The City of Melville voted 6–5 to endorse a proposed $6.25 million mixed-use development at 13 Hislop Road, Attadale, despite nearby residents’ objections to vehicle access from Groves Avenue. The council’s endorsement was not the final planning decision: the Metro Inner Joint Development Assessment Panel (JDAP) was to determine the application, and its outcome has not been verified.
What is proposed at 13 Hislop Road?
The application, identified in City of Melville minutes as UP24/36 / DAP-2023-8, names Developed Property Pty Ltd as applicant. The City minutes record that the JDAP application was received on 4 December 2023.
The Western Australian Planning Commission / Development Assessment Panels agenda dated 1 May 2024 describes a three-storey mixed-use building with a basement. Its proposal figures are:
- Five apartments: two on the ground floor, two on level one and one on level two.
- Two office or commercial tenancies.
- 14 car bays in total: 12 residential and two for the offices.
- A stated development cost of $6.25 million.
These are figures in the agenda for the proposal, not independently verified current costs or proof that the plans were built as described.

What did the City’s endorsement mean?
At its 16 April 2024 meeting, the City of Melville council endorsed the proposal by six votes to five, according to PerthNow’s contemporaneous report. That was the council’s position on the application, not a final JDAP determination. PerthNow reported that the Metro Inner JDAP would make the final planning decision.
The report said the City officer recommended approval subject to conditions. The final JDAP decision, any conditions or amended plans, and the project’s construction status have not been verified.

Why did residents object to the Groves Avenue access?
The dispute centered on the proposed rear carpark access from Groves Avenue, a residential cul-de-sac. Nearby residents told councillors they were concerned about extra traffic, limited parking and the effect on the surrounding community, including a small park. Those were residents’ stated concerns; the available sources do not establish a measured traffic impact or an official finding on those effects.
PerthNow quoted resident Heather Robinson telling councillors: “Many residents have purchased in the small cul-de-sac to enjoy a quieter existence,” and, “What it does not need is extra traffic along our cul-de-sac.” The comments were made in the council-meeting context and are not a traffic assessment.

What was the reported case for rear access?
PerthNow reported that the City’s design review panel had recommended rear access into Groves Avenue. Councillor Tomas Fitzgerald argued that Hislop Road had ongoing traffic-management challenges and that Groves Avenue made sense as the access point, while acknowledging the effect on residents. He said: “Hislop Road’s traffic management challenges have been ongoing.”
The available reporting presents competing access considerations, not a resolved assessment: residents objected to additional vehicles entering their cul-de-sac, while the reported planning rationale favored rear access in light of Hislop Road traffic-management challenges. It does not establish which route the JDAP ultimately accepted.

A Government of Western Australia Department of Planning, Lands and Heritage fund list dated 19 August 2024 records a successful $50,000 infrastructure-fund application for 13 Hislop Road, described as a five-unit project. That is a separate funding record. It does not establish that the planning application was approved, that construction began, or that the development was completed.
