts. The U.S. Geological Survey describes cement production and clinker in its cement statistics and information.
“Circular cement” is not one interchangeable product category. It describes strategies that reduce virgin material use and waste, including blended binders, recovered or alternative inputs, recycled aggregates, and designs that achieve the required function with less material. The environmental and structural case must be evaluated for the specific product and project.
Can circular cement make strong concrete?
Yes, when the mix is proportioned, produced, placed and cured to meet the project’s requirements. SCMs such as fly ash, slag cement and silica fume can affect fresh properties, heat development, later-age strength and durability. The exact effects vary by material and mix; there is no single strength result that applies to every circular concrete.

Strength is only one acceptance criterion. Specify the strength required at the relevant test ages alongside workability, durability for the expected exposure, heat development and any other project-specific performance criteria. A mix that meets a compressive-strength target may still need assessment for the project’s exposure and construction conditions.
How do supplementary cementitious materials affect concrete?
SCMs can contribute to binder performance while replacing some portion of Portland cement or clinker. The National Academies’ 2025 synthesis discusses their effects on concrete and agency practices, including the use of conventional and alternative materials: Use of Supplementary Cementitious Materials for Concrete.

- Heat development: Certain SCM blends can reduce heat development, a consideration in some placements.
- Strength and durability: Well-proportioned mixes can achieve later-age strength and durability benefits. Early-age behavior is also mix-dependent, so confirm performance at the ages and conditions relevant to the schedule.
Coal ash availability has declined since 2010, according to the National Academies’ 2025 synthesis. Agencies have responded by adapting specifications and considering natural pozzolans, harvested ash and other SCMs. This makes regional supply and consistency important: a substitute available in one market may not be available or suitable in another.
What circular material options should a project team compare?

The European Commission Joint Research Centre’s 2025 EU sector analysis estimated that circular-economy strategies could save 38–52 Mt CO₂-eq annually by 2050 compared with relying on decarbonisation strategies alone. The JRC estimated that over 75% of that modeled reduction potential comes from using less material more efficiently. How should an alternative material be qualified?
Do not assume that a promising alternative SCM is suitable simply because a small test or an initial result looks satisfactory. Qualification should address the material’s source, intended application and performance requirements.
- Define the project requirements. Identify strength ages, exposure conditions, workability, heat limits, placement and curing conditions, and applicable project specifications.
- Check applicable specifications. Determine whether the specific material is covered by an applicable standard. ASTM’s C1912/C1912M specification listing covers supplementary cementitious materials for use in concrete; verify the current edition and its requirements for the project.
- Evaluate alternative SCMs for the intended use. ASTM’s C1709-22 guide describes a comprehensive, end-use-specific evaluation approach for alternative SCMs without a significant performance record. It cautions that each source must be evaluated separately and that satisfactory initial testing does not establish conformance to other SCM specifications.
- Use appropriate evidence and manage risk. Where long-term durability or acceptable field performance has not been established, the ASTM guide advises risk management rather than assuming the material is proven. NIST’s Advanced Cements and Concretes Consortium works on test methods, standards and interlaboratory validation to support evaluation of innovative materials.
ASTM standards describe evaluation or specification pathways; they are not independent proof that a particular product meets them. Fresh hydraulic cementitious mixtures are caustic and can cause chemical burns after prolonged contact with skin or tissue, as noted on ASTM’s C1912/C1912M listing.

How can buyers compare environmental claims?
Use an environmental product declaration (EPD) to compare declared environmental impacts for relevant products and boundaries, alongside the technical evidence needed to show that a mix is fit for purpose. An EPD reports environmental information; it does not establish structural suitability.
On October 5, 2026, the American Cement Association announced consolidated product category rules (PCRs) developed with the Slag Cement Association, Natural Pozzolan Association and American Coal Ash Association. Its announcement describes SMART EPD Part B, Standard 1000-017, version 1, as combining prior rules for cement, slag cement and SCMs. It also said a survey would collect data for updated industry-average EPDs; that announcement does not establish that those updated declarations are complete. For procurement, compare EPDs that apply to the product and declared boundary under consideration, then check that the material also satisfies the project’s specifications. The JRC’s sector-level scenario estimate is not an individual product EPD.
What should project teams ask before specifying circular concrete?
- What strength is required, at which ages, and under which curing and placement conditions?
- Which durability and exposure requirements apply to the structure?
- Is the specific cementitious material covered by the project’s applicable standards, or does it need a source-specific evaluation?
- Can the supplier provide consistent material and mix information for the project’s location and schedule?
- Do the product’s EPD and declared boundary support the environmental comparison being made?
- Has the mix been evaluated for workability, heat development and construction timing as well as strength?
There is no universal construction-schedule penalty for circular mixes; early-age strength, curing and placement behavior are project-specific considerations to verify during mix qualification.
