A separate, newly reported application for a 70-lot residential subdivision at the site was lodged in October 2026; its determination status is not established in the sources available here.
What was proposed at Woodvale Corner?
The commercial proposal covered land at 567 Wanneroo Road and 20 Ancestor Retreat, on the corner of Wanneroo Road and Woodvale Drive in Woodvale. The site is within the City of Wanneroo, close to the City of Joondalup boundary. The Department of Planning, Lands and Heritage listed the project value as $35 million and records the application as refused on 10 December 2025. The proposed mix included a supermarket, fast-food outlets, a service station, gym, childcare centre, café or restaurant, self-storage and parking. The official application summary also refers to caravan parking and bulky goods showrooms; later reporting mentions a medical centre and 242 parking bays. These descriptions represent proposed components, not a final built scheme or confirmed tenant list.
Why did Wanneroo say it would object?
In May 2025, City of Wanneroo planning and sustainability director Mark Dickson said the city would make a strong objection: “I would like to make it very clear that the city will be making a submission on this proposal strongly objecting to the development proposed.” He also said, “We don’t support an activity centre in this location.” PerthNow, May 2025

The city’s stated issues went beyond the size of the development. Its concerns included traffic at the Wanneroo Road and Woodvale Drive intersection, whether the surrounding network could handle existing and additional traffic, the quality of the environmental information, effects on the viability of other activity centres, and consistency with state planning policy. Mayor Linda Aitken said the city would argue that low-density residential development was more appropriate, including because of vegetation and traffic impacts.
What traffic and environmental concerns were raised?
Contemporaneous reporting said the development application forecast 7,650 vehicle trips per day and 13,380 daily trips on Woodvale Drive. These were figures attributed to the application, not independent traffic counts. The reporting also said Main Roads WA had approved modification of the Wanneroo Road–Woodvale Drive intersection, while the extent of improvements to the rest of Woodvale Drive remained uncertain. Joondalup said it would make a submission on traffic, environmental effects and orderly and proper planning, while focusing on impacts rather than advocating a different land use. PerthNow reported that Joondalup lodged an opposing submission and cited congestion and protections for wetlands and wildlife. Its chief executive, James Pearson, described “the projected increase in traffic and the potential impact on Walluburnup Swamp” as critical concerns. PerthNow, May 2025

PerthNow reported that the committee voted 5–3 to refuse the proposal, despite assessors recommending approval. It also reported that more than 1,200 of 1,463 community submissions opposed it and that the panel found the development inconsistent with orderly and proper planning. What is the newly reported 70-lot residential proposal?
On 8 October 2026, PerthNow reported that investors had lodged a separate application for a 70-lot residential subdivision on the same 3.5-hectare site. The reported plans specify R30 density, lots ranging from 262 to 549 square metres, and 3,580 square metres for public open space and drainage. They also show internal roads, primary access from Woodvale Drive and secondary access from Ancestor Retreat. PerthNow, 8 October 2026

The application is quoted in that report as describing a conventional residential outcome that could be serviced by existing infrastructure and community facilities. That is the applicant’s claim, not an independent finding. The reviewed official state record confirms the earlier commercial refusal, but does not establish whether the newly reported subdivision has been approved, refused or otherwise determined.

The commercial centre refusal does not decide the status of the later residential subdivision. They are different proposals for the same site, with separate land uses and application histories.
